OOC: Post-Dominion Once again, in Tres Valentine’s tenure as the Supreme Chancellor of Ulgania he sat patiently, getting hardly the required amount of sleep for him to operate smoothly but not showing any outward signs of it. As in the past, he was waiting, always waiting. Throughout the conflicts against the Dominion, he had been waiting. Throughout the civil war, he had been waiting for others to make the mistakes necessary for him to come to power, and before that he had spent far too much time waiting for his uncle to craft the scenario necessary to create that civil war. No one but himself would have foreseen such a rise to, and affirmation of power. His legitimacy ran strong within Serpentine, and the halls of the chancellery. The old way of doing things had ended though. With the unraveling of the Dominion came new challenges and new threats. Having let go of several assets that kept Valentine’s country alive during the great war, including the entirety of Zeelar and its massive expanse of railroads that let goods and supplies sustain the campaigns, Ulgania once again found itself standing alone, at the whims of a world rendered disorganized. ICON had arrived on the world’s stage, but it was a long way from creating a cohesive bond between nations. With this in mind, Valentine had decided to open an old forum for the Middle East and Africa. From: Supreme Chancellor Tres Valentine of the Ulganian Federation To: The Leaders of all Free Countries and Colonies of Africa and the Middle East Together, we all face a brave new world. Together, we have a stake in a greater picture that has been in recent years ripped asunder by the powers that be. Together, we have seen the rise of new states that have filled in the gaps of chaos and lawlessness our world has spawned. I, Tres Valentine, nephew of the Great Uniter, the late Roland Valentine, do invite leaders from across Africa and the Middle East to attend, send representation to, or merely observe a meeting between our neighbors in Ulgania. The conference shall take place at the hallowed halls of the High Fortress, overlooking Victoria Falls in the western frontier-lands of Ulgania-Proper. I personally hope to see many different countries represented, and for a sense of peace and prosperity among native peoples to come from this meeting. It’ll be slow-burning, so time can/will be fluid (read: you can have whoever you send be involved in different activities while at the conference). The agenda will go through colonialism, economics, and whatever else anyone may wish to bring up. It’s not meant to be for crafting extremely binding alliances, but it should be considered for bringing together people who may wish to gain some allies/trade partners, the like. OOC: I in the same boat as RD and Kas IC: The Holy Catholic Hegemony will have a representative sent to represent her majesty, the Sacred Queen. OOC2: Oh and Ulgania if you care to do a little historical reading, Africa did at once time possess an economic minded alliances of sorts (at least I believe it was an alliance). It was called the African Economic Community. I'm sure we still have topics on it in Africa if you were interested. OOC: I'm taking a slightly different path with this. The idea is to make like-minded nations find one another. The only types over overarching policy would, in effect, be non-binding agreements that states could consider. There will be a general meeting, but I'm not expecting something more effective than the RL G8 Summits. Goals, in this case peace and rebuilding, but I'll avoid forcing MDPs and such on people. |

18 kilometers south of Victoria Falls was a bustling town that shared the same name as the falls. Hardly touched by the Dominion in favor of preserving some of the natural beauty of South Africa, only its airport had been hit with high-precision laser-guided missiles. That however, had been past history for some time, and the airport had recovered. As the chancellery had used the facilities at the Falls for diplomatic reasons prior to the war, the airport had been expanded some time back to accommodate potentially higher security traffic. For years, the government had seen to it that the airport be subsidized, and the town remains small. It had quickly become a very wealthy town, catering to tourists from around the world, but the real money was still to be made at the publically-owned facilities at the Falls themselves. Because of this, the stage for the conference was perfect. Security between the falls was tight, and the weather was more beautiful than anyone could ask for. While much of the area was dry, the humidity was low and the air comfortable. Between the town and the falls, wildlife preserves gave visitors extremely high chances of elephants, buffalo, antelope, the occasional lion, and if chance would allow it, the occasional peregrine falcon. There were several species of such birds, but the pristine nature of the bird made it its own spectacle for visitors. Beyond the wildlife preserves, the well-kept grounds around the falls offered great vistas of the falls, and their various natural surroundings. One such example was the Devil’s Armchair, a naturally occurring pool that let swimmers reach the very edge of the falls itself without being tossed over them. Various higher-ranking Ulganian officials could be seen daring one-another to get as close to the edge as possible during some down time before the arrival of other diplomats. However, such moments were extremely brief as the arrival of the diplomats was going to be subject to heavily scripted receptions by the part of the staff. Various delegates had been past allies, some past enemies. Many may seem to be on rocky footing, but they were all to be welcomed, and treated “as royalty”, getting anything and everything they might request. Tres Valentine, General Tibathian, and General Mateljan, as well as various members of the government such as Prime Minister Vincent Drakus, European Ambassador Kanton Stars, Internal Affairs Minister Charles Slazlow, and of course Foreign Relations Minister Percy Colins, were all in attendance. Minister Colins had been busy for weeks getting the preparations for the conference perfect, securing some of Ulgania’s finest chefs and entertainment for the event. Among other guests from the Ulganian side were a recovering Trizdam Pullserva, and a permanently wheel-chair bound Dr. Tawfik Abdullah. Neither harbored any hard feelings for the Porcuian government, but for the sake of the company around them would maintain their diplomatic aliases of Pullserva and Abdullah. They all milled about, chatting as the first delegations arrived. The first thing the delegations would see in the actual facilities was a large, stone building with a portico upheld by finely crafted pillars. Ascending the stone steps they would first be greeted by an Ulganian who would give the proper residency information and itinerary to their appropriate group. As Ulgania was an ethnic mix in and of itself, each individual delegation would be met with a friendly, ethnically familiar face, and greeted in their own tongue. They would then have the preferred options of going to meet with various officials, go to their accommodations, or see the sites around the facilities and tour around Victoria Falls (guided or unguided). OOC: Small edit. Hope you don't mind. IC: Field Marshal Walter von Regensburg, Air Marshal Harold Meijvogel, and Admiral Nicolaas Koenraad and their small party consisting of an attractive female adjunct and a couple of assistants had recently arrived from the airport to the location of the conference, Victoria Falls. The jet ride had been long but pleasant and thankfully there was only an hours' difference between Porcu and Ulgania. Arriving in grand fashion, courtesy of the Ulganian government and Minister Colins, the three leaders of Porcu had thought it only proper to personally appear at the conference of an nation they held as an ally. No one else knew of the friendly and extensive relations between the Porcuian leadership and Ulganian diplomatic figures and while publicly it would stay that way in private the three Porcuian generals were among friends. Greetings were brief but informative and it brought smiles to the Porcuians' faces to see the nervous reaction of some Ulganian officials when they realized the leaders of Porcu would be attending the conference. As always, the Porcuians brought various gifts, including their world famous wine, and any built up tension on either side was quickly dissipated. Edited by Porcu, Jul 16 2009, 09:51 PM.

Wilhelm Fleischmann arrived in an unmarked private jet, stepping out by himself. He was wearing what seemed to the human eye to be a chainmail suit, though with no head protection, overlapped by the tunic of the Order of Saint Patrick and an Edessan sash around his chest. A German zwei-hander dangled from his left hip. He took off his right glove to shake the hands of dignitaries as he greeted them, but as soon as initial greetings were over, he left for his lodgings.

He wished that the Zeppelins that had longed marked Zeelaran transport were fully back to their pre-war standard of service. Alas, twas not to be. The service was still undergoing major overhauls so that it might be returned to this aforementioned standard. However, for now, the comfortable interior of a more conventional Dassault Falcon 900 trijet would have to serve equally as well. Leaning back carefully into his seat, the man thought to himself as he tugged on the seatbelt, the craft sitting on the landing strip as he carefully removed the aforementioned belt and got out of his seat. Mithridates Parthia carefully stepped out of the aircraft and took in a large gulp of air. It was pleasant. Though a Knight as recognized by the heretofore uncrowned Zeelaran head, he was loyally dispatched to this assignment as the Coronation ceremony was prepared. His style of dress was notably Zeelaran. After all, few other diplomats would wear camouflage pants outside of a military function to any sort of gathering, as well as the even lower number who would have attended that same convention with a leather jacket. Yawning a bit, he disrespectfully raised his arms over his head as he started to walk forwards, moving over to the other diplomats whom had apparently also recently arrived. |

Renée Jones-Bos arrived to the airport, ironically, in a black town car, having chosen instead to take the railway to a nearby city and being driven to the conference. The man wore a very basic black suit with a falmboyant orange shirt, and was accompanied by two guards dressed in full military uniform. He milled about, enganging in the very customary greetings and small talk that grace most diplomatic conferences, but soon found excuse to go to his room to settle in, and retire for the day. He would need all his wits for when the conference began, and while drinking himself silly seemed an attractive prospect, it was perhaps not the best time. |

Posted Image Dr. Mir Houssein Mousavi strolled across the tarmac, smiling at the snapping cameras and waving smartly. Mousavi, for all of his sins, was a good politician, and had mastered his trade. His retinue of advisers, bodyguards, and the rest had to hurry to match his long stride, as the party made a beeline for the portico, pausing no more than enough to humor the press. Mousavi was met by the Ulganian handler assigned to him, and met the man with a firm handshake. Mousavi was always thoroughly bored with this promenade - he felt like a showdog being marched around for the media's fawning oohs and aahs. Sanctuary was found in the form of an unofficial tour around the town, the violently beautiful landscape and the chance to stretch the legs allowed the doctor a rare time to catch his breath. |

OOC: Quick straw pull... should I put an itinerary together? Also, can anyone think of anyone they would not want to sit next to due to IC differences? Also the initial discussion will basically be at a very large table, with Tres sitting at the end of it. I'm sort of modeling it after that larger initial RP from NS2 with the big meeting. There will be a bit of full table discussion, but that shouldn't keep side-discussions/deal cutting/backstabbing from occurring. |

Posted Image The plane was one of five official Royal Airliners within her majesty's air fleet. One was reserved solely for her majesty and what guests she afforded to accompany her. This however, was not her majesty's own but a duplicate made for various tasks such as this. It was to most's knowledge the first time a plane from the Commonwealth had landed in Ulgania in peace. Some of what this country was today was the result of Catholic intervention and the Commonwealth would not so easily forget. Elon Shabalala was her majesty's foreign minister and like many within her inner circle, he was a devout catholic. Stepping from the plane he covered his face at first with his handkerchief as he took no chances. Slowly however it was eventually lowered and he finally put it back in his pocket. For the Commonwealth it was not easy to sit at a table of heretics but the foreign minister was instructed to do just that. Listen to what they have to say and voice the Commonwealth's opinion accordingly. His biggest concern personally was the orthodox who would be in attendance given their natural defiance to the word of God through the one true faith. Still the African heat was close enough to hell's own fires to put them in their place. Minister Shabalala shook hands when appropriate and then took up the offer to be shown some of the sites. OOC: Moving right along… IC: Notices were sent out, and messengers carried word to stragglers that the first meeting would be starting soon. While many already had it in their itineraries, there were always those who would dilly-dally. Most were already in a position to begin, which pleased the Chancellor. The meeting room was timeless. It offered little aesthetic, and was in stark contrast to the majority of the compound. The beautiful vistas and scenery became a thing of the past upon entering the room, but it was a purposeful intended to help concentration, and disarm potential confrontations. Two Gungirs were stationed on the inside, with several more patrolling around the compound. The relatively plain room was dark in color, but the table itself was illuminated with lighting that would keep attention from wondering. Noting that everyone in attendance had arrived, Tres cleared his throat to begin the opening remarks. “Thank you all for joining me in one of the loveliest and naturally beautiful areas Ulgania has to offer. We are proud to be hosting such a diverse, multi-cultural group for the first time since a common war fell upon us all. Alas, there are those among us who have risen to standing since, but it is truly difficult to consider how…” he went on. The speech was short, but to the point. Rebuilding needed to occur, as many countries were all but razed, literally and figuratively. “To begin, the first subject I would like for us all to consider would be that of colonialism. Africa, and the Middle East to an extent both face this issue. Among our representatives here are colonial powers, who I wish to remain civil with. There are concerns, and among them are the adherence to my country’s document, the Declaration on African Colonialism. To be frank, I would like to extend this to the Middle East, but outside of that adjustment I would like to first hear any recommendations as to any changes to it.” The document itself had already been distributed. "Porcu has conformed perfectly to this document..." Field Marshal von Regensburg said loudly, holding up a copy of the Declaration on Afrikan Colonialism in Latin. "Every human being is respected and treated as a member of the greater Porcuian community. The Dominion Wars brought much devastation upon the populace of South-East and North-West Afrika but now there is an incredible opportunity for reconstruction. Jobs are plentiful and well paying." Allowing for one of his fellow leaders to comment, the Field Marshal sat down slowly. Admiral Koenraad spoke slowly and carefully. "Porcu is happy to support the Declaration created by our hosts, Ulgania, and will continue to abide by its terms. Porcu only wishes to promote and create a stable, sustainable, and livable environment for her citizens and to promote friendly relations abroad." |
