Mechanized divisions and infantry divisions still patrolled the streets of Serpentine. The troop presence had noticeably declined since before the civil war, and ensuing war with the Hegemony, but it was still there. Major rebuilding and cleaning efforts had concluded, and the people who had fled the city had returned. The cultural patchwork that was Serpentine, and in turn Ulgania was once again present, and this fact was going a long way towards the return to normalcy in the country. But this morning, a different story was on the security forces minds. Over the course of the day, delegations composing of the highest ranking members of many of Ulgania’s allies would be arriving. Tres Valentine, who had been awake since 4:30 in preparation and anticipation for the day’s events was already making a flurry of calls. The Government Security Agency (GSA) was responsible for the safe movement of delegations to the conference chambers, which were to be located in the Paston Hotel, a 5-star hotel located on the same premises as most of the embassies from around the world. The hotel was typically used by foreign delegations and members of various nations’ press and media outlets. The Paston contained inside it an adequate conference chamber. The setup was to be a large, heavy oak table, fashioned by Ulganian craftsmen centuries earlier, and preserved beautifully to this day from the late Roland Valentine’s personal collection. Around it, plush chairs that were meant for comfort. Around the wall, a raised platform two meters off the floor encircles the room with chairs around it with a surface encompassing it to be used as a desktop for observing parties. The main lights were planned to be darkened, and lamps placed on the large oval table were to be used. The room itself was windowless, so the general environment of the room wouldn’t be effected by the time of day, or the weather. Greeting delegations at the hotel would be a group of Tres’ personally bodyguards who would escort delegations to their rooms, and give them contact information for anything they may need. Everything was being planned to a tee. Tres was a little nervous, or course, as this was his first real act of diplomacy. In less than 10 hours he would be making one of his first, of many speeches in his life, but it would definitely be an important one. Looking out the window from his estate off the chancellery complex he had a decent view of Serpentine below him, with the river snaking through it and the fog rolling through the lower end of the city. All he could do now though was wait for delegations to arrive. He made a point to get through the daily minutiae of his job as efficiently as he could before delegations started to arrive. Ato Mesfin Seyoum arrived in Serpentine City for the first time in years and ironically, was the first to arrive. The city still bore a few scars of the civil war, but had recovered remarkably quickly. Having been cleared with GSA, the former Minister of Foreign Affairs now had a new job. He had been appointed by Prime Minister Barack Obama to represent Morrocon in these proceedings. Since the civil war many questions had arose, such as the future of the organization. There was still the fallout from the Iraq War, the use of atomic weapons, the Dominion, and other pressing matters of state. It seemed as though the world could never be content with boredom, something was always brewing regardless of the circumstances. Trouble was brewing again, he could sense it. With the end of the war the Combine presence was still very strong in port Commendia, a presence that the Ulganians weren’t very fond of, nonetheless Combine forces had not received any commands to withdraw so it looked as if the Combine was here to stay for the time being. Being such it only seemed natural that Marcus Abbot would attend the conference on behalf of the Combine. Posted Image There were many pressing matters at hand such as the Combine force still in Port Commendia and Sedulionic inclusion into the Serpentine pact. All matters that were of first priority to the Combine, all other issues would come second. Abbot's sole purpose was to make sure that all Combine dealings were met; without hesitation. |

A dark skinned African entered the room, having recovered from his previous engagement. Dressed as he was when he met the Ethiopian head of state, Ptolemy was quite a sight to behold amongst the others. His clothing, hardly in line with the traditional thinking of many of the other consulars, was fully in communion with the thoughts that were prescribed him by way of anarchist philosophy. Brushing his relaxed hair from his eyes, he moved to shake hands with Tres as the others did, not armed in any manner nor followed by any armed guardian. After his last engagement, he decided wholly to take these manners into his whole hands. |

Tres Valentine heard news of the remaining delegations arriving in Serpentine. As time had gone by, he had personally rewritten some parts of the speech he was to deliver later on. For now though, he had to make it known that Ulganian hospitality was impressive. Suddenly seeing to the finer details of the proceedings, many of the hotel’s staff had quietly noted with some amusement a general degree of nervousness displayed by the chancellor. A strong leader though he had proven to be towards his people, this was his first experience in front of a crowd of world leaders and dignitaries of this caliber. As the noon hour wore on, and delegations had started to take their seats in the conference room, whether at the table where the discussion was to take place or in the observation gallery Tres moved from dignitary to dignitary, making small talk and tried to lighten the generally stiff mood. He was feeling lighter on his feet than usual, and soon left to prepare for his formal address to the dignitaries. No press had been allowed into the meeting, so he was at least relieved to know his words would not be spread to the general public right off. OOC: I’m actually planning on posting a couple ‘chunks’ of the speech, instead of writing a fully fledged speech. Note, every keynote speech that had to do with anything political (including Obama’s former foreign policy advisor) take FOREVER, but it’s still something that would be fun. |

“Ladies and gentlemen, esteemed leaders from around the region, and the world, it is my pleasure to formally begin these proceedings. I am proud to be before all of you, as it shows that Ulgania has been able to see its way through the trials the past months have brought upon it. It is clear that peace now reigns, but as history has shown, any peace can be shattered in a moment. And that’s partially why I have requested an audience with all of you now. All who have arrived, whether participating or observing, honor and humble me. Ulgania, as a world power, has little power alone, and as one of the initial members and host of the Serpentine Pact wishes to see a strong, resilient Pact. However, it is possible for a group to have much power, but no clear direction. I wish to use this opportunity to bring up several issues that have relevant repercussions to Serpentine Pact nations, and those around. These include the increased Dominion activity in Africa, a possible expansion of the Pact itself, the use of a nuclear weapon by Al Qalaa, and on a personal note, the establishment of military bases between Ulgania and Ukabanea.” Tres continued on, touching on many issues that pertained to the future of the Pact, and the health of nations involved. The speech itself lasted the better part of an hour, all of it carefully constructed to ensure the stability of Ulgania as well as hope to bring Pact nations closer. “There are many trials ahead for the world, and hopefully the Pact can see its way through. Hope is a powerful force to cling to, and I personally wish to see it used to maintain unity. What is the issue regarding Sedulion inclusion that the Combines wishes to discuss. While waiting for the Combine to give a response, Ato Mesfin Seyoum went on to reiterate what Tres had said. The Dominion is starting to make more of an impact day by day on world affairs. Even here in Africa, their presence cannot be ignored. Just off our beloved shores, OSS has indicated to our Ministry of Defense of a military build up on Socotra Island. This can only mean one thing, invasion. Question is who? I think expansion of the Serpentine Pact should be done conservatively. We cannot just let anyone into this organization. The world is starting to tear at the seams and fingers are all pointing at the Dominion. The world is organizing into 2 camps, World Military Dominion and anti-World Military Dominion. Diplomacy must be maintained if world peace and hegemony is to be achieved. Tres also brought up another issue. Al Qalaa, while a proud member of the Serpentine Pact, did use nuclear weapons against an enemy. The United States of Morrocon does recognize a nation's right to develop and use weapons of mass destruction but does not condone the use of said weapons lightly. We need to develop some form of reprimand for these actions unless the Qalaa'ians can come up with a valid and concrete explanation of their actions. Which above all should explain why it was necessary to hold coalition members in the dark of said deployment and the deployment over a waterway which commercial traffic and trade winds are prevalent and relevant in. Ato Mesfin Seyoum said while opening a bottle of Ciroc and sitting down. |

" I believe it is obvious as to why this issue should be addressed, the Imperial Combine and the "state" of Sedulion have been at war for sometime now. Even as we speak the lord of the Combine leads the assault on the capital city of Damascus. We believe it would be in the best interests of the Serpentine pact if Sedulion was left out for the time being. Having two warring states in the same alliance would not be good for the pact especially in its infancy. Now, this is not to say that Sedulion would be banned indefinitely, we would simply like to exclude them until this conflict is resolved." Abbot faced Ato Mesfin Seyoum. "Now, as to addressing the Dominion issue I believe it would be the best course of action to remain secluded from the Dominion if we are to remain sovereign and free. |

"It would not be wise for two warring factions to be in the same alliance. However, as things stand Sedulion is only an observing member. Observing members do not take part in the policy making aspect of the Pact, and have thus far not had any influence. While I understand your concern Abbot, I can only say that they have no impact as a party. Later on, I would actually like to address the status of observing parties, but for now let us move to the matter of the Dominion. "A militant move against them would be suicide, however the actions it takes around the world have put it in an irrevocably dangerous position. It is, as Seyoum remarked a threat that is growing near Africa. Seclusion from WMD is paramount, but how should we react? I suggest a formal protest of Dominion activities, albeit a peaceful one." |
