The DCA will support anything that removes the continent from the clutches of the evil foreign menace, the same menace that ravaged Africa for a quarter of a century with the Dominion. Perhaps even more strict measures....

Fleischmann spoke.

"On behalf of the County of Edessa, I support the statements of the Roman Empire on this document.

"Quote:
Quote:

The Empire of the Romans, as a realm that has a significant African presence, will endorse this position on colonies.
End quote.

"As such, the County of Edessa supports the document."

"I can assume that the Roman position has not altered, in that case."

OOC: I'll wait a little longer, put one more overarching subject on the table, and then let people split off and any post-Dominion fun you want to stir up can come to be. I could imagine some staunch Catholics getting into a confrontation with some Orthodox, something to that extent.

"For the time being, considering the horrors of the Dominion, the Empire sees it as beneficial to continue to endorse this statement."

OOC: And continue to see it as nothing more than a convenient excuse to wage war on any unwelcome nation in Northern Africa.

"Saving Africa for Africans seems a notable idea which the Commonwealth will adhere to' said Foreign Minister Shabalala. "Though of course, the Commonwealth would prefer also saving the souls of Africans we are all to familiar with the fact that work such as that will last many generations and is not something we can complete during the time of this conference."

Fleischmann smirked at the chance to cause some discordance. "I would request the Honorable Shabalala keep his nation's religious work out of these discussions. This is a negotiation between powers, not a religious summit."

"Work is the curse of the drinking classes."

Admiral Koenraad, an atheist himself, wished to respond but was wisely stopped by the Field Marshal.

"Let's see what happens..." Von Regensburg quietly whispered into Koenraad's ear. "I imagine they'll be at each others' throats soon enough..."

"That is simple. Those not of European and foreigner stock, with the singular exception of the Arabs. The black man has been overcome by colonialism and victimization too long."

"Black people," loudly whispered Fleischmann.

"The problem extends beyond the crises of native African races..." Dr. Mousavi turned to Fleischmann, "-black people," and returned his speech to the table at large.

"The entirety of the African continent continues to be exploited to further the geopolitical goals of Europeans, especially. Historically integrated societies, such as those in Zeelar and here in Ulgania, as well as Arab, Berber, and Mulatto populations equally are preyed upon by colonialist ambitions.."

The ambassador's eyes flicked quickly towards the Roman seat before he took a swig of the water before him.

"And this is why we have the Declaration on Colonialism. While it is a compromise for the peoples of Africa and Europe, the Europeans can provide governance and administration to African lands for economic gain. While in principle it is a negative attribution towards Africa, it also leads to a group being governed and given a better chance of success in life than otherwise. It is the colonial powers who refuse to adhere to the Declaration that we would take issue with. It is, similar to what the delegate from the HCM said earlier, impossible to bring governance to all those Africans and Arabs who are without a government outside of a colonial system."

"Compromise? It is through compromise in the first place that we were colonialized in the first place. 'We won't take you over, we'll merely protect you'. Nonsense. A stand must be taken, and a firm one at that. Colonialism is to be outlawed and the bloody foreigners kicked out on their arse before they take advantage of us yet again. No more half-measures. The DCA will no longer stand for it."

"I understand your position quite well, and if anything you should realize the decision to hold the conference here, at Victoria Falls was made to make the idea of compromise known. The scenery around the facilities here is among the most beautiful and majestic in Ulgania, much less Africa. The scrapings of mankind have only been to create the area we reside in, and maintain the area's beauty in as much a sustainable way as we can. Yet, the name 'Victoria Falls' hearkens back to an age of unrestrained colonialism. As it was considered to be 'discovered' by those under the English crown, it received a namesake from she who brought the most remarkable glory to the Anglo-Saxons. Now, however it is fully an African, and in turn an Ulganian symbol."

Valentine continued. "There is another difference between the past and the present. Should any colonial power decide to violate the rights of the native peoples, they shall come to face several whose authority, and power matches their own in the modern day."

OOC: I think it had to do with the the idea that Rome is more affiliated with Europe than Africa, culturally. That's what I got out of it...

OOC:

Is that because the capital is being moved post-dominion from Alexandria to Constantinople? That seems entirely arbitrary.

Mithridates Parthia scoffed, his eyes growing wide as he pushed back his chair, suddenly standing. He was clearly offended, despite what had succeeded regarding his nation being 'historically integrated.' He himself appeared to be Caucasian. "I am most completely offended. As I said, that definition was too easy to ascribe something racial to. The only society which can hope to move into the future successfully is one that does not comment on race what so ever. That would be the end to racism. Any further Zeelaran participation in this conference has been severely jeopardized!"

The Roman representative nodded.

"Our Zeelarian friends are right to scoff at these arbitrary definitions based on little more than ethno-nationalism. We will side with them on this. The original declaration on colonialism was acceptable to us, but any attempt to enforce exclusionary racial categories on us will be met with force."

"Yes, the multi-ethnic geography of Africa is important. We would ask that notions of race be dropped, as they are not in the intention of the document at hand, or in the nature of the agenda. Considering race to be a determinable factor in these proceedings will only hinder. That said, the Ulganian Federation does have a colony established in Iberia. We take the human rights very seriously, and as such it is also on this basis that we seek a compromise."

OOC: I actually want my Srolonka colony to turn into something that sets off a war in the future, but that can wait

So long as this conference continues to kow-tow to the foreigners and allow them to continue their macinations, the DCA will not only be forfeit further participation, but will see to it that this conference fails in its attempts to once again allow foreigner rule over the native peoples of Africa.

----------------

Alexanderhaven would like to perhaps vote for colonialising the DCA. They're a rather unruly and savage lot, who were better off under Kasnyian rule, Catholic though they may be...

Fleischmann smirked at the chance to cause some discordance. "I would request the Honorable Shabalala keep his nation's religious work out of these discussions. This is a negotiation between powers, not a religious summit."
Foreign Minister Shabalala glared at Fleischmann.

"I will have you know that it was Catholicism, Roman Catholicism of the one true faith which brought much of Africa out of darkness and into the light of salvation. No other nation nor organization in history has built more schools or educated more people in Africa than the church. My nation's religious works are the reason why many of the nations here today native to this region are so organized and strong."

He then sat back as the other delegates began to discuss race. The Commonwealth herself had been founded through European colonialism however, they had secured their freedom centuries ago and had even out lasted the nation which had founded them. Much of the nobility and the crown were of course from European ancestry but given the generations of intermarriage with natives physically it was difficult to tell that such ties even existed.

"I must agree that this conference seems to be catering to the whims of few at the cost of all of Africa. In fact " said Minister Shabalala, "why in the world are nations such as Edessa even welcome here at this conference? The Roman, regardless of our personal opinions, at least have territory which stretches into the African continent! How are we suppose to discuss the future of Africa with nations whom have no territorial claims here and whose only interest can only be guessed to be economical? The Commonwealth doesn't see how this conference have prove fruitful why non-African nations are allowed at the table. Especially nations such as Alexanderhaven, who dare to call for colonizations of another legal nation here."

OOC: Alexanderhaven is Orthodox, not Colognian - unless you knew that and were trying to call them Colognian as an insult or something? Also, NRE, the conference is also Middle Eastern. I was going to post that IC, but I wanted to check whether that was purposeful or not before responding.

OOC: He said Kasnyian, it threw me off  An yes I know, but the Commonwealth personally see's no point in talking with Middle Eastern countries when it comes to the future of Africa. Plus I'm just trying to be another hard ass like Kas :P
