Gentlemen of the Treaty of Konigsberg, I have served as my nation's ambassador to this organization since the Communist Republic signed the treaty. I have been informed by my President that I will soon be replaced, and I wish to leave my mark on this great alliance before my tenure is up.

First off, I would like to say it has been a pleasure working with you all. I value the friendship I have with all of you. I hope to stay in touch.

However, there are more pressing matters that threaten Europe and this pact. First and foremost, this pact has become stagnant since the end of the war with the Madrid Pact. We had, and still have to some degree, the ability to shape Europe's future, and we have allowed it to fall by the wayside. We have allowed a tyrant to illegally seize power in Russia, we have seen the Spanish delegation leave, and we have horribly mismanaged the occupation of Cerdone. Not to make any accusations or anything of that nature, but it is most alarming that Menhad has in fact withdrawn its forces from its occupational zone.

Beyond that, we have failed to assert our influence against the greatest threat to civilized society in the world, that being the Dominion. And now we allow another power, this League of European Democracies, to rise right under our noses.

We must deal with these threats. I hope you all may make the right decisions for the good of Europe and the world. Farewell.

On the matter of these so-called threats you discuss, Yshurak suggests to this council that diplomacy win out. War doesn't solve everything, and my country is certain that other national leaders are willing to listen to our positions.

It has been a pleasure to have worked with you, and your replace will have very large shoes to fill. That said we will address the issues you have put forth.

We have faced a lot together, but our challenge is not yet over. The Dominion is growing, but it has yet to expand its reach to Europe. We must act and find allies, out side of Europe.

I can't say how the occupation of Cerdone is going in our allies sectors, but I can say that we have left our in a stable state, and it is able to stand on its own. We withdrew our troops for one reason alone, the war in the Middle East and Africa. African Menhad was invaded by several nations, and to keep them from overrunning our lands we had to draw ever able soldier in our armed forces. And now that the threat has passed, we still feel that our presence is not necessary. If our allies wish to occupy our zone then they are free to it.

As representative of a founding party in this pact I salute your fine contributions, and wish you all the best in your future endeavors.

In regards to issues facing the Pact, I believe that although now dormant it still retains the capability and willingness to rise up against a common enemy. If the Dominion or any other group wishes to move against any nation of the pact, Germany shall answer the call to arms with honor and dignity, as I hope all other nations would do as well.
