Since the failed conference of the Serpentine Pact, Chancellor Tres Valentine had been in need of support. The Dominion’s ever present, and increasing threat had undone a good deal of what he had been striving for. While the partitioning of the Middle East was not in and upon itself a death blow to his allies that were now in the Dominion’s Sphere of Influence, Valentine knew allies would be needed. These recent events had been a sobering reminder of what it was to be on the world stage.

And now, with the sun beating down on Serpentine he would be welcoming a delegation from Europe. A meeting place had been established in the chancellery, overlooking the Serpentine River outside.

There the Chancellor awaited, as news of the arrival of the Richard Nixon reached his attention via an aid passing him a note. The serene qualities of the view their room commanded of the river made Tres calm, and that calm feeling would hopefully serve him just as well now as it did when he took command of the government.

OOC:As far as an agenda goes, it should be pretty straightforward.

President Nixon calmly strode into the office within the Chancellery and took note of the very nice scenery behind Chancellor Tres Valentine as he shook his host's hand. Taking his seat Nixon was not entirely sure why exactly Ulgania of all nations wished to extend their hand in friendship towards Porcu. Open but still careful Nixon waited for Tres to begin the meeting.

“Mr. Nixon, I’m very honored to have a guest of your caliber in Ulgania. As you’re already aware, Dominion activity has picked up quite a bit and will undoubtedly bring war to the Middle East and Africa. As things stand, I will be frank. I’d like to establish military cooperation between Ulgania and Porcu. Swiss-Roman West Afrika could greatly benefit from this venture,” Tres said, as he made himself comfortable in his seat.

“Additionally, I am offering a free trade agreement. Ulgania’s currency is currently at a premium that makes its exports more appealing on the international market. As such, I’m sure both of our nations, as well as your African holdings would benefit from such a deal.”

Tres began to sip jasmine tea as he awaited Nixon's response.

Straight to the point. Nixon liked Tres already.

"Well, in a superficial sort of way I am more than willing to accept a military agreement between our two nations although I must be honest in that I do not know much about what Ulgania has to offer militarily. In terms of a trade agreement, Porcu has always been open to establishing positive economic relations with nations in all corners of the Earth and I would be more than happy to have our governments negotiate the finer details to a strong agreement that not only benefits Porcu and Ulgania but various secondary trade partners as well.

The Swiss-Roman Pound, must like your own currency, is one of the world's strongest and so I have no doubt that a straightforward agreement would benefit the both of us very much. Again, I must ask you for details when you mention military cooperation for having three protectorates to look after is no easy task for Porcu's military..."

Tres was happy to see that he saw eye-to-eye with him already.

"This is a more selfish end to what I'm trying to accomplish, but by and large I am trying to craft a coalition that can drive the Dominion out of Africa once and for all, in terms of physical presence, and influence. So far things have been progressive, but a true feeling of solidarity is yet to come. Porcu's assistance would be of particular benefit, as I am sure when the war comes, it will be on the Dominion's terms in Africa. Ulgania's military is strong, but not strong enough to wage the offensive necessary for these means. Also, with war looming in Asia it is extremely important, in my eyes, for all nations to consider the actions of the Dominion as those that would suppress them. In fact, word reached me only this morning of a Dominion decree to destroy all threats against them, and to me this is a direct threat against the sovereignty of Ulgania," Tres said, pausing only long enough to clear his mind over a sip of his tea. "As things currently stand, I have allies, but most of them remain in a state that would not allow them to launch a breakout against the WMD. With Porcu's added muscle, we would be a step closer to having this solidarity.

On my end though, as long as our nations remain close and relations open, Swiss-Roman West Afrika could be put under a higher priority of protection by the Ulgan armed forces. Between having a very mobile army that can move within the region, the Atlantic fleet (OOC: roughly 200 ships) could provide a level of military protection for West Afrika that's marginally higher and more efficient than anything you could respond with from Europe."

OOC: Yeah, in my civil war it was the Atlantic Fleet that tipped the naval scales by arriving and ending the standoff between two naval factions, mostly by just systematically crippling it one ship at a time... it's a quality fleet.

"I am going to be perfectly honest with you Chancellor...I do not like the fact that you wish my nation to purely sure your interests here in Africa. While I do find the Dominion to be less than friendly I also do not see why I should Porcu in what could be a terrible predicament on solely your account. Currently no hard feelings exist between the Dominion and Porcu and in fact Porcu shares some great trading partners with nations included in the Dominion. This is not to say that things may change in the future as I am just as skeptical of the Dominion's intentions as every other moderate politician, but again I do not see any reason to put Porcu in an unnecessary position. Though I must admit that your proposal to cover a part of Swiss-Roman West Afrika's defense is enticing..."

Nixon was going through dozens of ideas in his head, tossing away stupid and unworkable ones and remembering ones that could help negotiate a stronger agreement as Nixon believed Tres wished to end their meeting with something more than a trade agreement. Widely considered a genius by fellow Porcuians at home and carrying the IQ test score to boot Nixon decided to see if the could propose something worthwhile.

"I did not to be harsh just a moment ago, but I do like to be clear and honest with everyone I meet and talk to and I would not want you to not have the same treatment. Let me say again that I do not trust the Dominion's intentions but as Porcu is in good terms with them so far I do not want to put Porcu in a precarious situation. However, there is a way around this. Would you agree to a set of clauses written into our trade agreement that allow for direct military intervention on behalf of the other upon one nation declaring war against the Dominion, assuming that the situation deteriorates to that point. Worded so that it would seem that either nation is protecting their economic interests in the region Porcu would come in your defense and should Swiss-Roman West Afrika be attacked you would tend whatever support you could until Porcu could fully deploy her forces in the area. What you say?"

Tres smiled inwardly. His seemingly blunt, selfish proposal worked just as he expected. He knew that shooting for the heavens would never work, however it created grounds for a compromise. He sipped his tea as Nixon spoke, seeing that he was more than willing to talk. This made Tres happy, so he knew he needed to make his counterpart happy as well.

“Indeed, my own nation has been trading partners with others that seem to be slowly moving towards the Dominion, or are already under their control. You could say this is a partial reason for our turning to Europe. Markets here have started to look more volatile, and no level of investment may aid the situation at hand.”

Finishing the last of his tea, Tres set the mug on a table beside him. “I respect your honesty Mr. Nixon. It shows a lot of character when one speaks not only for himself, but for his country as well. The Dominion’s untrustworthy intentions are slowly but surely, however, leading towards a great war. They have passed resolutions of late that bar all air traffic from Dominion skies save their own, as well as another that would destroy anyone or anything that partook in anti-Dominion activities, whether or not they are in or outside of Dominion territory. My own admirals in the Pacific have communicated with me personally of increasing accounts of piracy, organized and funded by none other than the Dominion. I personally admit that, again, I am making this more about moving against the Dominion than making a reasonable argument for military cooperation between us, but as you can see they are quietly setting a scene of either being completely with them, or completely against them.”

Leaning forward a little, Tres put his elbows on the small table that separated himself and Nixon.

“I’m sorry for forcing all of these thoughts upon you. These are rather trying times. Everything you have proposed is perfectly acceptable. Mutual defense is a sure sign of faith among nations. You have my, and Ulgania’s word that if the time comes, we will assist however we can. On a lighter note, how is the weather in West Afrika? I hear it can be an exquisite scene this time of year,” Tres said, as he motioned for an aid to start immediate work on a draft for the agreement between Valentine and Nixon.

"There is no need to apologize for trying to provide the best defense for your nation and I think that this agreement is a key step in the right direction for the betterment of both our nations. Our interests are obviously different but that does not mean we cannot find common ground on certain issues in our to protect not only ourselves but budding democracies all around the world."

"From what I understand the weather is pretty moderate this time of year. The rains have not come but the temperature is cooling down a bit during the day and significantly during the night, making for a very pleasant atmosphere. I would highly suggest traveling to Porcu or Swiss-Roman West Afrika..." Nixon concluded with a solid smile on his face.

If Chancellor Tres Valentine was able to produce a solid agreement that Nixon could sign and bring back to Porcu it would be his second major international victory in just a few short weeks, having hosted the honorable Ted Littleton of the Confederate States of America a couple of weeks prior. Open free trade with a secret clause for military aid and mutual protection; what could be better?

"That's great to hear. With that, from what I've seen Victoria Falls are a sight to behold, however with the rainy season approaching such a site will be obscured by the elements in coming months," Tres said as he quickly read over the draft of the agreement handed to him by an aid, making sure that no sign of military intent was completely clear in the statement.

"I fully trust that this will be to your liking. Two copies, two signatures. I'm sure things will be in order," Tres said enthusiastically. Aware of Nixon's own enthusiasm, he smiled inwardly at what he had managed to accomplish for Ulgania in recent weeks.

Nixon was promptly handed a fine ink pen and wasted no time in closing another successful political meeting between Porcu and a welcome addition to Porcu's dossier of good, reasonable nations.

A firm handshake, smile, and slight nod of the head ended a rather successful meeting for the two leaders and no doubt the Porcuian Senate would be impressed when Nixon returned with another agreement for them to vote on and pass.
