The State of Ulgania is looking for investors to, to say it lightly, set up shot in our country. The country, while being relatively modern still has an economy dependent on the exportation of raw material, and the importation of manufactured goods and durable goods alike. This state of affairs, while currently working well economically will have to shift in a new direction if the country wishes to remain on its feet. Our top economists warn of a looming trade deficit which could strangle the country's economy, and we would like to preempt such a disaster before it occurs. Ulgania is not, however a third world country. It is modern, with heavy investment in its infrastructure. The country remains peaceful, and has much to offer in terms of agriculture, raw material, and lower costs for setting up manufacturing sectors. Our currency is strong, among the strongest in all of Africa, and our citizens affluent and fully capable of purchasing more heavy duty goods. The markets for thousands of high-prices items is more than open in Ulgania. The business just needs to be brought to it. OOC: I'm not on the African map yet, but I'm in the general Zimbabwe area. My country is actually peaceful and stable right now, so things are good for investment |

Just a side note: 50% of all mines, farms, oil fields, and otherwise harvestable aspects of Ulgania are nationalized, and all development will be overseen to a limited extent only to ensure that workers rights and safety are ensured, that fair business practices are being met, and that little to no damage is being done to the environment, or the state of health to the country. OOC: Basically it means don't act stupid in my nation. Heh. And Al Qalaa, I have other things to discuss with you. |

Amalgamated African Development, based in The Anarchist Fiefdom of Zeelar, is offering a proposal to privatize these nationalized industries that would permit for the construction of private holdings as well as mills to create finished goods, within the Ulganian homeland. This scheme would involve the government issuing shares of stock to be placed into private hands, so the government could rid itself of this investment, thus allowing more freer trade. |

While the privatization of nationalized resources may be very profitable in the short run, considering the vast public disapproval of such actions in the long run, as well as a certain degree of national pride this proposal would have to fall within the confines of the non-nationalized aspects of the country's resources. This amount is still high, and will still benefit all parties involved. The available resources could be overseen by the government, and privatized through shares of stock however. -Secretary of Commerce, Nora Clellen --- We are prepared to allow for Al Qalaa to begin a general purchase of petroleum rights in Ulgania within the confines of available resources. Many passenger trains are held to different standards as freight rail lines, in that they don't need to fit international standards. However, all freight lines fit to the international standard gauge of 4 feet, 8.5 inches, and can handle a 135 pounds/per linear yard load. The network connects all major cities and ports. |

We are sure this shall benefit all sides, as you have stated. ----------------------- This is a golden chance for investment then, considering Ulgania's position. A Cape to Cairo railway is still long out of reach, even though the Trans-Saharan service has been long traveling. That being said, this is a leg to stand on for that dream. There is much unclaimed land, to do as any please, between Ulgania and nations north....would any authority give charter, as Zeelari investors have, to a new Trans-African Railway? OOC: I am referencing, of course, the dream of Cecil Rhodes, the diamond magnate of whom Rhodesia was named for. |

This is allowable, however all international financial institutions running in Ulgania are subject to the same rules and regulations as nationally run banking services, and will be held accountable by the Banking Division of the Department of Commerce (BDDC).
Perhaps a joint charter for a Trans-African railway, with construction occurring by more than a single firm run by a single nation would be a better option. A monumental task as this could be seen as a sign of regional pride. The Sovereign State would be more than willing to aid an endeavor such as this one. Edited by Ulgania, Jun 11 2008, 04:19 PM.

We thank Al Qalaa for this generous donation, but it is not quite necessary anymore. However, in the spirit of goodwill, instead of idly handing it back, we will return this goodwill with a 7.5 billion gil investment into a modernization effort of Al Qalaa's arms manufacturing industry.
