To: The Magistrate of Emangu From: Chancellor Tres Valentine These times are trying. Finding an ally on any front is as much of a challenge as it is a necessity, as well as a show of solidarity. By the powers that be, Ulgania finds herself in a position where her allies have splintered. It is of my own belief that we have some similarities not only between our cultures, but with our foreign policy. We both know too well that the Dominion is a force to be reckoned with. We both have the interests of peace, and self-instated sovereignty. Together, I believe our nations are capable of aiding in this cause greater than they would alone. That said, Ulgania is willing to put forward aid towards Emangu in any format it sees fit. We are aware that the Dominion’s dealings must not go unnoticed. The splintering of the Middle East, and ensuing conflict in Asia and Pacifica are, and will, be trying for us all, and will have very long term repercussions. |

I offer our government to immediately purchase any disused building in your capital and utilize it as our embassy. I assure you that we shall be able to bring it up to par posthaste and thus avoid any unnecessary delays of construction. There, I hope you will not object to formal negotiations of alligance and friendship. I truly hope our people can grow closer on so many levels. Furthermore, once the darkness has subsided, I can pray for a new light to shine on us in the coming years. |

There are several such buildings that have been constructed in the city limits for such a purpose. As a show of good will, we are willing to establish free trade between our two nations, and request a formal meeting as soon as time permits. |

Was there any particular industry in question that needs to be opened to trading? Perhaps you are concerned with the war effort in some way? |
