On the subject of High Council meetings: Any Council member can try to call a meeting. The meeting happens if the majority of Council members decide to go to the meeting. The calling Council member will decide which city to meet in.

That aside, most communication will be through messages between League members.

It makes for a simple, flexible system. The Council can meet anytime, anywhere, and only when it sees it needs to. This isn't covered in the treaty because it doesn't need to be.

Well, as I said guys, sign if you like it, negotiate if you don't.

Treaty of Tara

To re-explain: The LFN (League of Free Nations) is a military alliance in which powerful military nations provide protection to each other and weaker member states. The protected nations provide what aid they can to the protector nations.

Each protector nation has a seat on the High Council. Founding nations have to option of being on the High Council, and new nations gain a seat on the High Council by invitation. The High Council coordinates military actions between their nations, allowing for a very efficient alliance in wartime. War can only be declared by the League through a unanimous vote of the High Council. The council members are called Generals, but simply need to be military experts, and there is a High General elected from among them and by them whose only real purpose is to break ties in their votes.

The High Council meets when several Generals agree a meeting should be called, and they can meet anywhere. It would be unrealistic for such skilled experts to not be coordinating actions in their own nation.

This is not the Dominion. Rather, it has been set up to fight against such an ideology. The League is about freedom and protection of the people, not military dominance.

Feel free to ask any questions. I think this should be a rather good system. We just need to test it out.

Representatives and observers came to Tara from many places around the globe. Some came by air, landing in the fortress's extensive airfield, and some came over land from either an Irish port or airport, parking in a very spacious garage. They were all greeted politely by diplomatic aides that were employed at the fortress. The fortress was a mesh of past and present. It most resembled a starfort, but the architecture was far more splendorous, and certainly the building materials and weapons far more modern. Anti-air emplacements dotted the fortress, and at certain points thick towers came up out of it, each with several howitzer ports and sniper positions. The place was certainly secure, and if it weren't for the beautiful decorations the Irish had carved into and hung about the architecture, it might have been an ominous sight to behold.

The dignitaries received were led through the fortress. They passed through the corridors of the outer wall, then lavish gardens, corridors of the next wall, and so on until they reached the center keep, though it would seem unfitting to call the large structure a keep. What seemed to be armored knights, in reality guards, had been seen throughout the fortress, but as soon as they reached the keep, there stood guard men with highly elaborate armor and pollaxes, no doubt the High King's elite guard corps. Within the keep, they were led to the great hall and throne room of High King Stiofan, where he had sat waiting, enjoying fine wines, breads, cheeses, and fruits. A large table had been set with such foods for these dignitaries, whom he considered guests in his home. The hall was of a dark wooden floor with crimson carpets embroidered with Celtic designs and of stone walls with ancient tapestries upon them. Large fireplaces were set ablaze, and baroque-style chandeliers hung over head.

When the first guest entered, he immediately rose from his seat and strode over to greet him. His hair had grown longer and lighter with age, though he kept it well, and he wore a well trimmed beard. His eyes had kept their steel color, and his face seemed to suggest he was still forty, though he was approaching sixty. He wore was seemed to be a chain mail suit with a crimson cloak and a white tunic richly embroidered with the Ui Siadhail coat-of-arms. Upon his head was a simple golden circlet. Were it not for the Royal Irish and Meath banners hung about the hall along side the Ui Siadhail banners, one might think he was but a lord. He greeted each guest kindly as they entered...

Like the others in Zeelar, he yearned to return to Zeppelin transport. It was far more pleasing than this, at least to them. However, unprecedented post war traffic had prompted the Zeelaran delegation to utilize a Hawker 800. Considering to where they were traveling, they figured that this would not be the greatest accommodation. However, form came before function, and there was a certainly budgetary concern for one to consider in an operation such as the one that was here being undertaken. Following the aircraft was one, singular F-22 Raptor fighter of the Zeelaran Air Force to provide for security measures in the transportation phase. The F-22 Raptor class was the newest of the fighter equipment of that organization, and though it was foreign built by a manufacturer that ceased to exist after the dominion, there was little better to be found.

This was certainly an elaborate surrounding for such a meeting to be held. Of course, when one considers the way in which Zeelar’s representative appeared, then they would truly notice just how elegant the surroundings were. The blonde, wiry hair of the man hung down in a sinewy display that followed his motions as though it were a tassel that swung about the strand in which it was on.

Sighing carefully, he stepped into the great hall with a cautious stance. Even though he was a member of the Zeelaran Parliament, he was not used to meeting foreign dignitaries. Shuffling into the area so that he might be met more fully, the Zeelaran representative made quite a bit of sound due to the chains and straps hanging from his black pants. Gazing about, he was truly appreciative of the area, and needed to speak no words to indicate this. Instead, it was simply quite obvious by the way in which he was behaving. This was not, of course, to say he was in any way poor or suffering from destitute – instead, he simply had an eye to appreciate those things that many dignitaries would ignore.

Raising a brow, he nodded carefully with a slight foreword bow, “Well met unto you. I am Xenophon Kibiris. It is a pleasure to make the acquaintance of all those to whom I shall meet.”

Stiofan laughed politely. "I suppose 'your majesty' would be the correct term applied to me. I like the sound of 'your excellency' better to be honest. But I do not care so much about what I am called, so long as it is not insulting. After all, I like to think I serve the people rather than rule them."

A short, tanned man arrived wearing the traditional diplomatic clothing for the Republic of Venice. Upon entering, he noticed the representatives for most of the other nations were the heads of state themselves. He decided to introduce himself, as he was likely unrecognized.

"Greetings. I am Zeke Tarriston, of the Most Serene Republic of Venice, formerly Telosan Europe. Imperator Drake Reed was unable to attend as he is busy dealing with the internal crisis resulting from our result civil war. I am the Venetian Consul, a position equal to Imperator. We have a great interest in this treaty."

"I am pleased to meet you Consul Tarriston." Stiofan cleared his throat. "It is good to see Venice has stabilized and risen once more, and I am gladdened to hear you are seriously considering the League. I would be honored to have Venice as an ally."

OOC: I'm doing this now so I won't shrug it off when I'm tired later. Assume all the people who said they would come still came. If you wanted to come, get in a word before the treaty is signed so you can be a founding nation and get a seat on the High Council.

IC:

After all the dignitaries had arrived Stiofan invited them to take seats at the large banquet table and to eat and drink what they wished. As soon as his guests were finished, the food was removed, and to each of the dignitaries a folder was handed containing copies of the Treaty of Tara, a pen, and blank paper. Stiofan held the actual treaty, as well as a glass of wine.

TREATY OF TARA

Stiofan spoke. "I trust you understand the contents of this document. Any questions you may have, I will answer, and I am open to suggestions. If you agree with it and wish to become a part of the League of Free Nations, simply come up and sign the document I hold here." Stiofan took a sip of his wine, and smiled. "I look forward to working with all of you, as does General Quintus Vorenus, who will be taking Ireland's seat on the High Council."

He looked to Quintus to speak. Quintus quickly replied. "Yes, I am curious to meet the military minds of your nations. I can assure you I am qualified for this position, being a veteran of the Syrian-Ukabanean War, and commanding on two fronts against the Dominion, in the Middle East and in Europe. I do indeed look forward to working with your peoples, so perhaps through our efforts we may halt such terrible events from happening again."

"This treaty is satisfactory. One point is left out, though. How would a nation join this treaty after it's already been founded?"

"Is this treaty open to more public knowledge? While I may agree to it, I may not sign without the approval of Imperator Reed and the Pregadi. I'll have to send them a copy before getting down to anything more than discussion."

"I suppose it would be appropriate to clarify that as a duty of the High Council. I shall write it into Article I.

"You may send it to the Imperator and the Pregadi. While we are behind closed doors, I have no reason to keep any of this secret. You all have my leave to tell what you wish to your publics," Stiofan laughed, "so long as it isn't slanderous of course!"

OOC: Star Wars datapads. I'll have to invent them in my country soon. I claim rights to it! IRL, it's not that unrealistic for technology today to create datapads, minus hologram emitters small enough to carry.

IC: The Consul sent an aide away with a copy of the document. Within the hour the Imperator had approved. The Pregadi scheduled a hearing for the treaty in four days.

"I apologise for the slow movement of my government. They solve issues quickly, but take forever to start debating them. However, with the Imperator's approval, I have enough authority to speak on more solid terms."

Nielsen: "We are speaking of military leaders to run this council, then? If that is the case, Richard Greaves, General of the Armed Forces of the UPW, shall represent us. A veteran of the wars against the criminal warlords who used to rule Wessex and was the tactical master of the Siege of Bristol."

"The Imperator has put the Pragadi's feet to the flames, I have their decision sooner than expected. The Pregadi has voted 21-7, in favor of joining the LFN."
