Again, the nominal monarch of Zeelar would meet with a foreign delegation, whom should have been arriving by train any moment. They were supplied with the transport when they had first arrived, and Zeelari authorities were careful to care for them. Devin Wire awaited in his circular library, built into one of the Onion Domes of his palace. The governmental estate had, of course, been itself modeled after the famous Saint Basil's Cathedral, though it had in fact been constructed long prior to the conversion of the nation to Orthodox Christianity. No longer was he dressed to entertain the needs of an Eastern scholar. Rather, he appeared once more as himself - a 'willow tree' of moppy, brown hair that more than covered his eyes, a blacked hooded windbreaker that bore a somewhat random pattern of red nautical stars, and blue jeans. He waved a hand, motioning it to a servant whom likewise readied himself to prepare refreshments so as not to offend the oncoming envoy. |

The Ulganian Minister of Foreign Affairs, Marcy Trenkist was not only impressed by the architecture of the government estate, but slightly relieved to see the more-or-less laid back nature of Devin Wire. Slightly fatigued from the previous legs of her journey, she still greeted Devin Wire with the respect a monarch deserved. "I'm very grateful to have words with you, Mr. Wire. I hope our meeting will be as productive as I hoped," she said as she took a seat in one of the vry comfortable chairs in the library. Not wanting to mince too many words, she got right to business. "Before we begin, I would like to invite you to join the Serpentine Pact, an alliance being formed with a pan African/Middle Eastern group joining. Leaning back in his chair, Wire thought slowly about the conditions that were being given to him by her voice. Nodding slowly, he started to formulate his own question, "If I do come into it, would my previous entanglements and obligations with the Romans, and the continued religious signifgance that I place on foreign affairs consitute as an Alliance structure that Zeelar is already in? Could free trade be promised throughout the alliance system? This is one of my paramount concerns." |

Going over the wording of the agreement in her mind, Minister Trenkist answered. "One of the articles says that trade shall be established. While it doesn't specifically say free trade, I do know that there are nations that are speaking of free trade with each other. Also, for what it's worth Ulgania is offering and encouraging free trade throughout this alliance. Also, as far as other alliances go, as long as you have no formal membership with another alliance you can apply to join. The alliance also has no preconditions over religion." |

"I would encourage the alliance, should Zeelar become a member, to encourage such free trade. I hope you understand that it could only benefit all of the member states that are involved. I suppose that when it comes down to it, Zeelar is within no formal agreement. However, I find it a ominious that there is no way to escape should we enter. Therefore, I would entertain signing such an agreement, if it is promised that no ill will should ever be held if we were to retract this in the future." |

"It is not compulsory to remain in the alliance, but it is suggested that membership remain steady. While I cannot speak for all the treaty's signatories, retraction of membership would not be viewed with ill will by Ulgania. We still hope that you decide to join. Also, on a smaller level we were wondering if a general agreement of mutual defense be established. Also we were considering various other operations in Africa to strengthen the continent, and working to make some of the less fortunate nations more stable and able to have a voice in the workings of Africa." |

Would they be of a military nature? Political? An economic solution? I trust you are of course knowledgeable of Zeelaran ideology, and why I would generally reject anything that establishes much government." |

"Well, as Ulgania is now in a position of relative safety and stability in this turbulent world. What the Supreme Chancellor hopes to hold a conference in Africa with all African nations having delegations in attendance. The hope is to create a strong, unified Africa with African power. Now though, while were are on the subject, as this detail is meant for a later date I would like to move on to the trans-African railroad. Any thoughts on this?" |

"Well, I for one believe that it should wait until after the war is over. There is still much to be done before ground can properly be broken, however once things settle down we imagine a route moving from Ulgania, north, winding through different countries along the way, and hopefully anotherline or two moving east to west. Getting all of these together could stand to make commerce explode in the nation. |

Marcy slowed her pace a little. "I'm sorry... that was a mistake," she said, stopping and turning to face Devin. "In the old times before Ulgania unified, and the government took power some tribes had rigid cast systems. I myself was lucky enough to be born into a higher cast in my tribe's region. Historically, all those of lesser birth were peons, and I myself was just another peon to the tribe leaders. That term... I've sworn never to treat anyone that way, but that term, like a lot of my past occasionally catches up to me." She stepped forward and extended her arm to Devin Wire. "Thank you, sir for calling me on my mistake. It's something I hate doing, and always regret doing." |
