My government has recently been in contact with the Yshurakian government over that state's possible application to join the Treaty of Konigsberg. As you know, the CRQ fully supports Yshurak's inclusion in the ToK, as it would give us effective political control of all of Europe, save the Papal States. However, Yshurak does not wish to leave the United Socialist Alliance, which it founded. In addition, it would like the CRQ to join the USA in exchange for Yshurak joining the ToK. To be completely honest, the CRQ has no real interest in the USA. However, we greatly wish for the last true wild card in northern Europe to be incorporated into the Treaty. Yshurak has conveyed to us that it will pledge to place the ToK above the USA in cases of conflicts of interest, and the CRQ will do the same. Furthermore, such a move could help us control the USA, which could pontentially become a threat otherwise. Thus, the CRQ asks for Yshurak and the CRQ to be made exceptions to the one alliance clause of the ToK. Comrade Vladimer Zubkov Ambassador to the ToK for the Communist Republic |

Yshurak is a European nation. The Treaty of Konigsberg is a European security treaty. We do not see any problem with including them into the pact- in fact, doing so would only help to further stabilize Europe and prevent a repeat of any potential European conflict, by putting yet another great power on our side. We are fully supportive of this idea- besides, the USA is made up of only Españora and a few national communist parties. |

This is a dangerous precedent to set, as it undermines the very foundations of this entire treaty organization. However, in the interest of European stability and security Yusurak would be a valuable ally in all matters. With this in mind, Germany will vote in favor of this exception, but only on the condition that all members of the treaty consent to the addition of an amendment to the treaty's charter which completely forbids any future attempts at creating exceptions. |

"I motion that this be put to a vote, under the terms: Any nation may override treaty requirements for participation in the Treaty of Konigsberg, with specificity at the time of entry as to which Articles they may ignore, with an 85% approval rate by the Treaty Organisation. This will not limit the ToK in the future, as the German amendment would, but make it very difficult for any old power to bypass treaty requirements for the ToK." |

Because if an exception will be made one time will be made many times and if, hoping in a far future, Yshurak alliance should come in conflict with ToK, Yshurak position will be no clear and, to conclude, why accept with this emendament Yshurak and not accept another nation? Hungary will vote YES, only and only if, exclusive clausole will be removed by the Treaty Chart, remembering that our acceptation in ToK was submitted by the dissolution of Danubia Union. -- Janos Walker, foreign minister of Hungary. |

This amendment does effectively that - it removes the exclusive clause of the Treaty of Konigsberg, by allowing the current members to vote on a case-by-case basis whether or not the interested nation may retain membership in other alliances. That is, it allows for potential members to bypass that restriction, with a majority vote in favor of permitting them to do so. If that is the only reason the Hungarians cannot vote yes, then it is no reason, and Hispania requests they move forward with the affirmative vote. OOC: Can we take a quorum of active members to decide this? Or do we have to wait for members like Pascoag to notice this? |

With a 6 vote majority achieved and no opposing voice heard, it is the opinion of Germany that this amendment shall be adopted for our treaty. The following text is hereby entered into the treaty Any nation may override treaty requirements for participation in the Treaty of Konigsberg, with specificity at the time of entry as to which Articles they may ignore, with an 85% approval rate by the Treaty Organisation. Yshurak thanks its fellow European nations for their support in allowing its admittance into the Treaty of Konigsberg while maintaining the United Socialist Alliance. The stability of Europe is important to ensure that the mistakes of the past are never repeated. |
