Legacy; something that weighed heavily on Dmitriy's mind. He had only recently seized power in the Murmansk Republic, and the still fragile Republic was yet to experience leadership under a single man. He feared that his legacy would be a short lived one, he needed to prove to the Murmanskites that their future lies with remaining united, not divided.

The flight to Vienna was a short one, arriving at the airport, his bodyguards escorted him off of the plane and onto the Tarmac, where they were greeted by several men bearing the Imperial mark.

"The Empress sends her regards, Mr. President. Please, follow us."

The Murmanski President Kyuvolov had been safely received in Vienna. Quickly and quietly, he was escorted to the Imperial Palace, where he would meet the empress herself. The Empress, along with the Chancellor, Viktor von Doom of Hungary, was excited to receive her foreign guest, and to be among the first nations to formally contact the Murmanskaya Republika.

Vienna saw a great potential in Murmansk. With such vast resources at its disposal, it had the potential to become a regional superpower almost as influential as the Holy Roman Empire itself! However, Vienna also recognized that Murmansk would need time to blossom into a major continental force, and a long-term investment would be required to help the country along in its growth.

That's one of the main reasons the Murmanski president was called to Vienna on this glorious August day. He would soon be made an offer by the Holy Roman Empire, one that would hopefully help his nation along a great deal.

Kyuvolov and his aids finally made it to the gates of the palace, where they were greeted by the Empress. The empress respectfully curtsied, and then beckoned for the Murmanski president to follow her to more private chambers.

He was soon shown to a large and magnificent room, lavishly decorated by Murmansk standards, it was testimony to the ingenuity and wealth of the Holy Roman Empire.

He took in the surroundings, optimistically predicting that Murmansk City will one day be his Capital, and its office just as spacious. Indeed, he planned to expand his borders far beyond where they currently lay. He believed one day, Murmansk will unite itself into not just a Republic, but an Empire to rival that of all others before it.

The Empress turned to face him, quickly drawing his attention back to her.

Dmitriy nodded, "Your Imperial Majesty, thank you for having me on this fine day," he replied to her warm welcome.

The Empress could see the ambition in president Kyuvolov's eyes as he spoke. He had much to look forward to, if he did things right. The country he represented was one of great heritage, however it was also a one of turbulent history. In recent years civil war, a questionable human rights record, and a lack of any sort of international representation plagued Murmanskaya. Furthermore, the country had been humiliated by the arrival of Great New French forces, who overtook a portion of Murmansk in the name of their empire.

The Holy Roman Empire was perhaps the first country to recognize the true potential of Murmansk though. And it was certainly the first one to act on the notion that Murmansk could one day be the greatest power in the North of Europe. It was true that Murmanskaya was the single country in Europe with the most potential for growth. The Empire wanted to ensure that the rise of Murmansk was influenced by the right people. Creating a partnership with Murmansk would be one of the best foreign policy moves that the Empire could possibly make. And indeed, the benefits would be mutual.

"Thank you for coming, Mr. Kyuvolov. matters of great importance need to be discussed today. The Chancellor and I would like to help to aid in the creating of a strong, stable government within your nation state. We would really like to see the rise of Murmansk as a major force in the European community."

Kyuvolov slowly nodded, "You are referring to the most recent civil conflict, yes? I can assure you the debacle has since been resolved to the best it could have been. The Murmansk Republic as you have come to know us has a stable Government, and while we may have our... *Opponents* lurking to do us harm, they lay largely outside of our newly established borders, not within."

"As for becoming a major force in Europe..." he continued, "I am afraid the politics are currently against us. Kandalaksha has never ceased its war with Monchegorsk, Ostrovnoy seeks to retain its independence-- for the moment, but worst of all, the French control the rightful Capital of our people, Murmansk itself. As so long as the region of Murmansk itself remains divided, Europe will see four Murmansk's, not one."
