DuBois walked over subtly to the king of Free Thule. He glanced heavily at his drunken peer, letting out a gruff "Can I help you, sir?"

The conference seemed to be getting more interesting.

The High King looked at his counterparts with amusement. The British proposal that colonial empires band together was almost more amusing than the drunk King of Thule. Ireland had a long history with both nations, and usually the memories of such history were not good ones. The times had changed, but the people had not. While the governments of his adversaries had also changed, the O'Neill knew their ambitions likely had not. His amusement was cut short upon thinking of these things and the bitter history of Eire.

O'Neill turned his attention to the business at hand. The Orthodox powers had long been trading partners of Ireland, for unlike certain other Christian powers, Ireland did not discriminate against its Christian brothers. O'Neill wished to continue this policy.

"I extend my greetings and warm welcome to the Emperor of Byzantium! For over a millennium my people have traded with Constantinople, even when it seemed all powers were against it. We of Eire hope to continue such partnership. I also extend my greetings to the Tsar of Russia and the Grand Prince of Kiev, for we also have enjoyed healthy trade throughout the centuries. We hope to continue such business with you as well.

"I extend my welcome to the good King of Thule. The history between our peoples has been long and... interesting. I hope to continue the good relations we have enjoyed as of late.

"As for the British proposal..." O'Neill paused for nearly four seconds, deepening his voice when he spoke again. "I will consider it."

There was another pause due to the tense moment before the O'Neill summed up his statements.

"I extend Eire's welcome to all of this conference. We are open to anyone wishing to trade with us that is not opposed to our partners."

Claire had skimmed through the so-called "declaration of human rights" and then finally unceremoniously tore it in half, letting the shreds fall to the table in front of her. The king was making a fool of himself, as usual, and she would likely have to intervene.

She turned to face DuBois, and before Ragnar could threaten war or whatever the hell the idiot was planning to do, she said, "You'll have to forgive my esteemed monarch, here. It seems the pressures of ruling have taken their toll on his mind. If you have any diplomatic proposals, you may submit them to me in his stead."

Claire's voice seemed to have a slightly sobering effect on the king, as if he had just remembered that she was there. He ceased his drunken rambling, and instead began attempting in vain to piece together the remnants of the Iqbal declaration. After a while he stopped trying and just fell into a drunken stupor, staring off vacantly into space.

The Nagian Foreign Minister ((OOC: gotta look up some historical figures to think of a suitable name)) took his copy of the Iqbal declaration politely and laid it to one side with a smile. For his civility, he did not read the document, nor did he intend to - even though there was little, if anything, in it that he disagreed with.

OOC: Interesting. Did a little further research on it. Was going to throw my laptop out a window from boredom when I read the actual document.

IC: "I thank the Irish open-mindedness. Our past has been closely intermingled for quite some time. It would do us both some good to become allies."

"As for this declaration here, I fully agree to it. I shall sign my name when all others have agreed as well."

The door opened. How many interuptions are we going to have? People keep leaving, and others arriving! He froze when he saw who had come in. Walking towards the group, with confident and deliberate strides, was Sir William, Duke of Lancashire. The duke was accused of being the current leader of the rebel forces that were always present.

The duke said not a word, but sat at the table. He also noted with annoyance that he had taken the closest available seat to him.

OOC: I'm a bit confused over what a duke rules. Since I've found no information regarding it, my England will have a duke for every county.

A voice was heard clearing itself far in the back of the room. There, sitting in a side chair was Jouron Potts, Foreign Minister of the United Provinces of New Harumf. He was painfully aware that everyone had turned in his direction as if waiting for him to speak, but he had no intention of speaking. He was petrified by the attention.

No one realized Jouron had been sitting in that little side chair long before anyone had arrived in the hall. He sat, hunched over, rapidly taking notes of everything he observed, little character studies of each person as they arrived, but now, all eyes were on him. He has served exactly 37 days of his one year rotation as foreign minister and had never been out of the country before - heck, never out of Zion before! Well, he had to say something now, or look foolish. He slowly got to his feet.

"Ya. Hello.", he said, softly, and sat right back down.

The representative from the Federation of American States sat nervously, fidgeting with the topmost button of his vest. Greg Turner had never been away from New Orleans, let alone the continent of North America. Here among the gentry of the world, he felt the rum turning over his stomach, and began to pick at his cuticles without noticing. First impressions only come once, and he was anxious to do his country proud. Standing, he cleared his throat

"And a humble greeting to ya h'all, on behalf of the Federation of American States, I thank you for seeing fit to invite me to partake in these festivities. I am Gregory Turner, and am pleased to make your acquaintance... er... acquaintances.

It is the wish of my guvament to make known that we are accepting of all nations in matters of trade and state. There are rum and sweets ready to be delivered to your rooms, should you see fit to partake in such victuals. I thank you for your time."

Sitting, Turner wiped his brow with a slightly trembling hand, thanking the lord that his words had come out all right.

A small man in his late sixties with salt&Pepper hair sat quietly in his respective seat at the table. Every so often he would move his wrinkled hand to adjust his spectacles so that face came into better focus. He knew knowing the faces of the world would be important. His name was Rupert Thomson and his was the Canadian delegate to the conference.

The Canadian Dominion was a fragile nation. Gathering inspiration from the Revolutionary War in America, Canada would do the same to the British Empire years later. Throwing off the shackles of the Empire isolated the Canadians and for many years following their successful victory and independence, they would suffer several economic collapses and constantly political change. It was only now at the dawn of a new century that the Dominion was finally taking form and a stable, economically powerful Canada was forming.

But Rupert and his colleagues back home knew that the extent and length of their success hinged on relations Canada could establish with the rest of the world.

"Gentlemen" said Rupert clearing his throat before speaking "Our government long ago removed the shackles of imperialism for the far appealing arms of democracy and republic, therefore we have little interest in such matters. Nor do we wish to contest nor argue divine right with any other government. However, the Canadian Dominion is certainly interested in the Nagian proposal for the procreation of knowledge in the hopes of sustained world peace. Naturally we are also interested in establishing trade relations, particularly if I may say with you Americans given the close proximity to our own nation."

Aleksey Sokolov shook his head as he read the paper about human rights. The Russians had no respect for human rights when they executed "criminals" by the hundreds when they had no trial! The Russians had no respect for human rights when they stole every thing his people owned! The Russians had no respect for human rights when they wiped out entire villages, merely for having different beliefs! The Russians had no respect for human rights as they forced his people across Siberia, where thousands of people froze and died of starvation! The Russians had done all this while the rest of Europe turned a blind eye to the injustices committed to his people!

Aleksey Sokolov wiped a single tear from his eye, while a bitter anger rose inside of him. The Europeans could not be trusted. Asia was full of local warlords, but no nations. Africa was still under European rule. but it was in the Americas where Allies could be found. Sure these nations where young, but so was his, and sure they may not agree with his Soviet government. But he was certain they needed all the allies they could get, and he was sure they held no love for the European powers.

"I will not sign this paper." He stated with a hint of anger, then he turned to the Canadian and American representatives and said. "Are your nations interested in some form of relations?"

DuBois shook off the previous remarks of Thule's king, riding them off as the nonsensical statements of a drunkard. He then turned to Ms. Freedhelm, taking a much more polite tone. "While I don't have any political proposals for your nation, I can assure you that Bessentia does have many economic incentives to work with your country."

DuBois was prepared for this. "I would like to offer a trade partnership with your country. Your nation currently has a strong firearms industry, and Marshal Laval would be most interested in building up the armaments of the Legions. In exchange, our oil industry is booming, as is our timber stocks. If you'd accept it, we'd be highly willing to increase exports of these goods to your country in exchange for weapons."

-----------------------------------------

After talking with the delegates from Thule, DuBois went off to seek the British king.

"Greetings ladies and gentlemen," a voice suddenly boomed heartily, "Good fortune to you all!"

Entering the room was a short, stocky fellow, with a great salt and pepper beard and dressed in an ornate black officer's uniform, was the Grand Duke of Alexanderhaven, Sebastian IV of the House of Gelvenghasen-Zumbraff, a branch of the larger and more powerful Imperial House of Gelvenghasen.

"I offer trade links and alliances with my nation."

"While I am all for trade, as every voluntary exchange always increases the wealth of both parties, I'm afraid I don't have the authority... actually, no one in Thule has the authority... to sign a trade agreement that would increase privileges for any one industry at the cost of any others. Frankly, the merchant class, which is just about everyone in Thule, just wouldn't stand for it. Thulean merchants will trade with you, especially if your oil and timber supplies are as plentiful as you claim, but I cannot in good conscience accept a trade partnership. Free Thule is committed to a policy of neutrality in all matters, both economic and political."

OOC: I'm kind of surprised no one has asked why the hell Claire is here, or what position she holds in the Thulean government that permits her access to such an event...

The Nagian minister smiled at this comment.

"Representatives from all nations of the world are welcome here - regardless of their status within their governments. But it is unclear to me what your role within Thule is, why there are none who can speak for your people, or even what your name is daihyousha-san."

He raised his eyebrows slightly and looked at the drunk King by her side.

"Why is it that you have come?"

OOC: There we go, I bit. And "daihyousha-san" roughly translates as "Ms. Representative". This may or may not be a snub - given the rank of the other attendees and the rank of the Nagian diplomat. I gotta admit though, I was just assuming that Esternarx 2 was pretty well known... but in hindsight I guess the whole point of this thread is to address issues like this.

Boris Kebin stood up.

"Furthermore, what right has Thule to call itself a nationstate with the right to representation in this conference? The area has no government worthy of the name. The men native to it do not even claim that it is anything less than anarchy. Does it even issue passports?

"And, beyond that, what kind of respect does the so called 'King' of Thule show us by arriving at this conference intoxicated? This charade is proving itself ridiculous. I move that these two be expelled from this conference."

One of the Greeks stood up and spoke:

"Lord Kebin, I assure you that His Majesty King Ragnar is acknowledged by Our Lord the Emperor as the lawful sovereign of the Hyperborean countries. Therefore his presence is acceptable; his apparent desire to appoint his concubine as a speaking representative is exotic and outlandish, but we will nevertheless tolerate it in the spirit of magnanimity. We would ask our Muscovite brethren to do so as well."

Kebin nodded in accordance. Addressing the Emperor, he quickly said, "Your Majesty, I offer my most sincere apologies, and offer the apologies of my nation, for questioning the validity of King Ragner's reign."

He was growing tired of playing the lapdog to the Romans...a day would come when Russia no longer needed the Empire's economic support, and the Greek fools would regret this behavior towards the great Russian people.

The Emperor nodded, smiled, and graciously thanked the Russian for his courtesy. The Emperor was the Vicegerant of God on Earth, the fount of sovereignty, and the center of the material world. He behaved as if it never occurred to him that anyone might think differently.

He spoke softly in Greek to the Great Russian delegate: "One of my philosophers, by the name of John Argyres, has composed a treatise on the ideal of the 'noble savage.' While romantic and more than a tad foolish, I think it captures well the character of these Northmen. I will have a copy delivered to Moscow."
