We also have a thriving ship-building industry, European-style crops produced by our Amish brothers, and, well, a thriving, if slightly illegal, shipping industry carried on by the Lamba Pirates. We also have a healthy cocaine export business, and, of course, Lambda Kola." Draco looked perplexed, wondering where this was going. Sebastian continued, "It is obvious that trade between us will be limited to, most likely, manufactured goods. Perhaps we can better serve each other by setting up a cooperative to assure we do not undercut or interfere with each other in our shared markets? Also, we could guarentee your merchant ships free passage through our waters, safe haven in our ports, and no interference from, ah, murauding pirates on the high seas; in exchange, you could make similar consessions. An agreement like this would certainly shrink the globe for both of us, and imagine the benefit of being able to drop off your exports in our ports for American distribution by us, while we could drop off our exports in your ports for Asian distribution by you? I'll give you time to ponder all I have said." Now, Portabello paused, leaned over, and plucked a beautiful spring flower from the garden and studied it. |

Draco was glad he had only played the raw material cards. The stakes had risen, as Ulgania’s manufacturing sector was still being developed. It was not entirely new to the region, but still small enough to see room for aggressive expansion. “Yes, manufactured goods. Since our independence our friends from Al Qalaa have given us a shot in the arm. We have a burgeoning industry, but we have something else. Our markets are expanding to rival the European and Byzantine wares in various areas in Africa and India. As needed, we could even begin moving your goods to the Orient. The Torgovlya Company would, of course be overseeing the marketing of your goods, but our fee would be reasonable and negotiable. Yes, we can be seen as a middle-man, but having such a position could still bring riches to you from markets that are, so far, unavailable. Any conditions on your reciprocity would be understandable, and as I said all is negotiable. “While we share our limited number of – despite having them in the plenty – of raw materials,” Draco said with a slight hand gesture, “manufactured goods can be made in a variety of means. I agree to your idea on the shared markets. We have no reason to push anyone aside, and I would also like to consider a trading bloc that would eliminate tariffs on our goods.” Draco hoped that his elaboration would be of use. Wishing to lighten the tone of the discussion, he added, “Further, how do you get control of your pirates? We have had our own issues of late, scraping a profit off of them must be at least a little interesting.” |

"Ha!" said Portabello, "controlling pirates is easy when they have an equal place in your national government. By allowing them to be a state in our loose confederation with a stake in our mutual defense we have eliminated any incentive they might have to work against the other member states. But enough about that . . ." He paused, and studied the man next to him with a keen eye, as if trying to pierce his soul. He then continued, "we never impose tarrifs on our trading partners, and expect the same consideration in return. As for you marketing our goods in your hemisphere, all I can say is, quid quo pro, eh?" He raised his eye brows, and waited. |

"Well," Juarez continued, "I must confess that the economic state of our nation is, at present, somewhat limited. The currently dismal state of intercontinental trade in the region, thanks in no small part to the pirates of the Amazon, has crippled our potential to industrialize. Cisplatinia could be a formidible nation indeed if we were to recieve the proper stimulus. But make no mistake, we are not that nation yet. We need a force of modernization, a helping hand from abroad. We require this aid or the pirates would keep us totally in submission, and in poverty, as that is to their liking. And as you can see," he said, gesturing towards Portabello: "the competition is always seeking a leg up. As of now, we have no endemic capability to fight them. We have men fullly willing to face death in order to clear those waterways, but we have not the technology to manufacture these underwater warships you speak of. Perhaps we could arrange something along those lines..." |

"Ah. We see similar status of our movements in India. Full cooperation with our colony makes those living there unwilling to rise up. It works, any our revenues remain steady," Draco said. "Our agreements on tariffs is acceptable then, and I am glad to see you find the offer to trade your goods acceptable, yes? Might there be any other topics that you would like to bring up?" |

"I think, perhaps, I would like to plant a seed for future harvest," said Portabello, with a wink. "The world is becoming smaller, but it is also becoming more dangerous. Our mutual trade agreement assures a long and fruitful peace between our nations, yes, but what of other trading partners that may not look at our agreement through the same beneficial eyes as you and me. Therefore, just for something to mull over, we can expand our trade pact to other nations, and develop a global trade organization. Just food for thought, as I said." |

"Believe me, Mr. Portabella, we do have short term and long term goals. General economic cooperation with a bastion of countries is of course a short term goal, but what you speak of is indeed in our itinerary. Our aforementioned trade, I can assure you would be a long-lasting agreement. We would have no reason to break that agreement, unless other unspeakable issues arise. What I considered earlier, the Torgvyla Company's marketing of your goods, such an agreement would not be long term - instead, it would be moldable, with lots of room for modification and improvement. We are open to considering a global trade organization, as well. What sort of details might you have in mind?" |

"Oh, my friend, now is not the time until we both can investigate the waters and see who else is willing to join us for a swim! I will tell you this - The United Provinces of Harumf are not an agressive collection of states, we like peace, and want to fight no one. Therefore, I am sure whomever you might find willing to join our allience in commercial business will be more than acceptable to us. We have bad blood with no one on the globe. All I can think of that will make this a perfect union is that we agree to keep Europe out. They have a bad habit of thinking once they have a pact with us "primatives" they can run roughshod all over us. Especially if you are a former colonial state!! Yes, I think it would be best to shut Europe out completely. If they wish our goods they will need to come to us and pay top prices!" |

"Ha! Your opinion on the Europeans is very agreeable to me. However, while peace is always the preferred route to business there have been developments of late that could put my country at odds with another state that may try to impede on us. The Byzantines have always been at our doorstep, and our attempts to consolidate power and spread influence have been kept at bay. To us, they represent European progress in Africa and the Middle East. Thus our attempts at containment, but should we be successful I don't think there will be any need for hostilities. I'd like to think that this won't be a problem for our developing relationship, but their presence and ideology has been a threat to our national interest." |

Just the name itself brings back long memories to a Latin Catholic nation such as ours, and we have heard rumors of their European-like ambitions. I do not think such a nation can come between us - in fact, they will probably do more to unite us. Well, we best return to the others before we are missed, and the rumor mill begins to churn. One must be careful of what impressions are given at affairs like this. I will send an aide to meet with your aide tomorrow and they can draft up the necessary documents, I hope that will be satisfactory?" |

"Oh, of course. I am thinking a more formal meeting should be established sooner than later to encourage ties. I will, of course keep things under wraps for now," Draco said as they made their way back inside. The breeze had subsided, and the heavy humidity made them begin to sweat. "I would like to know who you might wish to add to our pool as of now though," Draco asked, mulling over the geography of North and South America in his head. |
