The Kingdom of Sicily, Sardinia, and Africa no longer exists. Its provinces have been re-organized into provinces of the Empire of the Romans. Hence, the Kingdom can no longer be a member of this organization, as it no longer exists. However, the Empire would be willing to resume its status as an observer, as it had previously.

Furthermore, the Empire would possibly consider signing an agreement with the Treaty of Konigsberg as a treaty between two powers.
