News of King Ragnar's sudden death at the World Conference had been met with mixed reactions in Völsunga. The death of the monarch was traditionally a cause for celebration in Thule, and many people took their partying to the streets in typical Thulean fashion. Women and men alike danced in the nude and the sickly sweet scent of marijuana smoke hung in the air all over the city.

The Thulean tradition for selecting a new monarch was by lottery. Every individual who wanted to become king or queen, with all the privileges and dangers that accompanied the position, was asked to put their name in a big hat. The first name that was drawn then became the next ruler of the Kingdom of Thule.

Acquiring the kingship was both a blessing and a curse. On the one hand, the monarch got to live in the Palace of Völsunga. On the other, the so-called royal servants who also lived there basically had the run of the place, and the monarch was expected to do the same chores as everyone else. Monarchs had the prestige of being able to flaunt their title in front of foreign ambassadors and rulers alike. However, any attempt at actually exercising power meant certain death. Monarchs often received gifts from foreign governments. However, the monarch could only actually keep the gift for a maximum of one week before it was auctioned off to the highest bidder and the proceeds returned to the taxpayers of the nation who sent it.

The party was reaching its peak. Several orgies were already in progress, and as thousands of fireworks lit up the night sky, the next monarch was about to be chosen. Most people continued their partying, more concerned with getting as wasted as possible than with seeing who the next ruler of the free world would be. Besides, whoever it was would be in the news tomorrow anyways. However, a crowd was gathering in front of the royal palace, eager to see who the next monarch would be.

Claire Freedhelm, still dressed in the same black leather body suit she had worn to the world conference, walked towards the big hat and waited for the roaring of the crowd to die down slightly. It didn't. She shrugged, then with one hand over her eyes and the other hovering over the hat, she paused for dramatic effect. Then, she reached in, dug around for a moment, and pulled out a small slip of folded paper. She read it to herself, then held it up above her head and announced, barely audible over the roaring of the crowd, "The next king of Thule is... Lucas Petrov!"

A small Russian boy who looked no older than twelve pushed his way to the front of the crowd, climbed the steps up to the royal palace, and bowed to the screaming crowd before him. He was king.

In his first act as King of Thule, the precocious young Lucas Petrov decided to repeal the last act passed by the king, (creating the position of Royal Assassin-In-Chief,) though he also stated that he would still fully recognize Claire's right to kill him if he attempted to exercise power. Because repealing past royal decrees was not considered actually exercising power, Lucas Petrov lived through his first night as king.

The next morning, the king partook of a royal breakfast of cold cereal, which he made himself, spilling only a little milk, (which he promptly cleaned up,) and then set sail for Nagasaki, hoping to undo the disastrously undiplomatic mayhem Claire had recently caused there.

It gives us the deepest pleasure to congratulate you on your ascension to the throne of the Hyperborean countries, and we are delighted to place our blessing upon your rule through the agency of our beloved servant the Archbishop of Volsunga. It is our hope that you have a long and fruitful reign, and that it should end on a happier note than that of your late predecessor.

The Emperor views all other sovereignties as his sons or his servants (depending on the relationship). Occasionally, a highly respected sovereign with a long history of close ties (such as Muscovy or Kiev-Volhynia's sovereigns) will instead be addressed as friend, or closer still, brother. This is a reflection of the Byzantine view of international politics, in which the Emperor is the only monarch who is inherently legitimate and the status of other polities is dependent on their relationship with him.

Also, the Emperor has refrained from stating anything about Ragnar's assassination because his ministers suspect that the new king or his allies may have engineered the assassination. Since the Emperor is not particularly concerned with Ragnar in a personal capacity, or with the internal "politics" of Thule, he doesn't want to potentialy alienate the new king by making any comments about the assassination.
