“Sir, we have something I believe you should see,” a communications officer said, curtly standing at Valentine’s office door. Since just about every other piece of information that went between the Middle East and Africa seemed to have a double-meaning, Valentine didn’t mind these sporadic interruptions to his work. He knew that odds are they would require his attention at some point, and if indeed they did, many lives could be at stake. “Yes, what is it,” he asked, taking the print-out of the decrypted message being offered to him. Reading over the words from Abbot Marcus, Valentine’s mind started to move. “Alright, where’s Mr. Mateljan?” he asked. “Sir, the Defense Minister is in Fang HQ.” “Thank you,” Valentine said. “Make sure he has his own hard copy. I’ll be meeting him there, and destroy this copy of it,” he said, handing the paper back to the officer. “Of course, sir,” he said, taking out a phone and telling Fang HQ of Valentine’s arrival. OOC: Fang HQ is just a nickname for Ulgania’s general Intel department. Fangs are agents, and the ‘Maw’ is the codename for the entire organization. It’s really just the Ulganian Intelligence Agency (AIA) IC: In the Fang HQ, Mateljan had already reviewed the communication. “Well, let’s see if we’re on the same page Tres,” he said with a sigh. “I was thinking that we still need to keep the pressure on the Combine soldiers we allowed into the country to leave, but we can test their loyalty to The Dominion,” Tres said with a keen look in his eyes. “How’s this now?” the aged former general asked the younger Chancellor. “It’s simple,” he said. “I doubt it would work directly, but if we carefully leaked some information to our own people in Port Commendia that we’re allowing Combine soldiers to defect, and will offer asylum for them, we may see some positive results.” “Wouldn’t that be a direct challenge to the WMD though?” Mateljan asked. “Listen, I doubt they’ll start a war over some defected soldiers. Forcing people to stay in a country that’s more-or-less changing regimes without question will set a precedent for that country that will ultimately make more people want to emigrate out,” Tres explained. “Disallowing expatriation is a very direct threat to freedom for anyone. Hell, thousands simply left Ulgania after the Hegemony allowed me to be in power, simply on the basis that I wasn’t democratically elected. Ulgania could be considered totalitarian on the national level now, but I respected their right to leave. Had I not, and forced them to stay, it would be the same as sewing my own seeds for a coup, or even a full blown revolution. Letting them leave allowed for greater security,” he concluded. “But those were people. We’re talking about soldiers right now,” Mateljan said. “The Dominion would probably prefer not having an enormous group of people returning from overseas with the idea of freedom just snatched away from them. Disenfranchised, professional soldiers are extremely dangerous compared to a disenfranchised civilian. Keeping them around in any part of The Dominion would essentially make for further danger. As the communication said, there’s already rebellious activity occurring all over The Dominion. All the more reason for Gassel to let go of some loose strings.” “He could just have them executed,” Mateljan said. “True, but I would like to think that they would hold off on mass murder in a country that’s so new to the way of things in The Dominion. I have a feeling this could work. Now, let’s return the message. I heard tell of a new form of secret messaging. Perhaps you have heard of Quiet Noise? Take it up with Communications department. They’ll know what to do,” he said. “I’ll write out my response and forward it to them. Make sure they’re prepared. From: Chancellor Valentine To: Marcus Abbot I fully understand what you may be saying. Let your people be galvanized by Ulgania’s stance. Let them know that freedom loving countries are against the Dominion, but not the people subjected to The Dominion. Ukabanea will stand soon, but until then Ulgania cannot support its official actions. We will prepare though, and we will be ready. OOC: This concept basically involves sending a message through fiber optic cables, but in such a way that it’s ‘small and quiet,’ in that it’s masked by the inherent background noise in fiber-optic cables. As such, only the receiver would know that they’ve, well, received it. However, it’s also encrypted, so if you insist on intercepting it you won’t be able to read it blah blah blah Jumping through hoops man, jumping through hoops. |

OOC- Not letting it go at all gents. For the Dominion I'm revving up counter-intelligence like nobody's bussiness. If you insist on having this kind of RP, you have to have potential consequences, or its no fun. IC- As with their other constituents, as soon as Ukabanea opened themselves to the Dominion, the DCID Overwatch along with the IPIB moved in at once, acccompanied by their own troops to secure areas of importance. They did not make a big hubbub of their presence, moving at night or otherwise in a clandestine manner. Within a day, they controlled Ukabanea's communications and banks. By the end of the week, the IPIB was patrolling the Combine as they did with the rest of the country. They were extra vigilant, as they had to be with new members. Their tended to be more ruckus in the new states. Nevertheless, the IPIB in collusion with the Overwatch would make sure their new citizens toed the line. |
