The Serpentine Pact

Article 1

The Contracting Parties shall consult with one another on all important international issues affecting their common interests, guided by the desire to strengthen international peace and security.

They shall immediately consult with one another whenever, in the opinion of any one of them, a threat of armed attack on one or more of the Parties to the Treaty has arisen, in order to ensure joint defence and the maintenance of peace and security.

Article 2

In the event of armed attack on one or more of the Parties to the Treaty by any state or group of states, each of the Parties to the Treaty shall immediately, either individually or in agreement with other Parties to the Treaty, come to the assistance of the state or states attacked with all such means as it deems necessary, including armed force. The Parties to the Treaty shall immediately consult concerning the necessary measures to be taken by them jointly in order to restore and maintain international peace and security.

Article 3

The Contracting Parties have agreed to establish a Joint Command of the armed forces that by agreement among the Parties shall be assigned to the Command, which shall function on the basis of jointly established principles. They shall likewise adopt other agreed measures necessary to strengthen their defensive power, in order to protect the peaceful labours of their peoples, guarantee the inviolability of their frontiers and territories, and provide defence against possible aggression.

Article 4

For the purpose of the consultations among the Parties envisaged in the present Treaty, and also for the purpose of examining questions which may arise in the operation of the Treaty, a Political Consultative Committee shall be set up, in which each of the Parties to the Treaty shall be represented by a member of its Government or by another specifically appointed representative.

The Committee may set up such auxiliary bodies as may prove necessary.

Article 5

The Contracting Parties undertake not to participate in any coalitions or alliances and not to conclude any agreements whose objects conflict with the objects of the present Treaty.

The Contracting Parties declare that their commitments under existing international treaties do not conflict with the provisions of the present Treaty.

Article 6

The Contracting Parties declare that they will act in a spirit of friendship and cooperation with a view to further developing and fostering economic and cultural intercourse with one another, each adhering to the principle of respect for the independence and sovereignty of the others and non-interference in their internal affairs.

Article 7

The present Treaty is open to the accession of other states, irrespective of their social and political systems, which express their readiness by participation in the present Treaty to assist in uniting the efforts of the peaceable states in safeguarding the peace and security of the peoples. Such accession shall enter into force with the agreement of the Parties to the Treaty.

To Paraphrase:

Article 1: Consult with one another before doing something potentially important.

Article 2: If attacked, all member states must come to the aid of the attacked member, with whatever measures they deem fit.

Article 3: a joint military command, kinda like NATO's

Article 4: a joint governing body shall be established, like a private UN

Article 5: don't join other alliances.

Article 6: be friends

Article 7: other states may join, if approved by popular vote.

My noble friend and ally, it has come to my attention that your Foreign Minister, Ato Mesfin Seyoum, has signed a treaty with Al Qalaa. The Kingdom of Cyprus and the state of Sedulion, both your allies and your brothers in faith, are in a state of war with Al Qalaa, who allies itself with the heretics of Ukabeana. Al Qalaa is a rogue state and I, as would my King, advise that you abandon the treaty and sack your Foreign Minister.

These are outstanding allegations. We regard your current status of war as unfortunate, but as Prime Minister I must do what is necessary to insure the interests of Morrocon are protected. The Serpentine Pact provides such a forum. It would be wise for your nation to understand that Al Qalaa is the single largest supplier of crude and to shrug them off would result in unnecessary economic turmoil at the pump.

We have no qualms with Ukabanea, Sedulion, Cyprus, or Al Qalaa. If anything we are trying to use this organization to try and purge out dangerous elements in Africa. I can assure you that I will do everything in my power in the last days of my ministry to bring an end and positive settlement for both Sedulion and Cyprus.

I have always regarded you as a personal friend and I must agree that an alliance is a bit too much. I would not sweat too much. God will intervene in the upcoming elections for Prime Minister. This ministry and the current party in power has taken many hits for its foreign policy choices. God has a way of punishing those who stray from the teachings of the Church.

Unfortunately, you will have to bear the shame of an Orthodox nation being a part of this for a little while; as I have no direct political power.

With Menhads emergence into the war I believe it is time that the Serpentine Pact adhere to its second-most policy. Though with the political upheaval in Sedulion, as many as you may know, Ukabanea may have to be excused from this conflict as our military gaze must be focused on the heretics of Sedulion at this time, however once our conflict in Syria is at its end I will shall gladly bring the full weight of the Combines armies down upon the enemies of the pact.

The Ulgan state hopes that other nations see this treaty as one of unity. The people of Ulgania are not driven to some religious end, but one that reflects prosperity in this world. We hope this world can benefit from this treaty, and believe that by pulling these nations together it can bring the world closer to a rational, stable level of globalization.

Al Qalaa moves that, until the end of the war, the Pact is headquartered in the Ulganian city of Serpentine.

We also move that Menhad and Babel are deemed outside attacks, and request that the Pact enter war with them.

Globalization, we believe, is not an accurate term. The treaty urges member states to lower or remove tariffs on goods between member states, but is not required or even explicitly mentioned.

On the issue of religion: this treaty one of inclusion. It deals with government, like any other earthly creation, a tool that can be used for good or ill. The treaty means to ensure friendship between states of differing religious backgrounds, rather than impose one religious ideal on any other.

Take Al Qalaa: a religiously conservative Islamic state. If the treaty were to in any way make an admonishment to Islamism and not to, say, Orthodoxy, , the treaty would be inherently unequal.

This treaty is not Atheistic, it is religion-neutral.

The nation of Ulgania feels that it is now prudent to reconsider the formation of the Serpentine Pact. As matters of African importance arise, matters of colonialism and the rights of sovereignty within African borders have become a paramount concern to us in Ulgania. The general support given to Scythirus and its attack of an African nation to wrest control from one government, and to use that control to create a new government is a slap in the face to African sovereignty and does nothing to strengthen Africa. If anything, it creates a setback. One that further puts the Middle East and Africa into war over what Africa wants nothing more than to eliminate. While I am sure I do not speak for Africa as a whole, I know I speak for those who object to colonialism, and would hope that other African parties agree that when push comes to shove, colonialism must be stamped out of Africa. While many would cite Menhad as case for war, the operations against it have been viewed as unnecessary and an obstruction of what could be a rather unorthodox, yet worthwhile relationship.

Menhad has proven that the holdings in Africa are more than just a colony, but a vestige of what makes Menhad a state in itself. The actions of its people, the way they defy death and overcome the obstacles laid out before them, in the realm of overwhelming numbers and the potential to lose their lands have come to show that they, as people, support the government, support the rule, and support the claim that African Menhad is a state, and not a colony. The people have made their choice, and as a government that serves to the people, the Ulganian government has no right to pursue further conflict with Menhad in the name of fighting colonialism. Forcing a new government on the people is no better than supporting colonialism itself.

Also, in the name of supporting colonialism the chancellery of Ulgania demands must make it known that it condemns those nations who are not only signatories of the Serpentine Pact and support Scythirus’ invasion of Zolony.

If Ulgania no longer wishes war, Al Qalaa will not force it upon them.

If she no longer cares of Menhad's unprovoked attacks on Al Qalaa, so be it.

If she will stand by while Al Qalaa struggles for survival, so be it.

These recent events startles and confuses the Empire, why one of the key founders of the pact would leave for "African Sovereignty" instead of an Inter-continental Alliance perplexes us. If Ulgania wishes to leave the Serpentine pact then so be it, but if it wishes to do so then the Capital of the pact must be moved.
The Combine Wishes for Bactra to be an Observer and, through our good friendships with the king, shall take it one step further and invite them to the pact if it so wishes it.
