A New International Alliance; To act as our UN of sorts...sorta....well....

Ok so I kicked around the idea of resurrecting the UN about a year and some odd months ago but then failed to fulfill my promise. I scraped the idea the last time because I kept coming to the eventual problem that everyone who tries to create a large alliance does, and that is war. With any great alliance, you'll soon find that the more people you have involved, the less people you have to fight and since the core of our activity usually is or leads to, war, it's imperative that we keep a good balance less we destroy the beautiful world we have created and love.

Now I'm not calling this new organization the UN nor do I really want to call it the World Assembly as I think that's too vague. League of Nations seems fine but if it's too unoriginal we can always debate and vote on a new name later. The idea I have for this organization is that it will serve as a common ground for our nations to come together in efforts of diplomacy, to draft international laws such as the efforts started here, to foster cooperation in scienctific and academic persuits, as well as serve as the basis for a world market/trading post/bank.

IT WILL HAVE NO MILITARY POWER NOR BE IN ANY WAY A MILITARY ALLIANCE. This organization won't have any sort of army or require it's members to use their armies to promote the organization's will. Members will of course be free to fight wars in the name of the ideas and laws this organization creates but again, they will not be required to do so. What I'm looking to create is an organization you don't see here on the forums, that being an organization where we focus on RPing a single character who is apart of a larger legislative body, a place for people and their characters to work on their debating and political skills, rather than the world leaders and armies we're more accustomed to RPing.

What I'd like to see is players drafting world legislation, having characters debate it, and then coming to a vote. We can even bring in current WA resolutions and debate them, come to a vote, and then have our delegates vote on them from the results we get here. Again, it will allow us another venue to RP, another vantage point for which to use our creativity.

Now you won't have to be a WA member when it comes to joining this organization however, if you are I believe you should get rewarded and therefore think that WA members should automatically get in. Other nations will be made to request membership, and have it voted on by the rest. Other than that, WA members will get no special privileges over the non-WA members.

As for the structure of the organization, it will be a simple democratic council, with every nation equally represented. There will be NO security council or anything of that sort like the real UN. Perhaps we can simply elected from within the Council a speaker of the house type figure to simply maintain the order and see to it that the council runs smoothly.

Finally, as for the policy of this new organization, I want to leave it open to development by those of us who wish to join. We can discuss and develop it "IC" in a thread we setup later. I really want to see this organization off the ground, but want to continue to emphasize that this will NOT be like the real UN and will NOT be a military alliance or have anything military about it.

I figure that it's probably best that we found this organization after the Dominion wars. So what do you all think?

I like :D

I'm not a WA member in NS so you'll see my apply for membership as soon as I am able to.

To tell you the truth, I have always been in favor of granting a bit of something special to actual NS WA members, considering the sacrifice you make to do it.

I like this. In real life there are so many international institutions that aren't military backed that it would be nifty to see them crop up around here.

The Empire of the Romans will not join unless the Roman Emperor gets a veto, and each province of the Empire gets its own vote.

Thats speaking IC; OOC, I think this is a great idea, and fully support it.

Well right now we can keep it OOC, allowing for IC comments once we actually set out to create the organization. I don' think there's a part of the Roman Empire in the WA on NS, so I guess how they'll be entered into the organization will be up to the first body create from it's founding and since the idea is to keep the organization as one promoting equality, I don't foresee the Emperor getting a veto power...or anyone else for that matter :P Nice power play though

The Roman Empire has a finger in the pie though. My Riocht Eire is WA, and though not technically part of the Roman Empire, it is governed by the same man who governs the Roman Province of Syria. Thus, as I said, we have our finger in the pie. :P

Eh.

I'd join with Nag Ehgoeg after the Dominion wars. Don't intend to go WA. Probably wouldn't get voted in.

But I like the idea.

The idea is a good one. It's something that would enrich our RPing... I like how it brings in the NS WA but is not dominated by it.

I just think that too many characters are like the Emperor of the Romans to make this be viable.

Well the idea is that leaders won't make up the body of the organization, representatives of those nations will. Though yes, they'll still represent the objectives and wishes of their nation, I'm still hoping we'll be able to make this work.

Again it's meant to be only an economic and forum for diplomacy as well as offer the platform for international law. We could perhaps even establish a court for which to hold trials against leaders convicted of crimes against international law.

Right now though, I think it's good to keep it simple, keep it economically based with a forum for discussion on international laws. Allowing us an outlet for a new way of RPing. It will be interesting to see how we deal with monarchist and dictatorships in similar mindsets like the Roman Empire, but I think we can make it work.

Well, the Empire's issue is that the Emperor is the Vicegerent of God and the living law, and is the fount of sovereignty for the entire earth. The Emperor simply cannot be bound by any other source of law that is not in concord with his will, except the laws of the Christian Church (coming from God). I don't know if this issue comes up too many more times in our world (though certainly a few), so hopefully it wouldn't do to much damage.

RD, some assassinations can take care of that

In all seriousness, if this existed in the capacity of looking to regulate free trade across the regions, then Ulgania would fit right in.

On the same token, would people be more willing to have multiple international institutions that deal with separate issues? When you get a pact together (using the Serpentine Pact as an example) you can screw yourself over pretty quickly, but if they're smaller and not dependent on multiple factors that eventually can culminate in many nations disagreeing and breaking apart then it won't be as strong.

This is just the political science side of me talking though

True, but eliminating the military power of the alliance will make it so that we have only economic power for which to use as leverage. That is to say, if a member break international law all this organization will be able to do is sanction them economically. Effective only relatively as I'm sure not everyone will join and therefore if you're not in, there will still be other nations for which to trade with. I know for certain not all of my nations will join.

But no, if someone else wants to create another international organization then by all means, go for it. The more the merry as they say. :D

Right.

If Dominion nations are discounted, and all the other factions are catered to then are fair game.

But the Romans would be an interesting issue. So, here's my general solution: make them the LoN similar to most of the real life institutions that have cropped up in the past 60 years... that is to say, the USA plays a huge role in them. While they don't have absolute authority, the US still has a hegemony-style outlook on most of these groups. And if the Romans play the part of the USA in a LoN, then RD's problem is solved.

I don't know if I'm making things too complicated like this though >_>

And what about all the nations who claim to be ruled by gods?

Plus recognising the EoR for his godgiven right to rule kinda pisses on all other religious states.

Yeah, I know

That's the problem with non-secular governments in general. As long as religion plays the role that it does there's no way an RP like this would be that successful unless there was a militant element.

Perhaps we could have a representative from each region be on a security council like thing, and have the Empire of the Romans be either Europe's or the Middle East's representative?

OR the Empire of the Romans could constitute as a second global organization.... :P

I really, REALLY, don't want to have to deal with a security council issue as I think it'll make this project more complicated than it needs to be. Now I'm not trying to hog the project as I certainly want it to be a collaboration of the people who join it (reason why I haven't work out a charter or anything of that nature) but speaking from experience (given I've seen many alliances rise and fall on the forums) I think a security council or any sort of organization that would put one, three, or ten nations above the rest of simply complicate and eventually infringe on the simplicity that I think this sort of organization will need if it's to work and survive in this world.

Now the Romans are more than welcome to send a representative, or as many representatives as there are states in the Empire, but they nor any other state that joins should not, IMO, have any special authority over the other nations of the organization. Each representative will be equal in power to the others. This organization doesn't have to have every state in our world join it, in fact I hope we do have hold outs and states that oppose it as it will add options to future stories.

Besides, I have ideas on how non-member states can join in on the world trade market that this organization will create, but I'll leave that up for IC discussion at the organizations founding.

I completely agree with what NRE just said. If we can manage to make it viable to the extent that I think you're getting at, then we could have something going that's pretty effective.

Couple questions that I'm playing with... would be as binding as the EU in real life is? That is, would there be a common currency/economic status? Prerequisites for joining that are within the confines of what's fair to ask for without godmodding?

And... eh... considering the membership, would the WMD end up going for it?

I know its been a REALLY long time since I touched on this idea, but I still have intentions on carrying on with this idea and feel that with the emergence of more democracies in our world it may very work. Of course, I feel this will be best established by the time the Dominion is brought down, perhaps it can be created at first as a venue for putting on trials those agents of the Dominion captured by coalition forces? Men I don't know, just an idea kicking out there but I have decided that the Confederacy will be my spoke-nation for the creation of this organization and though monarchies are welcome, given that they won't have any special done for them to set them apart from other members I figure this will mostly be a international alliance for democracies, still who knows.

The reason I'm bumping this at the moment is over the name. I can't think of a good name for such a organization. I don't want to call it the UN or the WA and I really don't like the idea of calling it the League of Nations either. So, for those interested or for those who just have an opinion :P  , what do you think we should call this thing?

The International Partnership for the Economic, Diplomatic, Militaristic Cooperation Between States Organizational Council

or the IPEDMCBSOC

However I am wondering, are you considering the Dominion hunting group to be more long term or...? Because that could effect the title.

How about United Nations Alliance (UNA) pronounced Yoona.

Another possibility, rearranging Ulgania's acronym: Organization of International Cooperation and Development (OICD)

Coalition of Independant Nations (CoIN)?

Coalition of Allied Powers (CoAP)?

Something with "Coalition" in it. I like CoIn and Kas' idea.
