CARRIER GROUP ORDERED TO ERITREA, ATRATINUS SIGNS DEFENSE BILL AS WAR RAGES ON

Avaricum, Avaricum SAR - Setting sail from the still recovering port city and former capital of the former state of Tanganorium, a carrier battle group under the direction of the Maritime Self-Defense Forces of the Republic readies itself for possible involvement in the civil strife that has gripped the Federation state of Eritrea.

Communications between General Secretary Sherifo and President Atratinus have gone on for some time, a spokesman for the President stated recently, and it has been reiterated that the Federation enjoys the support of the Republic and that Mr. Sherifo enjoys the utmost confidence of Mr. Atratinus.

"The Federation finds itself in a precarious situation, attempting to juggle any legitimate concerns raised by the citizens of Eritrea against the Federation government in Aksum and the crackdown by President Ahmed against rightful protests within Eritrea." Mr. Atratinus said in a brief appearance before the press earlier this morning. "The Federation is the Republic's strongest ally in the region and the establishment of a strong and stable democratic presence is vital to Stockholm...I have indeed ordered that a carrier group travel to the edge of Eritrean waters, where they shall wait for additional orders. It is my hope that this matter can be solved in a timely manner, with minimum loss of life, but let it be clear that it is now up to President Ahmed to how events unfold moving forward."

The practical assistance provided by a single carrier group is a matter of intense debate among members of Parliament, some of whom feel that a greater presence is required in order to deter Eritrean leadership from further acts of violence, but at least a visible show of support has been made, which many consider to be a bold move in its own right. Nonetheless, it remains to be seen if Secretary Sherifo is prepared to move into Eritrea and order the Federation into a general state of war.

Here in Europe the Papal Crusade by Genesisian forces continues. Advances have been steadily made by the aggressors, both on land and by sea, and Parliament marked the occasion with the hurried passage of a new defense spending bill. The legislation calls on a general increase in armament, whether produced domestically or bought internationally, as well as an update on defensive infrastructure protecting the Republic's coastline. It is also rumored that a large amount of funds will be set aside to develop a sophisticated missile interception platform.

CENTRIST TO HEAD LIBERAL AND DEMOCRATIC REFORMIST BLOC, CEA REMOVED FROM LEADERSHIP OF REPUBLICAN PARTY

Stockholm, Porcu Proper - Two major congresses occurred over the course of the week, producing major changes in the political landscape of the Republic.

With the death of liberal democratic hero Quintianus the national parliamentary group lead by the Liberal Democratic Party and the Centrist Party finally convened and elected a new Chairman. Manius Tricostus Priscus, pictured left, is the party leader of the Centrist Party of Porcu and has served as the Governor of the Greater Metropolitan Area of Aeranarium, as well as the Vice Minister of Finance under former President Vinirimus.

"With the blessing of attending members, I humbly accept the position of Chairman of the Liberal and Democratic Reformist Bloc." Mr. Priscus stated after the official results of the vote were counted. "We find our national bloc, and the smaller local parties that constitute her membership, in a period of decline...We have lost our voice and have embarrassingly fallen behind changes in the political landscape of the Republic. My job will be to calibrate a united message of growth, security, and prosperity that will resonate with all citizens of the Republic...I do not think my successful candidacy is by chance. The Republic desires a new and bold path, away from the fear mongering of the republicans and away from the suffocating politics of the socialists and communists, and I am confident that the future is ours for the taking."

Mr. Priscus is the first centrist to lead the national parliamentary group in over 70 years, and many commentators believe that a fundamental shift is occurring in the Liberal and Democratic Reformist Bloc that will see a greater show of force from centrists versus their liberal democratic colleagues. Nonetheless, traditional issues and policies of the centre-right coalition are not expected to change.

Things have been much more contentious for the far-right, however. After being removed from the presidency, Mr. Cea struggled mightily to retain control of the party and national parliamentary group he, personally, built and launch from near oblivion to a near majority in Parliament. Yesterday likely marked the last day of Mr. Cea's political career, as a closed-door congress of republican leadership voted to remove and replace Mr. Cea as the Chairman of the Porcuian Republican Party.

Spurius Iulius Cethegus, picture right, currently serves as the Majority leader of the Metropolitan Assembly for the Greater Metropolitan Area of Capua. A longtime deputy of Cea, his ascension is seen by many to be merely an aesthetic change for the party and does not signal any diversion from the major policies that have defined the party in recent years. In fact, Mr. Cethegus seemed cheerful and optimistic about his party's chances in fast upcoming local and metropolitan elections. Despite this optimism there is serious work to be done, since some political analysts expect the conservatives to make a major push at the national level. It is very unlikely that the leadership of the Republican Front will shift, as it has to the centrists within the Liberal and Democratic Reformist Bloc, but a change of tone and relative power may be in order.

ATRATINUS SIGNS LEGISLATION CREATING COLLECTION OF 'SARs', FORMER CONFEDERATE TERRITORY TO VOTE FOR ANNEXATION

Stockholm, Porcu Proper - From the corpse of the Euroveraminus Union and the HPCO rises a collection of 'Special Administrative Regions', or SARs, that have been formally tied to and annexed by the Republic of Porcu with the signing of a piece of legislation by President Atratinus.

Largely quietly and with few open manifestations against, the Republic of Porcu consolidated its overseas territories. The former independent states are officially granted with a certain degree of autonomy, but this is not expected to amount to very much, as language within the legislation Mr. Atratinus signed earlier this morning effectively establishes a linear chain of command from the territory to Stockholm and Parliament. Apart from rare and minor changes, the Vulso Islands being a good example, each territory will model their regional government off of the greater metropolitan areas here in Porcu. That is to say, many SARs will have a single regional legislative assembly and a governor, just as here in Porcu each Greater Metropolitan Area is controlled by a Metropolitan Assembly and a Governor, both popularly and democratically elected. However, some political analysts expect Stockholm to keep its power to nominate and appoint governors to each SAR, allowing only the Assembly to be elected.

Economically, and to a large extent socially, nothing much is expected to change. The Porcuian denarius will remain the currency and Latin will continue to be the 'high' language of each region, with 'low' or secondary, local languages being used in everyday conversations and situations. However, there has been some push back by various business groups with regard to the slew of taxes, regulations, and bureaucracy that is expected to arrive. SAR Polynesium, for example, still currently maintains an average income tax rate of 21%, but that is expected to rise dramatically with the appointment of a Governor by Stockholm, or more specifically by Mr. Atratinus.

Most concerning for many human rights organizations in the current transition is the 'classes' of citizenship that was recently enacted. While previously all citizens of the HPCO enjoyed relatively the same basic freedoms and rights, a great percentage of those people are now only expected to qualify for "Class B" or 'secondary' citizenship, while a small - almost exclusively elite - portion will have full citizenship of the Republic, or "Class A" or 'primary' citizenship. There have been rumors that such a reclassification of citizenship will also affect those in Porcu Proper, but currently there is little evidence that such is the case.

BATTLE OVER TAXES, SPENDING GRIPS PARLIAMENT, CAROLINA-GEORGIA FORMALLY ANNEXED

Savannah, Carolina-Georgia SAR - Amid an ongoing war a potentially disastrous battle may be brewing in Parliament regarding taxes, revenue, spending and the future of various local political organs; also, occupied territory of the former Confederate States of America has officially become part of the Republic.

Although one might not immediately be aware of potentially vast changes just over the horizon, within the walls of Parliament in Stockholm a fight is brewing over the issues of taxes and of spending that undoubtedly will come to affect the war effort. A series of party congresses and parliamentary group conferences have shaken the established order of leadership at the national level and seen a number of new faces arise.

Manius Tricostus Priscus, recently elected as the new Chairman for the Liberal and Democratic Reformist Bloc, has struck out a new and bold platform and revitalized the image for liberals. Taking the seat in Parliament kept open after Mr. Quintianus' death, Mr. Priscus has utilized his new position well in advancing several pieces of legislation.

"[Priscus] has really taken advantage of the media attention he's been getting of late, and has masterfully recalibrated an old discussion in Parliament and instilled it with new life and energy." Marcus Linnus Linneaus, Professor of History at the University of Pavia. "It should be noted that these particular ideas aren't new, as the Centrist party is, historically, a testing ground of centre-right thinking...It is just that the Centrist party has a spokesperson in a position of power and authority on the national stage, for the first time in a very long time."

One proposal in particular has received plenty of attention, especially since it would affect millions of people in the newly established 'Special Administrative Regions', and that is one of a complete reform of the tax code. Liberals, centrists, and centre-right democrats have pushed a plan that would create a series of flat taxes across the income scale. Due to its potential to spur economic growth, and therefore raise a substantial amount of revenue, the proposal has received the tentative support of the President, as well as some moderate socialists. Essentially, incomes up to ₤15.000 would be taxed in a slightly progressive manner up to 10%, but would plateau until ₤25.000, where the tax rate would again rise progressively to 17% as income rises to ₤35.000. Between ₤35.000 and ₤75.000 the tax rate would be fixed at 17%. Such plateaus would again occur between ₤100.000-₤150.000 (24%), ₤200.000-₤300.000 (35%), and ₤500.000-₤1.000.000 (46%). The highest effective rate would be 57% for incomes over ₤1.000.000.

Heavy opposition is already being raised from the United Left, who view the drop in the top tax rate levels as a capitulation to organized corporate and business interests. Additionally, the centrist proposal eliminates negative income redistribution, eliminating the stream of income to many. Mr. Priscus has argued that the proposal will drive individuals to succeed and keep them vigilant for economic and financial opportunity. In a number of interviews, Mr. Priscus has advanced the argument that the Porcuian economic model has calcified and is lacking the innovative and expressive drive that defined its traditional success. While there are many in Parliament that agree with the basic thrust of the proposal, many feel that a dramatic shift is not appropriate given the current state of affairs - namely the Papal Crusade. Still, yearly budgets are due in short time and the debate is not expected to be settled soon.

Also, the coastal territory maintained and supervised during the fall of the Confederate States of America by the Republic has been formally annexed and incorporated as a SAR following a referendum. Some rustling has been heard from the local population, mostly refugees from other states of the Confederacy, but little open opposition has been heard or seen. Nonetheless, the appointment to Governor of King Maxentius IV by President Atratinus has raised some eyebrows. In the end, however, little international opinion has been heard regarding the rapid expansion of Porcuian power and influence around the globe.

MAJOR PROTESTS ROCK PORCU, GENESISIAN FORCES AT GATES OF COLOGNE

Stockholm, Porcu Proper - The national debate over fiscal and monetary policies took a sharp turn towards populism, and while the advance of the Crusaders has been slowed reports indicate that an assault on the Papal capital of Cologne is underway.

Although the proposal put forth by centrists looking to overhaul the tax code has not yet been voted on, Mr. Atratinus has publicly stated that he will schedule for a vote in the next couple of days. Furthermore, the President has openly stated his support for the legislation, baring a "few minor adjustments", and it is expected that Mr. Atratinus' efforts will see the measure through Parliament.

Also a recent topic of discussion is the pay rate for MPs and government workers. Upon the release of documents detailing the transactions of parliamentary employees and staffers and the income of MPs a surge of populist fury has gripped large pockets of the country. Major strikes and protests have shut down entire districts and in Capua millions of tons worth of goods and products lie still on the docks. Despite a major war being waged on the Continent, and millions of people having suffered, and a dangerous spike in national spending members of parliament have consistently given themselves increases in pay and benefits. The yearly salary of a parliamentarian now sits at ₤350.000, and a leaked document produces the first concrete evidence of secondary tax rates applied specifically to MPs and their earnings, which seem to have been hidden from the public eye for decades. Such knowledge provoked widespread protests, with a handful of residencies in Stockholm belonging to MPs being set ablaze. Mr. Atratinus has promised to address the underlying corruption of Parliament, but has asked for restraint and for workers to return to work, especially considering the demand of war materials not only for Porcu but for the Coalition as a whole.

And, reports indicate that despite inflicting heavy casualties on the invading Genesisians, Porcuian and Coalition forces have been pushed back to the outer limits of Cologne. Few analysts here in Porcu are confident that a full victory is possible, considering the brute strength of New Harumfian and El Dejarboan forces and the utter might of Teutonic arms, but many have stated that a protracted engagement in Cologne and in Denmark may be enough to ware down the advancing armies.

LEGISLATIVE BATTLES LOOM AHEAD

Charleston, Carolina-Georgia SAR, Porcu - Educational reforms instituted by the recently appointed Governor have cause a swell of dissent from parents, teachers, and education officials in the overseas territory.

Following an executive order, a new ministerial position has been created and charged with appointing, recalling, and managing governors of the Special Administrative Regions (SARs) of the Republic, and some muffled criticism was first heard when it was revealed that the newly created post would be entirely independent of Parliament - and entirely unaccountable to Parliament. In a move designed to maintain some notion of popular support many governors are local power-brokers and competent politicians known across each of their own respective regions; however, the appointment of the Porcuian King as Governor of Carolina-Georgia SAR came as a surprise to many. Despite attempts to tie back the decision to Mr. Atratinus there is no evidence that the President had any influence over the appointment.

Reception amongst the former citizens of the Confederate States of America was muted, interpreted as a general acceptance since the Porcuian royals held the status of minor celebrities in the former Confederacy, but that changed quickly when legislation was approved aimed at bring the local, American system of education in line with the Porcuian - now known worldwide. Among the proposed changes is the addition of mandatory language education, primarily Latin, as well as the increase in academic standards. Universities must raise both their entrance standards, which includes the integration of the standardized exam taken by any and all wishing to attend university in Porcu, and their tuition rates. Most problematic of all for the local populace is the complete elimination of "vouchers" or "charter schools" and the funneling of funds, teachers, and students into the public education system.

Governor Maxentius did not elaborate on all of the scheduled changes during a short press conference in Charleston, but he did make clear that education is a national priority of the Republic and to that end public educational institutions will enjoy financial support from Parliament in Stockholm. Nonetheless, many small scale protests broke out across the overseas territory and a parade of students, teachers, parents, and officials made their way on television and radio to voice their opposition.

POLITICAL PARTIES GEAR UP FOR MIDTERM ELECTIONS, ATRATINUS ANNOUNCES ECONOMIC MOBILIZATION

Taurinorum, Porcu Proper - Parliamentary midterm elections loom over the horizon and major shifts have already occurred amongst the political class; additionally, Mr. Atratinus released a statement yesterday afternoon stating that a general economic mobilization is underway in an effort to adequately provide for the Coalition's war effort against Genesisian forces.

Major changes in the political landscape of the Republic continue, as yesterday's announcement of the merger of the Radical Communist Worker's Party with the Communist Party was followed by today's announcement of the dissolution of the Porcuian Eco-socialist Party. Whereas the former party's members have been forwarded membership within the Communist Party, the latter party's members have been scattered - some finding new homes ranging from the communists, to the socialists, and to the greens. The merger of the two far-left parties, in particular, drew heavy criticism from those on the right, with the Liberal Democratic Party formally bringing the issue to court. Sighting laws regarding the establishment and management of political parties, the liberals state their concerns mostly regard financial matters - for it would be against the law for the Communist Party to utilize public funds specifically designated to the Radical Communist Worker's Party for their own purposes. Communist Party Chairman Publius Villus Crassigensis laughed off such concerns, pointing to the near bankrupt status of the former party.

"...Those objections are not seriously based in facts and are, in fact, laughable. [The Communist Party] have violated no laws and are in full compliance with all legislation and legal standards...I spoke with Secretary Aemeus at length and am delighted to welcome him into the party. There is much work to be done before parliamentary elections and we owe it to those suffering in poverty and ill-health to run a frightfully effective campaign."

Although public financing of political parties exists, the main source of funding for the operation and management of each political organ is drawn from each party's membership, respectively. Without a doubt, the most well funded and most well run party is the Socialist Party. Ms. Gularis is generally credited with restoring the competitiveness of the socialists on a national level, as for many years the centre-right coalition of centrists, liberals, and democrats out-competed the centre-left and enjoyed a number of major electoral successes.

There are also rumors that the far-right alliance of conservatives and republicans will not hold before the elections, with several notable moderates in both parties claiming that efforts are underway to "purify the ideological makeup" of the national political group. Among the two major member parties, it is the Conservative Party whose members often buck orders and vote across party lines. However, analysts suggest that the conservatives are not nearly as well organized on a national level as the republicans and, therefore, are more tied to the republicans and in need of their assistance than the opposite. Nonetheless, public polling suggests that a split would be welcomed by the public and could possibly spur a jump in membership for the Conservative Party.

In other news, the President sent out a short message stating that additional efforts are currently underway to shift more of the economy from peacetime to war. The Self-Defense Forces have not reported any shortages of equipment, ammunition, or foodstuffs, but reserves are likely to be used up as the war continues on. While Mr. Atratinus was not specific, it is generally believed that most of the economic mobilization will occur outside of Porcu - with factories in the SARs being converted and utilized for the war effort.

In response to the release of the official tally of the dead by the Ministry of Defense, a candlelight vigil was organized in Valdemarsvik. Organizers state that upwards of 1,7 million people participated in the march through the city.

SOCIALISTS AND LIBERALS AGAIN HOLD PARLIAMENT, GOVERNING COALITION UNLIKELY

Stockholm, Porcu Proper - Conforming well to polls leading up to the midterm elections, the parliamentary result suggest that another protracted fight in Parliament is likely, as no two leaders seem keen on forming a stable Governing Coalition.

Leading the charge, as they often have in the modern history of the Republic, were the national groups of the centre-left and the centre-right, collectively securing approximately 68% of the votes cast. Ms. Gularis released a formal statement thanking those that had voted for her group of socialists, democrats, and progressives and reassured them that "your interests, your hopes, and your aspirations will not be compromised as long as we have seats in Parliament." Conversely, Mr. Priscus gave a victory speech of sorts, appearing before a medium sized crowd in an upscale hotel a few blocks away from Parliament, stating, "...tonight Porcuians have clearly expressed themselves and what they want is principled compromise." Mr. Priscus would later go on to explain that term as "an ability to work with members of the Opposition without turning away from those ideas which give us meaning."

Surprise greeted the recent surge of the Communist League, as many believed that Mr. Crassigensis' party would not hold its organizational strength well after absorbing a fellow far-left party. Impressively, the communists are now in a position to speak as potential partners in a Governing Coalition with the socialists; however, such is unlikely as both Ms. Gularis and Mr. Crassigensis have indicated their disapproval of such a deal.

Similarly, the Liberal and Democratic Reformist Bloc is in no position to form a grand coalition of the Right, as the conservatives and republicans have become bitter enemies, with heavy protests between each and only one account of violence. Although it might be best for the liberals and democrats to work with both parties independently on each piece of legislation, aligning themselves with either and elevating them to the position of a coalition partner would spell disaster for the other.

"[Mr. Priscus and the liberals] are just not strong enough at this point in time." a political analyst on a popular news program stated yesterday following the announcement of the official results. "However, neither are the socialists, and so we've got quite a situation here...where neither camp controls a majority of the seats outright and has to be very careful on how it goes about gathering the rest."

Some have boldly predicted a grand coalition between the socialists and the liberals, but while such a partnership was possible even in past elections it has always been considered an option of last resort. Mr. Atratinus' office has released no statements thus far, possibly indicating that discussions are already underway between the various leaders.

Whatever the outcome, a protracted struggle seems likely and with issues of major, perhaps critical, concern not going away many hope that political stability will continue in the capital.

ELECTION REFORM PASSES; STALEMATE DISSIPATES

Stockholm, Porcu Proper - After a closed-door meeting between party leaders and the President a coordinated effort saw through sweeping electoral reforms that gave the socialists a majority in Parliament and the standardization and expansion of the ancient cursus honorum.

"Porcuians will no longer have to worry about gridlock, as the votes today have established a clear road forward that will guarantee that election results are appropriately transferred to governing potential." Ms. Gularis said in a press conference after the late afternoon session in Parliament.

In short, the socialists were able to get everything they have been pressing for during the negotiations with other party leaders, establishing a new law that awards 50% of the seats in Parliament to the winners of the national parliamentary elections. Additional seats are awarded based upon the percent difference between the winners and the second-place party or coalition. The remaining seats are divided among the other parties according to their percentage of votes.

Liberals and centrists are understandably furious, since it demolishes the standing of the LDRB to a much smaller oppositional force. Nonetheless, party leaders were upbeat, having secured a number of key positions within the reformed cursus honorum.

"The present situation in Parliament was untenable and everyone understood that." Mr. Priscus, Centrist Party Secretary and Chairman of the Liberal and Democratic Reformist Bloc. "Although the socialists are in charge in Parliament, we liberals, centrists, and democrats have plenty of weight within the cursus honorum that will allow us to check the more radical advances of our leftist colleagues."

Mr. Priscus himself was voted in as one of the two Censors, while Ms. Gularis was made senior Consul, receiving the most support in that particular vote. The usually stubborn Communist League was kept in check by their volcanic party secretary and Mr. Crassigensis was awarded by being named Praetor urbanus, and will now oversee the legal duties and responsibilities of the State.

A number of unfamiliar names surfaced during the elections in Parliament, including many a socialites, businessmen, and private lawyers. Curiously, many of these individuals, such as Lucius Aemilius Paullus and Publius Cornelius Scipio, were only made parliamentarians a couple of days ago. Investigations into who made the decision to include these men on the membership roll have not turned up any names.

In a rare address to the nation, President Atratinus explained the actions of Parliament. "Months ago you voted in order to affect change upon Parliament, but have had to wait until now to see anything...The reforms instituted by Parliament may seem drastic, but they will stabilize our government and ensure that the Republic changes hands without any such delay in the future."

Exactly how much influence the cursus honorum will have in managing the affairs of the State remains to be seen, but political analysts are generally in agreement that Mr. Atratinus acted fully within his powers as President in calling together the various political leaders and seeing through such electoral reform.

GIANT IN POLITICAL ARENA HAS DIED

Stockholm, Porcu Proper - Richard Nixon Julianus, affectionately known as Nixon the Younger, has passed away from a stroke; he was 88 years old.

A figure who, arguably, single-handedly led the Republic out of the depressive post-Dominion period is already being mourned by those who knew him best and by the public at large. He is survived by his wife and three children, two young men of 45 and 48 and a daughter of 57. Nixon Julianus, so named due to his marriage to a Julia of gens Julia and cognomen Caesar and subsequent adoption into the esteemed family, was the only child of Nixon the Elder - the wartime leader who perished at the hands of pro-Dominion fascists during the Dominion Wars just before the Republic was liberated by foreign Coalition forces. More recently, Nixon the Younger had been elected as a Censor in parliamentary elections, but his place will now be taken by the third-place vote getter in Mr. Priscus.

"Nixon the Younger was, and always will be, a towering example of honor, civility, leadership, and a source of pride for the Republic and Porcuians everywhere." Chairman of the liberals, democrats, and centrists Mr. Priscus said in a short interview with the press.

Ms. Gularis was reserved and saddened. "I'm sure many feel the way I do...Let us at least take comfort in the fact that he lived a full life and did his utmost for Porcu."

Even the communists, traditionally the spearheads for opposition during Nixon's terms as President, are quiet. Mr. Crassigensis has stated that his party will support funding a full State funeral for Nixon. Invitations to foreign leaders and delegates have already been prepared and sent.

While none of the Nixon children are currently involved in politics, many are wondering if their father's passing will push one or more into the arena that for years came to revolve around Nixon.

VOTE PROVIDES SUPPORT FOR INTEGRATION OF FORMER ROMAN TERRITORIES

Syrakousai, Former Roman capital of Sicily - With the votes tallied in a number of second referendums held across former Roman territories and cities in the Mediterranean, Parliament has only to vote themselves for said territories to become SARs of the Republic.

The collapse of the Roman Empire was not confined to the home territory of Greece and in the days and weeks after Constantinople had lost control over places such as Gibraltar the Republic was apparently sought after by the Emperor in order to bring about peace and order. Territories where Porcuian forces were deployed include Gibraltar, Malta, and the city of Syracuse and despite their uninterrupted stay there was only a small amount of attention drawn. Military reports, released recently by newly elected Consul Lucius Cornelius Scipio, indicate that all available resources have been utilized in repairing any damage done as a result of the actions of the Self-Defense Forces. In fact, life seems very much as before.

It was without a formal announcement that President Atratinus scheduled the first of the referendums to be presented to each of the territories, which the local populace voted on in order to determine their city's or territory's future. There were numerous options, including full independence, integration with Porcu, and entrance into a regional federation between former Roman territories. Only the people of Gibraltar voted through integration with the Republic on the first ballot, the motion gaining 54,2% of the votes cast. A second ballot was necessary in the other territories, where the leading two choices of the first ballot were maintained. Malta approved integration with 55,0%, Syrakousai with 61,1%, and the small island of Pantelleria approved integration with the Republic with 51,8%. International election officials were solicited and a number of international non-profit organizations joined Porcuian officials in monitoring the vote.

There are discussions in Parliament of renaming the Roman territory of Pantelleria to Cossyra, a throwback to its ancient days when it served as a place of banishment during the ancient Roman Empire, as well as Malta to Melita.

NEW CENTRAL DISTRICT PLANNED; RUMORS OF REFERENDUM ON NAME CHANGE FOR THE CAPITAL

Stockholm, Porcu Proper - Plans unveiled today by Servius Aemilius Cesca and Gaius Julius Caesar show a large and impressive new central district for the capital are set to begin.

Spearheading the effort to redefine the capital of the Republic were Aediles Aemilius Cesca and Julius Caesar, who worked together over many months in collaboration with several architectural and construction firms to piece together the proposal unveiled today. The project, which is expected to be given approval by Parliament, will see a number of apartment complexes demolished and some local businesses relocated for an extended period of time.

"The project arose primarily as a response to the situation the capital has found itself in for a number of years." Aedile Aemilius Cesca stated in a press conference. "Parliament, though being happily relocated, is in need of a new and official gathering place. The estate that currently hosts Parliament will return to being a first-class museum that tourists will flock to...Additionally, several districts in the downtown area have become terribly clustered and this proposal will open up a great deal of space and limit the accessibility of motor vehicles to these high foot and bicycle traffic areas."

Interestingly, the project includes a number of buildings to be constructed on top of hills (hills which the city does not naturally have), which are to be created as part of the first phase of the project. When asked, however, it was stated that these new hills will only be high enough to allow discrimination between the various buildings. A number of assurances were provided to the effect that such creations will be stable.

"There will be a great deal of work to be done at the outset, that is true." Aedile Julius Caesar commented. "However, the result will be a new home for Parliament and other critical governmental offices, new green spaces open to the public, new areas accessible only to pedestrians, and a new market that will allow dozens of vendors to sell their products...It will take the whole community to make this project a success."

The price tag, as one might expect, is high. According to the two magistrates, most of the money for the project has already been found and allocated to the project, and much of the rest will be collected via private donation. Still, some are calling for the project to be scrapped completely - citing already raised taxes and the feasibility of the current situation. Others, mostly small business owners, are already planning protests.

"We'll be washed away if this plan goes through." one coffee shop owner said, on condition of anonymity. "Oh, of course they say they'll set us up elsewhere and even if our business were to suffer that would only be for a short time...I've been in business right here for over 35 years, but I'm not making millions. A bad tourist season is enough to set me back."

Nonetheless, the proposal has stirred the imaginations of the general public, who as a whole seem supportive, even if only lukewarm.

Also, there are a number of rumors swirling about political circles with regard to a possible official name change to the capital. For centuries after the foundation of the Republic, the capital was called 'Ariminae' - which also gave its name to the lake from which blossomed Patavium - but eventually changed to 'Stockholm' as a concession to the native Swedish population which constituted a large minority portion of Porcuians at the time.

Some analysts feel the rumors are not worthy of consideration, while others suggest that such a conversation makes sense considering the recent architectural proposal of Aediles Aemilius Cesca and Julius Caesar.

WORK CONTINUES ON CAPITAL PROJECTS AS CRUSADE ENDS; PARLIAMENTARY ELECTIONS DRAWING NEAR

Stockholm, Porcu Proper - The first of many new structures in the center of the capital was unveiled and opened to the public amid news of the end of the Papal Crusade due to the capture of the Colognian Pope John David.

Senior parliamentarians and administration officials were present at the opening of the newest addition to the outlay of the Porcuian capital - an enormous and sprawling marble and stone complex which will house shopping boutiques, metropolitan administrative offices, and private living spaces among other things. Set upon a man-made hill, whose slopes are just beginning to be covered by grass, the Mercatus Julia is an imposing structure, but is already being overtaken by the skeletons of the planned National Library of the Republic, the new Parliament complex, and the series of classically designed temples which will house precious works of art and act as the new home of the Institute of Classical Art.

"This market will serve to draw millions of new visitors, both Porcuian and foreign, to our capital and serve to enhance our Republic's already excellent cultural reputation." Aedile Gaius Julius Caesar said in a short speech during the ceremony. "Businesses will thrive and the new revenue generated will help fund necessary social programs that help to ensure that our less fortunate citizens are taken care of...This is just the beginning of a new image for the capital and the Republic as a whole."

While generally greeted with warm praise, there were indications that not all were satisfied with the results.

"The market has destroyed my business." a middle-aged gentleman said with a look of sadness. "I won't be able to afford the cost of keeping my shop in the market...I've been driven out, but I have no where else to go...They said I'd be accommodated, but I haven't visited by anyone and I can't see how I will matter with all these new, expensive, and upscale shops moving in."

A march was organized by the metropolitan communist party chief to protest the displacement of local businesses, yet a scant number of protesters made their way to the market. If their numbers weren't already enough of an indication of their ineffectiveness in drumming support against the construction projects, the leaders of the march were eventually confronted by Julius Caesar himself and persuaded to drop their protest.

In the background, several moves have already been made by various political organizations in order to procure themselves and early advantage for the general elections, which are only a few short months away. While unable to solicit donations until the official start of the campaign season, which is nine weeks in length, some local organizations have already begun to prod their political parties for word as to who will carry their banner during the election.

Rumors are abound, mostly online and in talk radio shows, that President Atratinus, currently serving the remainder of the disgraced former President Cea's term, will run himself for a full term. Polling indicates that Atratinus enjoys strong approval ratings, wide across party lines; however, that percentage drops when the question becomes whether or not one would support his candidacy for President.

"The President has done a marvelous job, in the eyes of the people, of maintaining a strong grasp on Parliament and guiding them past the shameful conduct of Germanius Cea." Lucius Pomponius Poppa, professor emeritus of politics and diplomacy at the University of Capua. "Naturally, the preference of voters shifts back to their traditional party ties when the opportunity to vote for their own candidate arises, but the shift isn't as great as one might expect...There is room for Atratinus to maneuver himself into a comfortable position should he decide to enter the race. Several scenarios easily pass him onto the runoff election."

While no party has yet officially submitted a name for who will run for President, the deadline creeps nearer and nearer. Additionally, some parties have yet to have their formal party congresses or annual leadership meetings. A great deal more will be known in the next few weeks.

PARLIAMENT VOTES TO RENAME CAPITAL; GENERAL CAMPAIGN SEASON BEGINS

Ariminae, Porcu Proper - A very close vote in Parliament saw a proposal put forward by Mr. Atratinus approve of the renaming of the capital from Stockholm, its name for much of the Republic's history as a concession to indigenous populations, back to Ariminae, which was the title given to the village which became the capital of the early Porcuian Republic.

Construction carries on and begins now to provide the cityscape with a definitive outlay, while the national government continues to operate uninterrupted. Despite the unavailability of the new parliamentary complex (it's interior is still being finished, though its exterior already draws the adoring gazes of citizens and foreigners alike), Parliament met, discussed, and then voted on the lex Tarquinia which carries a symbolic change to the capital.

Deeply divided, Parliament debated the proposal for several hours, with a range of parliamentarians across the political spectrum speaking both 'For' and 'Against'. Several political analysts believe it was Mr. Atratinus' late intervention which carried enough votes for its approval - notable because of the President's sparse record of addressing Parliament. The citizenry is divided as well; however, it appears that opinions are not as sharp as those expressed by members of Parliament.

Ariminae was name of the capital of the Republic for just over 200 years before social and political instability saw the Republic replaced by a Kingdom. Vital to the support of the monarchy, especially in rural villages inland, were indigenous Swedes who were able to carry large swaths of the interior of the country over to the cause of the Apinii Varonii, the original line of Porcuian Kings. In return for their support, the newly crowned King was willing to rename the capital - but not to move it further inland. Stockholm had remained the name of the capital until now.

In other, still political, news, the official list of candidates for the Presidency has been released by the censors, officially kicking off the start of the campaign season leading to the general election. Of most consequence is the omission of Mr. Atratinus' name from the list, something which neither he nor members of his staff have commented on. Instead, the candidates include some relative newcomers, as well as some names already very familiar to voters. From the cursus honorum are both censors, both consuls, and two praetors, with three other candidates coming from diverse backgrounds - one a provincial governor, another a metropolitan mayor, and the last a former business executive.

Both candidates for the Presidency and political parties vying for control of Parliament will be working with new funding limitations and election regulations, all initiatives pressed into passage by Mr. Atratinus, and it remains to be seen what effects will be wrought by the changes.

GULARIS RACES TO LEAD PRESIDENTIAL PACK; LIBERALS HOLD ADVANTAGE IN PARLIAMENTARY POLL

Ariminae, Porcu - With Mr. Atratinus absent from the list of presidential candidates and an impressive grassroots organization, Ms. Gularis has jumped ahead of her competitors and sits in a commanding position early in the campaign season, though her early success has not directly translated to her fellow socialists.

"The Republic stands at a crossroads." Ms. Gularis said, opening one of her recent campaign speeches in Caelia, a small town outside of Civitas Alacer. "War has wrought havoc on a proud and industrious nation on the Continent and religious extremism has shown its ugly head at a time when efforts should be focused on improving infrastructure, education, health, and science...This election is critical to maintaining the gains we have already made and stating unequivocally that the Republic is moving forward, not retreating."

The first poll of the presidential race released today shows plenty of work to be done by the other candidates. Ms. Gularis leads the pack with a comfortable 38%, Mr. Priscus draws second with 19%, Mr. Paullus in third with 17%, Mr. Scipio fourth with 12%; Crassigensis, Tamphilus, Ahenobarbus, Cato, and Thermus round out the poll with percentages of 6%, 4%, 2%, 1%, and 1%, respectively.

"We are working hard to close the gap that Ms. Gularis has opened at this stage, but we would like to remind everyone that we are still at an early stage." a press manager for the Priscus campaign remarked earlier. "Censor Tricostus Priscus will be campaigning in the provinces throughout the week and we expect our numbers to improve once folks have had the opportunity to meet him."

Political analysts are split on the importance of this first poll, but all are in agreement that Ms. Gularis place at the top is not in question.

"She's been preparing for this election for the past two or three years." Gaius Manius Cimmer, a journalist and regular commentator on television said on the morning talk show of the PBC. "She's utilized her time well, constructing and organizing an impressive grassroots campaign...I don't see her surrendering her lead anytime soon."

Indeed, some analysts are convinced that the election has already been decided, even before it officially began. Others are more skeptical, however.

Of some concern to the socialists is that Gularis' personal popularity has not translated into general approval for the Progressive Alliance of Socialists and Democrats - the national coalition of parties trails their centre-right opponents in the general parliamentary poll, also released today. Leaders of the Liberal Democratic Party and Centrist Party were eager to boast of their current position, though it is nowhere as stunning as Ms. Gularis' position in relation to the other presidential candidates. Currently, the Liberal and Democratic Reformist Bloc leads the parliamentary poll over the socialists by 33% to 28%, with the conservatives and the communists in a statistical tie for third, followed by the greens and then the republicans.

"We are confident that our position will only continue to improve in the coming weeks and that Porcuians will vote to roll back the socialists and allow liberals, centrists, and democrats to implement policies of growth and prosperity for the whole Republic." a coordinated statement released by the two main centre-right parties read in part.

The campaign season has only just begun and yet there may already be a strong indication of how the electorate plans to vote come December.

THERMUS, CATO, AND AHENOBARBUS BOW OUT

Ariminae, Porcu - A trio of candidates for the presidency have pulled out from the race citing significant lack of popular support, while a financial scandal has rocked parliament.

The mayor of the Greater Metropolitan Area of Asti, Gnaeus Domitius Ahenobarbus (pictured), is among three candidates for the presidency who today decided to end their campaigns.

"Despite my exit from the general election campaign, I will continue to work on behalf of the metropolis of Asti and continue to seek common sense policies that will advance the strength, dignity, and reputation of the Republic as a whole...I wish to thank all those who took precious time to support my candidacy and I apologize if I have disappointed any of my supporters in making this announcement today."

Mr. Ahenobarbus significantly trailed the other major candidates for some time and was written off almost immediately by most political commentators. A registered centrist, Mr. Ahenobarbus has yet to declare his support for another candidate, though it is assumed he will step in line with his party and throw his support behind Mr. Priscus.

Mr. Thermus, a business tycoon and philanthropist, has also dropped out. He did not provide a press conference, but did release a public statement, commenting negatively on the funding restrictions implemented by President Atratinus and promising to lobby members of Parliament for a relaxation of regulations on corporations and international businesses.

"...Porcuians deserve a Republic that is economically vibrant and creative and I although I have been forced to suspend my campaign for the presidency, I will not cease to pressure Parliament to pass the institutional reform that this country so desperately needs."

Recent polling suggests that those now available voters are undecided on who they will support, although some analysts seem convinced that Mr. Paullus or Mr. Scipio stand to gain those votes. Currently, both gentleman are seen as partially anti-establishment candidates, for while the former is a registered conservative and the latter is a registered liberal, respectively, both have taken positions on a number of issues that deviate sharply from their party's platform. However, Gularis continues her form and still leads the field with an impressive 35%, having slipped slightly in recent weeks.

GULARIS TRIUMPHANT AS SOCIALISTS AND LIBERALS DRAW EVEN IN PARLIAMENT

Ariminae, PORCU - Although there was some late movement by voters, it was not in the direction of the Centrist Party Secretary as Manius Tricostus Priscus lost the presidential election in a landslide to Ms. Canae Ardea Gularis.

The margin was not close: Ms. Ardea Gularis captured nearly 73% of the vote and trumped Mr. Tricostus Priscus in all voter categories, including a couple which normally align behind liberal democratic and centrist candidates for the presidency. Ms. Ardea Gularis rolled to an easy victory and was able to start her celebrations early.

Headquartered in Vercellae, the same metropolis where she successfully campaigned during her first presidential victory, Ms. Ardea Gularis greeted her supporters in a packed arena and thanked them for their efforts.

"Thanks to you and all those who voted for progress, peace, equality, and opportunity, we can again move the Republic closer towards the ideals which define us...In repudiating the negative campaign of Tricostus Priscus you have sent the message that genuine social reform is desired, that real educational investment is demanded, that true healthcare is a right for all."

Throughout many of Porcu's cities and towns supporters of the newly elected president gathered in the streets and celebrated. Car horns were heard in the capital all through the night and the celebrations continued even in the far off overseas provinces of the Republic. An outstanding 92% voter turnout is a major contributor to Ms. Ardea Gularis' landslide victory.

Mr. Tricostus Priscus was visibly shaken during his brief remarks to a filled, but silent auditorium in the outskirts of Arretium. He was largely conciliatory, but defended his campaign tactics through the week leading up to the second ballot vote.

"...The President shall have my support in Parliament in the creation and passage of legislation that works to improve the living and working conditions of the immense middle class of the Republic...I will continue to work with my colleagues in the Liberal and Democratic Reformist Bloc to promote trade and commerce with nations across the globe, to push for a halt to increasing healthcare costs, to fight for a reduction in suffocating taxation that promises to cut into the Republic's economic standing, and to defend our national interests around the world - this I promise."

While understandably disappointed, liberal democratic and centrist supporters were buoyed by their impressive results in the parliamentary election, as the centre-right coalition drew with the centre-left group. Perhaps most impressive of all was the performance of the Communist League, led by a growing Communist Party and its fiery Secretary Publius Villus Crassigensis. The Marxist-Leninist party drew 16,7% and will factor as a major force in negotiations on a Governing Coalition. The parliamentary result stands as the best performance for the far-left party in recent memory.

"We will continue to push our agenda, especially considering the support we received from a large percentage of the populace." Mr. Villus Crassigensis commended during a recent press conference. "Much of our growing support comes from the overseas provinces, where chronic deficiencies in infrastructure, access to healthcare, and education exist in pockets...Any government that the Communist Party supports must give ground on several fronts."

Ms. Ardea Gularis cannot count on former Prime Minister, then President, Tarquinius Atratinus to steady her government again, so it is up to her to form a solid majority in Parliament.

PARLIAMENT VOTES FOR MEMBERS OF CONSILIUM AS GOVERNING COALITION ANNOUNCED

Ariminae, Porcu - Critical votes were cast all through the day as the new Parliament met in their new space in the Forum that overlooks much of metropolitan Ariminae.

The much anticipated announcement from President Ardea Gularis regarding the composition of a Governing Coalition came as no surprise, as the socialists and leftist democrats will join with the communists and greens. Controlling over half of the seats in Parliament (54%), the President can rely on a solid cushion of support for her initiatives. Additionally, the socialists, communists, and greens will only need a handful of votes from left-leaning liberals in order to surpass the threshold for the successful passage of legislation (set at 55%).

Beginning with the election of the consilium's quaestors, Parliament elected a fairly broad range of individuals - including a few communists, and even the younger Prince Decimus Maxentius. There were no surprises among the aediles and praetors, which were dominated by widely respected liberals, conservatives, and the increasingly popular independent Gaius Julius Caesar. President Ardea Gularis will have a fellow socialist assisting her in the capacity of Consul in Mr. Aemilius Cesca, but a less than enthusiastic supporter in the liberal democrat Mr. Aurelius Cotta. Still, the President is well positioned to guide policy, both domestic and international, in any direction she desires.

"Madam Ardea Gularis is in an enviable position." noted Marcus Ulanus Gausora, Professor of Law and Public Policy at the Metropolitan University of Capua and an occasional political commentator for the PBC. "Compared to her first term as president the parliamentary situation is infinitely better, despite the growing presence of the communists...I expect the President to move swiftly with the general program she advanced during the campaign."

That general program is the prioritization of education, healthcare, and energy programs. As a candidate, Ms. Ardea Gularis promised to shift control over the joint oil programme from the private hands of the energy conglomerate CCIF to the state-owned corporation of the Republic responsible for energy production and distribution. As a candidate, Ms. Ardea Gularis also promised large increased in education and healthcare expenditures, most of which is to be paid by a combination of tax increases and spending cuts to defense. However, independent analyses suggest that the newly elected President will have a hard time closing the gap between revenue and new expenditures - Porcuians are traditionally conservative fiscally and the prospect of multiple years of deficit spending is not met with enthusiasm by the public.

Ms. Ardea Gularis will have to also find a way to please her partners in Parliament. A specific item that was made part of a package of demands by Mr. Villius Crassigensis and the communists was an immense stimulus for the two overseas provinces of the Republic located in Africa, Quinaranum and Avaricum. Both provinces have enjoyed tremendous growth in recent years, but parts of the provinces still sorely lack adequate infrastructure - the construction of new, state-of-the-art schools is tagged as a specific priority for any funds approved by Parliament.

Despite their strong performance in the parliamentary election, the Liberal Democratic Reformist Bloc sits in opposition once again, and questions as to a change in leadership have already begun to surface.

"The Centrist Party is uniformly behind Mr. Tricostus Priscus." a spokesman for the centre-right party said in a statement released today. "[Mr. Tricostus Priscus] enjoys the support of a vast majority of liberals and democrats and he will continue to lead the Opposition against Ms. Ardea Gularis and her radical allies in Parliament."

A new administration is set, but considering the turns and spins Porcuians have had to contend with in the past, it may not be long before another surprise shakes the political landscape of the Republic.

CRASSIGENSIS FOUND DEAD; VIBIUS PANSA SOLIDIFIES POSITION AS CONGRESS MEETS IN ARIMINAE

Ariminae, Porcu - Just as the communists were celebrating their victory in being a major coalition partner for Ms. Ardea Gularis and the socialists, the Party was struck with the terrible news of Mr. Villus Crassigensis' gruesome passing early this morning.

Mr. Publius Villus Crassigensis (pictured left), long time Secretary of the Communist Party of Porcu and Chairman of the far-left Communist League parliamentary group, will mostly likely be remembered for his fiery personality and impassioned speeches to Parliament, as well as his heavy and, at times, suffocating criticisms of Presidents Germanius Cea and Ardea Gularis. The firebrand was 61.

"The world has lost a true advocate for the downtrodden and the outcast." his wife remarked in a written statement released a few short hours after his passing was made known to the press. "Publius sought to elevate all Porcuians, providing all with the material conditions by which their full, human potential could be realized."

The task of pushing on through their latest victory comes at a historically cheerful time for the Communist Party, which has not seen its political position this well advanced for more than a generation. While no communist has managed to ascend to the presidency, Mr. Villus Crassigensis holds the distinguished honor of capturing the most votes for a candidate from the Communist Party since the party's establishment. Still, the veteran politician held numerous cabinet positions before the lex Tarquinia reforms of President Atratinus, and managed to secure important positions for fellow communists in the Consilium afterward. Mr. Vibius Pansa Caetronianus, previous Mayor of the Greater Metropolitan Area of Pavia and recently elected Censor, owes his current position entirely to the late Secretary.

"I certainly could not have imagined ascending without the guidance and support Publius Villus provided me over the many years we've known each other." the elderly Vibius Pansa commented. "Many of us on the Left owe a great deal to [Villus Crassigensis]...A greater champion for the poor and a greater nemesis to the established capitalist order there has never been."

The patronage of the late communist Secretary extends to the son of Mr. Vibius Pansa Caetronianus, simply Vibius Pansa (pictured right), who now has openly moved to supplant the older generation of communists and vie for the position of Secretary. An emergency Congress has been called and is to be held in the capital three days hence, but the younger Pansa has already made major overtures to the Party's younger members, which compose an incredible 41% of Congress members. Some will not be swayed to support the younger Vibius Pansa, seeing as their advancement depends on the patronage of older party members, but many others may see the advantages in placing their bets on an energetic, charismatic, and charming new leader.

News of Mr. Villus Crassigensis' death drew little beyond oblique condolences from most major officials, including President Ardea Gularis, who the subject of some of the late Secretary's most fierce comments during her first presidential administration. When asked about the new leadership possibilities for the Communists and the consequences of that on her coalition in Parliament, President Ardea Gularis commented that whomever was elected the new Chairman for the Communist League would be expected to uphold the guarantees made by Mr. Villus Crassigensis.

"I do not anticipate issues regarding the Governing Coalition and fully expect the duly elected leadership to follow through on promises made to myself and my parliamentary group." the President commented during an official press conference.

The next few weeks are critical ones for the communists, whose future has only two directions it may take - upward towards greater success under new and inventive leadership, or downwards towards oblivion without the man who defined the party domestically and internationally.

GULARIS SEES EARLY APPROVAL EVAPORATE AS UNCERTAINTIES ARISE WITH COALITION

Ariminae, Porcu - The President has fallen a long way in the eyes of the Porcuian electorate, as she struggles to maintain command of a Governing Coalition which increasingly seems more likely to follow the lead of the Communist Party Secretary Mr. Publius Vibius Pansa.

From a post-election high of 64% approval rating, Ms. Gularis has slipped to just under 52% in a matter of months. The largest dropped occurred following the disastrous metropolitan and provincial elections, which saw the Socialist Party of Porcu loose an unprecedented number of seats - the gains following, almost without exception, into the pockets of the Communist Party and their newly enthroned Secretary. The precipitous drop in Ms. Gularis' approval rating reflects the general sentiment of socialists and leftist democrats throughout the Republic towards the President's inability to capitalize on her own electoral success.

Indeed, some of the fiercest criticism has come from within the ranks, with the socialist daily Internazionale decrying the President's "selfish motives" and "complete absorption with her own victory".

"...the President was concerned foremost with the preservation of her own standing...the collapse of socialist governance in metropolis after metropolis sits squarely on her decidedly unsupportive shoulders."

Ms. Gularis has worked feverishly to quell any dissent and to calm the large base of supporters she needed in order to carry the presidential election. Her efforts have already seen dividends in Parliament, with Classical Greek being elevated to an official language of the Republic, requiring all communications of the State to have both Latin and Greek, as well as emergency legislation to provide support for the stricken populace of the overseas province of Carolina-Georgia.

Fortunately for her, Ms. Gularis' issues remain domestic and little from the international arena has drawn her gaze. That said, recent events in the Continent will demand an official response from Ariminae and various motions in ICON may require a more forceful approach if action is to come about.

PORCUIAN FORCES MOVE TO TAKE LOKI PLATFORMS

Narvik, Porcu - With a coup d'état still underway in Vienna and tensions quickly rising between the respective governments of Europe, an initial show of force was authorized by President Ardea Gularis in response to the seizure of power by the Archduke Karl II, with the assistance of the Margrave Adrian von Lebus of Brandenburg-Vorpommern.

Authorization for the partial mobilization of the SSR was cleared by the Consilium and debate is scheduled for the next few days in Parliament as to the future course of the government. In a statement released by the President, and co-signed by both Consuls, the coup in Austria was described as "illegal" and the possibility for additional courses of action was left open.

"The Parliament and People of Porcu express their deepest opposition to the illegal seizure of power by the Archduke Karl II of Austria and condemn in the strongest possible terms the actions of the Margrave Adrian von Lebus..." the statement read in part.

"The Republic has begun to take action to defend its interest against possible Austrian or German aggression and further action will be taken in the event that the peace and stability of Europe is in question. The Parliament and People of Porcu also wish to reassure our allies in Marslava that the Republic is fully prepared to defend the sovereignty of the Grand Duchy and will take all means necessary to defend the safety and security of the Marslavan people."

While provocative and relatively significant, the seizure of the Loki oil platforms outside the Norwegian town of Loki and immediately east of Narvik by Porcuian special forces is seen by many analysts as only a peripheral retaliatory action.

"Considering the recent expansion of Austrian power in central Europe, both in Hungary and in Slovenia, the Republic's actions in seizing the Loki platforms is relatively minor." said Lucius Manius Appus, Professor of International Relations at the Metropolitan University of Arretium, in a piece featured in the magazine Res Publica Nova. "That said, a protracted hold of the Loki oil platforms, and the consequent denial of crude oil to the newly minted Empire, will cause increasing strain on the Austrian economy. Furthermore, Austrian warships that were previously stationed inside the harbour of Narvik are now effectively forced to sail around Europe and the whole of African if they wish to return to territorial waters."

Faced with weeks of declining popular support, the President may have weighed the authorization of force in part to stem the hemorrhage of her approval ratings by appearing tough - despite the fact that she (and Parliament) were caught completely off guard.

PRESIDENT ADDRESSES PARLIAMENT ON FOREIGN POLICY, SEEKS APPROVAL FOR ICON PROPOSALS

Ariminae, Porcu - In an address that had been scheduled well in advance of yesterday's afternoon session President Ardea Gularis took the opportunity to defend her government's recent foreign policy decisions and to press for Parliament's approval of proposals currently pending in Toledo.

"This government", the President began, "has continued the long-held policy of the Republic to work with other willing international partners to advance peace and stability in the world. However, as before, there are forces at work which seek to undermine a fragile peace and which look to curb the advances made in spreading democracy, liberty, and freedom throughout Europe and the rest of the world.

"In Austria we have just witnessed the overthrow of a popularly elected government and its replacement with the sort of leadership Vienna shed after 1918. What are we to make of this new Empire? What concern is it of ours what Vienna decides to do within the heart of the Continent?...The consequences of almost any Austrian action will directly affect the nation whom this body only a couple of months ago officially elevated as a "Friend and Ally of the Republic", a distinction I do not need to comment upon further for its significance is not lost on anyone here...The struggles of Marslava, when concerning the possibility of an expansionist Austria, align perfectly with those of the Republic - my government will stand with the government and people of Marslava and is committed to honoring our treaties and agreements."

There is little doubt that the recent coup in Austria caught the President and Parliament by surprise and few have defended the administration's opening moves. While potentially significant, especially in the months to come, the seizure of the Loki oil platforms to the east of the Porcuian province of Narvik has done little in the way of having an immediate impact on Vienna's calculus. Worse, many believe that the seizure of the Loki platforms unnecessarily worsened the situation between the Republic and Austria. Still, the President has seemingly chosen the path of tough rhetoric and what remains to be seen is if there are other significant steps she can take to increase pressure on Vienna.

President Ardea Gularis later spoke on the situation in Yoloys and her hope that Parliament would approve the deployment of military and humanitarian equipment and personnel in support of the proposals currently being debated in ICON.

"...The unfolding situation in Yoloys fills me with grave concern, especially with the recent actions of the Confederacy of Middle Eastern Socialist States, and has caught the attention of the international community...It is imperative that Parliament make ready any and all matériel necessary to support the initiatives of ICON. My government has already given orders for the aircraft carrier Fabius Valens and the other naval vessels comprising her carrier battle group to join with the Kasynian superbattleship IKS Zorlin and make for the island of Cyprus in order to begin establishing a zone of control...The crisis in Yoloys represents an opportunity for ICON to act decisively in upholding its founding principles and the Republic must do its part."

The President also spoke at some length about the other proposal currently making its way through the Plenary Assembly of ICON, stating that the Republic will continue to support initiatives aimed at uncovering those responsible for the terrorist attacks on Trebizond, Savannah, Arrakan, and the Kuril Islands. Mrs. Ardea Gularis ended her remarks with an affirmation that the Republic will not bow to "pressures which seek to isolate Ariminae and force the Republic to retreat."

"The President's remarks were quite stern." noted senior foreign affairs correspondent for the PBC Julia Ammeri Lentulus. "[President Ardea Gularis] rarely speaks in such black-and-white terms and it is certainly something to take note of."

Though having faced quite difficult situations during her previous term as President, Mrs. Ardea Gularis is noticeably more vocal and committed to affirming Porcuian strength: economic, diplomatic, and military. There are those, however, who believe it is all for show.

"There is no question in my mind that the President's latest decisions and her recent posturing is a conscious effort to deflect attention away from Vibius Pansa." Gnaeus Coelius Caldus, editor-at-large for the monthly publication Pergendum. "Although he has been largely ignored, Vibius Pansa has sounded the alarm on a number of foreign policy questions - Yoloys and Austria being among them...In an effort not to lose control of her own government, as happened during her first time around, the President is co-opting Vibius Pansa's language and making it her own...Does she really see Austria as a threat? Of course not! Look no further to her rapport with the old Venetian crown and the Russian monarchy to see that she is quite a home with the monarchists."

Even with the President's new commitment to Porcuian allies and the international community's efforts at preventing further bloodshed in Yoloys, it remains to be seen whether she can harness Parliament and the public at large to follow her. While a majority of Porcuians state their desire for action, they are deeply divided over how precisely that action should manifest.

KING JULIUS DECIMUS MAXENTIUS IV SUFFERS STROKE

Ariminae, Porcu - Having only just returned from Vienna and witnessing the overthrow of the democratic, republican government of the East German Federation, the King had only begun to settle down when hit with a debilitating stroke.

A statement released by the press agency managed by the Royal House of Maxentius stated that King Julius Decimus Maxentius IV confirmed the serious nature of the stroke and added that the King is in stable condition. However, the statement did little to quell rumors of the King's actual physical and mental state.

The King is not known to suffer from any condition which would increase the likelihood of a stroke and has in recent years made a very public commitment to improving his physical fitness, joining with several television personalities, celebrities, and athletes to promote healthy lifestyles.

News of the King's aliment and admission to a local hospital broke earlier today when the King's sudden absence from a panel discussion at the Metropolitan University of Ariminae was widely circulated in social media.

Several Members of Parliament have already visited the King and President Ardea Gularis is expected to visit as well upon her return from the wedding celebrations of the Marslavan Grand Duke in Prague.

THE KING IS DEAD, NO STATE FUNERAL PLANNED

Ariminae, Porcu - The crowd gathered to drop a bouquet or a single flower in a small plaza often frequented by the King was immense and metropolitan police plan to completely halt vehicular traffic for several blocks for the next week to allow any and all to pay their respects.

King Julius Decimus Maxentius IV has passed away. Despite his reputation as a stern individual, the King was a man of many passions. From the political arena to the hockey rink, from the slopes of the Norwegian mountains to the sandy beaches of Polinesinum, King Julius Decimus Maxentius IV was always active.

"He was a man of strong character and indomitable conviction." Spurius Julius Cethegus, General Secretary of the Republican Party stated during a televised program. "The King was a champion for Porcu and we have lost a great figure today."

"The King was one of the cultural stones on which the Republic stands and from which she draws strength...And while it may not be widely popular, it must be said that the King was also a man of faith - his Colognian Catholic belief led him to be great philanthropist and donate millions to environmental groups, medical research, and educational initiatives." noted Manius Tricostus Priscus, Chairman of the Liberal and Democratic Reformist Bloc parliamentary group during the same televised program.

Not all, however, consider the loss of the King to be a negative.

"The man was a political opportunist who strove to reclaim lost monarchical glory." Communist Party General Secretary Publius Vibius Pansa said during an interview. "I wholeheartedly agree with the President's motion and was glad to see it passed Parliament earlier today...The King may have given away millions of denarii, but he never gave up the thing that other, more progressive, republics do not allow - titles of nobility...To honor him in such a way would be grossly inappropriate."

While many Porcuians are visibly shaken or seemingly glad, what is not readily known is the position of others around the world. No doubt, the Maxentii are the butt of many jokes in more prestigious noble circles across Europe.

Private invitations for foreign heads of state and royal house members are expected to be mailed out soon.

The Russian Assembly of Nobility, in our ability as a non-profit, non-political group, would like to personally send its condolences to the House Maxentius for the loss of the King. Though few in our gentry organization met the King personally, we have heard only good things when it comes to the quality of person that he was. We also known that his Imperial Highness, Grand Duke Constantine spoke highly of the man though they only met once. Surely the Republic of Porcu will suffer from such a loss but will undoubtedly recover as is the spirit of its people. Though we feel it is unbecoming of his memory that no state services will be held, we are sure that what private services are held by the family and those who wish to honor his memory will do him justice even if the state he loved so dearly fails in this matter.
