A MEETING BETWEEN ULGANIA AND MORROCON

The weather was unusually cool, a sharp breeze ripped through the metropolitan area of Addis Ababa. Morroconian Defense officials were promptly wired a brief informing them of Ulganian diplomats flying over their airspace. A cohort of Su-30MKIs arrived immediately to escort the Ulganian delegation into the nation's airspace.

The Ulganian plane landed safely and without any real turbulence. The delegation team began to disembark from the aircraft and were ushered into their designated limousines. The city was constantly expanding and re-expanding its infrastructure. Express lanes and overpasses, even overpasses for overpasses. Down beneath the expanse of roads were the mass transits.

After a while, the team arrived at the Federal District. The Morroconians had a new twist, the city authority of Addis Ababa had recently completed a new 8-lane tunnel that would take the passengers directly to their designation. The limos promptly pulled up to a well-dressed standing troop cohort and the Foreign Affairs Minister himself, Ato Mesfin Seyoum.

I am honored to see you at last. I trust your journey from Serpentine City was a pleasant one. Come, the board room is prepared.

Marcy Trenkist greeted Ate Mesfin Seyoum with a smile and offered her hand to the Foreign Affairs Minister. "Oh, I wish I had come from Serpentine City. I have only just come from fruitful negotiations in the Middle East, Al Qalaa to be precise. Please, let us begin," she said as the two, followed by the troop entered the exquisitely structured board room.

Since becoming Foreign Affairs Minister, Marcy was above all happy for the opportunities to travel the world. While Serpentine was impressive, and increasingly so by the days and weeks, the rest of the world had a way of charming her. Between the beauty within Al Qalaa's fortifications, and the sprawl of Addis Ababa, Marcy felt more than humbled by what she saw.

Why of course, I have here an agenda. Mr. Seyoum signaled for the attendants to distribute the agendas around. It was a red-leather bound folder bearing the national emblems of Ulgania and Morrocon embroider in gold.

I think it is safe to say that Parts I and II we have already agreed to, the Ethiopian Orthodox Republic will more than happily foot the bill for the construction of embassies and consulates within the jurisdiction of Morrocon for the use of Ulganian diplomats.

The Ministry has informed me that they wish to engage in a pro-Africa policy. We feel that Africa has been exploited throughout the centuries by outsiders and we are currently planning measures to further protect the harmony and regional hegemony of Africa. So to bring this dream into fruition, the Ministry would like to see a mutual trade agreement between our two great nations. Please, feel free to inform me as to what conditions you would like to see Morrocon to fulfill and then, of course, I will see what Morrocon would like of Ulgania.

"A mutual trade agreement is perfectly acceptable, under the condition that both parties will agree to meet whenever one feels they are being treated poorly, or have new terms to discuss. We have seen too many nations fall apart over the centuries due to one side abusing the privilege of a free trade agreement. Also, we will gladly pay for the establishing of an embassy in Ulgania. Any nation who wishes to have one may do so to the expense of the Ulganian Gil."

Marcy chose her next words carefully. "One matter of defense that I would like to discuss, under direction of Ulgania's leader is, considering mutual defense being on the agenda, the option of mooring a Battle Group in your waters if the need arose. Our nations' proximity may be close, but when the need arises rapid naval and air deployments to areas otherwise inaccessible from Ulgania-Proper would be necessary. While I am sure your nation has its own idea for mutual-defense, please consider the option of opening a port for us, and allowing us passage in your waters.

Likewise, would we be civilized if we did not provide a way for an abridgment? It is settled, Morrocon and Ulgania will have a mutual trade agreement. Morrocon's economy is based upon service and manufacturing. Here are the economic statistics the Finance Ministry so generously provided.

Of course, we would expect the same from you.

Now, unless there are other issues at hand, I can make it a point to sent a copy of the proposal we have drafted to the Chancellery for approval. I am more than sure it will pass mustard, as they say. But, just to clarify we will most likely have no need for a full Battle Group to be stationed in Mersa Fatma, but in a time of war, if need be the port and surrounding areas may be secured as per Morrocon's will without violating rights of sovereignty.

OOC: Sure thing, just let me know what port facility when it gets posted.

I believe our business is done.

Just one thing sticks out to me that I think deserves clarification. What is NOCOM? The Office of Strategic Services has not compiled enough information for the Ministry to know whether or not it is something worth entering into.

"Ah, of course. NOCOM is just the shortened version of Norther Command, the fleet that has an Area of Operation in this area of the ocean. Most of its time is spent at sea in International Waters and in stand-down, but having an open port is certainly useful.

One more point of business. How would you feel in having Morrocon play a role in the alliance that is being formed in the Middle East? The invitation is open, and would greatly benefit all parties involved."

OOC: For RP purposes, the facility is named Port Commendia.

Oh, and I don't know if you've seen it, but just check out this thread. Just post in it I guess. We don't have anything formalized as of yet.

Thank you for clearing that up for me. No objections then.

Of course, we would be interested. Our nation is in a unique situation; half Middle Eastern and half African. Although we see ourselves as more of a power here in Africa. Situations do often emerge that require our immediate attention in the Middle East.

I believe OSS
(Office of Strategic Services) has informed us that Al Qalaa and Ukabanea are current participants for this organization. I will gladly push Morrocon into such an alliance as currently Al Qalaa is a mutual friend. We have 560,000 legionaries stationed in Al Qalaa to ward off attacks from Gilead.
