White Paper on the Assyrian Question

"The so-called Assyrian Question over the fate and independence of the Assyrian nation in in northern Mesopotamia has been a concern for the Great Powers for some time now due to the competing zones of influence. The Assyrians, an ancient nation, have been continuously under threat in many periods of history..."

"The Assyrians are a Christian nation, members of either the Orthodox, Monophysite, or Nestorian confessions. They are considered brethren to the Syrian nation that dwells within the Roman Empire, or as a branch of the same nation. Their language is a branch of Aramaic, and their liturgical expression is known as East Syrian, Assyrian, or Persian. This rite is also present in the country of Damirica in India..."

"It is the current position of the Emperor's government in Syria that the independence of the Christian Assyrian population in northern Mesopotamia should be guaranteed for the present time. The Empire will act to prevent any foreign empire from infringing on this independence, and will generally treat 'Assyria' as a protected nation of the Empire..."

"The Empire will not claim dominion over Assyria and will not interfere with its domestic affairs, but will continue to guide its foreign affairs as a parent guides the decisions of a child..."

OOC: Essentially. I wasn't sure what the rules for RP with non-player territories were, so I hope this is allowed. Basically I wanted to discourage expansion in that region, and get a casus belli against anyone trying to expand in that area.

Your Grand Majesty,

I send this note to express my disgust of the recent "White Paper on the Assyrian Question," prepared by your Foreign Ministry. In it, your government simultaneously claims to espouse Assyrian sovereignty while asserting its suzerainty over the new Assyrian state. I would humbly request that you inquire into this apparent contradiction and correct it, because your Christian Assyrian brothers and sisters clearly deserve more than "guid[ance] as a parent guides the decisions of a child..."

A Letter to the Grand Emir of Al Qalaa

Your Majesty,

I regret that our lord the emperor has not yet seen your letter because he is still in Nagasaki. However it will be presented to him on his return. However, we assure you that your worries are mistaken. The Emperor is the "living law" and "fount of sovereignty" as the Vicegerent of God on Earth. The noble state of Makuran is right, it is wrong for the Emperor of Rum to place the Assyrian people under his "guidance," without their own right to self-determination. The Roman government should allow a plebescite to determine the fashion of government in Assyria.

Official Statement

The Empire will continue to safeguard the self-determination of the Assyrian nation under the Emperor's loving and fatherly guidance. Our plans will not change, because we do not believe that it is correct for Saracens to govern the affairs of Christians. However, we will continue to work with our neighbors including Al Qalaa and the Persians, to ensure that the status quo of peace is maintained in Mesopotamia.
