Statement issued on March 1st, 1900 To the Basileía ton Rhomaíon and to the Government of Nag Ehgoeg: It is the belief of the High King and the Parliament of Ireland that a maritime alliance is in order. We wish to propose a mutual protection pact and trade alliance between our nations. We believe it is in each of our empire's interests to expand, and we would be happy to assist those protecting our trade and countrymen with such expansions. We also believe that an alliance between our nations will make for very efficient trade lanes. If your nations are in agreement, let a place of meeting be agreed upon to draft the treaty (we would suggest Constantinople). Thank you for your consideration on this matter. However, while the world grows smaller with each passing day, there is still much distance between Nag Ehgoeg and Ireland. We fear that this will limit the profitability of trade significantly. Upon reception of both messages, personalized messages were sent in response. ----- To the Government of Nag Ehgoeg: I am glad you have considered Ireland's proposal. If we cannot gain an alliance with your people, it will be well enough to have gained another trading partner. I assure you trade will not suffer, but such discussion should be left for the summit at Constantinople. The summit will be scheduled for May 1, 1900. I look forward to meeting the Honorable Nobutaka Koizumi there. Sincerely, High King Hugh O'Neill ----- Most Holy Emperor, I am overjoyed that you will be hosting the summit in Constantinople. Nag Ehgoeg had assumed that the Irish made use of the Imperial Julian calender but wished to take no chances. Nobutaka Koizumi's ship quietly docked at Constantinople on April 28th. Once it had been confirmed that the Nagians were indeed three days early, they cast off into local waters as so not to burdon their hosts unneccessarily - returning with what was felt to be the proper amount of cerimony early in the morning of May 1st. |

Hugh III O'Neill and his associates arrived on April 30th, bringing with them gifts for Emperor and his court. The most prominent gift was that of a professional Irish harper, a great rarity ever since their purge by Cromwell, and with her a harp of the finest willow. She had volunteered to come in stay in Constantinople so that perhaps the Romans gain a taste of Irish culture. Also brought was a fine Irish wolfhound offered to the Emperor as a guard dog, named Cucomnenoi (Hound of the Komnenoi), as well as a chest full of Irish silver and gold jewelry, compliments of the O'Shiel clan. For the Nagian delegation, the Irish gave a finely crafted claíomh mór, a chess set of well painted bronze pieces resembling Japanese warriors and other classes, and a chest full of silver and gold jewelry, also compliments of the O'Shiel clan. With the Irish and Nagian ships moored in the ×ñõóüí ÊÝñáò (Golden Horn), the delegations were led to the emperor's palace, where they were welcomed with full pomp and ceremony. As the Irishmen and Japanese processions moved through the city, they were thronged by the diverse multitudes of the imperial city, eager to see the exotic foreigners. Greeks, Armenians, Syrians and Jews, Slavs and Arvanites and Latins, Egyptians, Arabs, and Nubians, Turks, Iberians, Ethiopians, Assyrians, Vlachs, Libyans, and every other race of the ancient oecumene seemed to be represented in this vast and cosmopolitan megapolis. And yet, multifarious as the crowd was, they shared a genuine curiousity regarding the emperor's guests. The nations that rested alongside the great inland sea and its peripheries, who occupied the great "middle country" straddling the pivot of the Old World, the center between Europe and Asia and Africa, had known and mingled with eachother for untold generations. But the visitors in their midst came from the far ends of the great continent, from outward looking isles that had never known the Roman rule. In a way, the day's meeting heralded a splendid symmetry. One delegation came from the western-most isles, the far outpost of Europe, pale and fiery-haired, to represent the High King of Hibernia. And the other delegation came from the islands of furthest east, beyond the Silk Road and the Great Khan and Cathay, yellow skinned and black-headed, to represent the Shogunate in the Lands of the Rising Sun. Once both the delegations had the time to rest and refresh themselves, they were invited into the Emperor's audience chamber. The room was rich and lavish, with a level of luxury that was reserved for the Emperor alone. The room was designed, through use of space and lighting, to portray the Emperor as the center of all earthly things. When his guests entered the room, he greeted them in the traditional manner. |

The young king spoke. "Thank you, great Emperor. It is an honor and a pleasure to be here, the Great City, and it is most gracious of you to host us." He turned towards the Nagian delegate. "And I thank you, honorable delegate, for meeting us here." He cleared his throat. "Gentlemen, we are at the dawn of a new age in this world. The rules of the world are changing, and if we are not mindful, we will be swept away in this change. Each of our nations controls considerable wealth and resources, but if we do not proceed carefully, we could easily lose everything. The ambitions of other nations can only be quelled through alliance, and an alliance between our peoples would ensure a dominance of trade and strategic points. The Empire controls the center of all trade and perhaps the most powerful army in the world, but its power beyond its own borders is somewhat limited. Ireland, I would say, is the exact opposite. We control perhaps the most powerful navy ever to grace the seas, but our armies are spread thin protecting our colonies and homeland, and thus we lack the ability to sustain a prolonged land war. However, neither of our empires has the advantage of Nag Ehgoeg. We have little power in the greater Pacific and greater Asia, but your people, good delegate, are poised expand into both those areas. With or without our help, your people are sure to become the major power of that region. "I am proposing an alliance between our three nations to compensate for each others weaknesses, to ensure our co-dominance of trade and influence throughout the world, and to ensure the preservation of our empires." |

"We are eager to venture into the world, to learn what we can and take the benefits of fine civilisations such as the Irish and the great Constantinople. But we also seek to maintain true to, at least some, of our roots. "Agreeing to... split the world between us when our people's share little in common, save a foundation of respect and honour, smacks of greed. "However, the world seems to get smaller with every passing day. Faster ships bring the East and the West ever closer. Dangerous ideas and dangerous powers rise and fall like the tides. Even those who are not threatening are incomprehensible. Nag Ehgoeg has already dealt with a nation ruled over by an assassin. But the Honour of the Irish and of the Mighty Romans is neigh unempeachable. If Nag Ehgoeg is to venture into the world, we could think of no better nations to have as partners and friends. "Nag Ehgoeg is willing to trade with Your Fine Peoples. And we are willing to use our Might to protect our peoples. But Kinjō Heika is unwilling to commit us to any alliance that will force us to war when we do not believe the cause to be just. And by the same token, we are unwilling to join any alliance that would force us to act against states who might peacefully disagree with that alliance. "If this is agreeable, we would be most pleased and honoured to accept your proposal." |

OOC: Lord is fine. I've not got round to hybridising the Japanese Feudal ranks with the Imperial Japanese ranks. But he's a ranking diplomat so Lord would be a fine European representation of rank. OOC: Spoiler: click to toggle **** The Treaty of Constantinople May 1, 1900 Preamble The governments of The Empire of Ireland, The Empire of Constantinople and The Imperial-Shogunate of Nag Ehgoeg (henceforth referred to as "The High Contracting Parties"), actuated by a desire to maintain the status quo and general peace in the World, being moreover specially interested in maintaining the interests in peace, diplomacy, commerce and industry of all nations, hereby agree as follows: ARTICLE I The High Contracting Parties, having mutually recognized the independence of the sovereign states of the World, recognize the dynamic state of politics. The High Contracting Parties recognise that it will be admissible for any of them to take such measures as may be indispensable in order to safeguard their interests - both diplomatic and economic - if threatened either by the aggressive action of any other Power and necessitating the intervention of any of the High Contracting Parties for the protection of the lives and property of its subjects. Treaty members recognise that all independent states are independent. Treaty members have the right to defend themselves from aggression. Treaty members have the right to defend other Treaty members from aggression. ARTICLE II If any of the High Contracting Parties, in the defence of their respective interests as above described, should become involved in war with another Power, the other High Contracting Parties will come to the aid of the Party involved upon request. Should this be impossible due to other commitments, the other Parties agree to maintain a strict neutrality, and use their efforts to prevent other Powers from joining in hostilities against its ally. If attacked members of this Treaty should come to the aid of their ally. If this conflicts with other Treaties, then members of this Treaty should remain neutral and try to end the war peacefully. ARTICLE III If in the above event any other Power or Powers should join in hostilities against the Ally, the other High Contracting Parties will come to its assistance and will conduct the war in common, and make peace in mutual agreement with it. Whenever another nation joins an aggressive war against a member of this Treaty, they are declaring war against the all members of this Treaty. ARTICLE IV While Sovereign States free to conduct themselves as they please, the High Contracting Parties agree that not a one of them will, without consulting the others, enter into separate arrangements with another Power to the prejudice of the interests above described. Members of this Treaty can have other Treaties as long as they are not directly opposed to this one. ARTICLE V Whenever, in the opinion any of the High Contracting Parties, the above-mentioned interests are in jeopardy, the three Governments will communicate with one another fully and frankly. Members of this Treaty will co-operate peacefully to maintain peace and prosperity. ARTICLE VI The above articles notwithstanding, the High Contracting Parties are expressly under no obligation to aid each other in any conflict in which a Party member is acting in an offensive capacity. This is not to say that the High Contracting Parties are prohibited from aiding their Allies in aggressive conflicts. Members of this Treaty have the option of waging aggressive wars together, but they do not have to. ARTICLE VII This Treaty places no Domestic, Legal or Economic legislation or obligation between signatories, but encourages such friendly co-operation in the future. The High Contracting Parties remain separate Sovereign States. Members of this Treaty run their own nation. This Treaty does not force any agreements upon us other than the foreign commitments listed above. ARTICLE VIII The present Agreement shall come into effect immediately after the date of its signature, and remain in force for five years from that date. In case that none of the High Contracting Parties should have notified twelve months before the expiration of the said five years the intention of terminating it, it shall remain binding until the expiration of one year from the day on which any of the High Contracting Parties shall have denounced it. But if, when the date fixed for its expiration arrives, either Ally is actually engaged in war, the alliance shall, ipso fact, continue until peace is concluded. This Treaty will last five years before it ends. Ending this Treaty early requires one years notice. Should we be engaged in war when the Treaty is due to end, the Treaty shall continue until the war is over.
