OOC: I don't want to waste time with introductions. :P. Please act as though negotiations begin as soon as Chevalier gives his speech- no need to post arrivals.

The Madrid Pact was quickly finding itself in a new position. With the collapse of Andorra, and its potential takeover, everyone's minds were abuzz. But that wasn't the only issue. New Democracies were actually beginning to rise up for the first time in Europe, with the Polish Federation being constructed. All over the world, democracy seemed to be coming back to life. In the meantime, dictators rose, and began to unite. The situation was most enlightening. There was much to do about what had to be done to preserve freedom in the world- which was exactly why Çerdon parliament offered to host a meeting for Madrid Pact leaders.

With dignitaries from all the Madrid Pact signatory states present, Chevalier was prepared to open up the conference. Once all the leaders had taken their seats, he spoke, with Parliament quietly assembled behind him.

"Ladies and gentlemen of the free world, I am pleased to welcome you to Çerdoville today. We welcome you here today, as representatives of the free world. You are all representing states that we in Çerdoné are proud to call allies. Since the foundation of the Madrid Pact, democracy has grown in power and prestige, and small, free states have been brave enough to stand up to authoritarian regimes, knowing that the will of the free is protected. This world continues to transform on a weekly basis, however- Andorra has weakened significantly, which has lessened the prospects for Iberian democracy. The Polish federation has risen in East-Central Europe, giving democracy a strong representation in the region. All around the world, democratic and free states are rising, yet at the same time, global dictatorships are also rising," the Prime Minister paused. "This is why I have called you here today. There is much to be discussed."

After saying his opening address, the Prime Minister's aid handed out folders to each of the members, which had note paper and a meeting agenda on the front.

Once all had been passed out, the Prime Minister spoke once again. "If you look at your agenda, you shall see that the first issue I have discussions planned for is the Andorra situation. With it being so monumental as of late, I'm sure its an issue that nobody needs briefing about it, correct? We have made our stance very public- Andorra must be protected. I would like to know what everybody else's stance on the issue is, however, and I'd like to know if any of you here today could present a plan of action."

About the Andorran issue the Duchy's position is the same of Cerdoné . We think that the Madrid pact has to protect its allies and, since Andorra is one of the greatest democracies of Europe, they will surely have the priority .
The only solution to avoy the rise of other dictatures in Europe, in creating a link of state-to state alliance in Europe, before allowing more countries to enter the Madrid Pact .

We agree with this point of the statement of Marslava's delegate.
We would also like to discuss about the recent exoansion of Mircania in the area of Theurusia. Our reason to occupie that area is that a long time ago that land belonged to our countries and that most of the inhabitants of Theurusia have Mircania origins. After negotiations the German kaiser agreed to let us control the enclave of Theurusia. However some very powerful nations refused to recognized our expansion and we sould like to know what the positions of our allies of the Madrid Pacts are.

The Prime Minister began. "If we all share a similar view with Andorra, we must be ready to fight for Andorra's national sovereignty. I would still be interested in hearing what the Austro-Bayern Confederations opinion on the matter is, and what the Swiss-Roman Republic's stance is. Before we leave here today, it must be clear that we have a united sense of direction in this crisis."

"We will discuss the Mircanian Enclave after the other points on our agenda have been addressed."

Then, the Prime Minister turned to the Marslavan. "What exactly do you mean by "a link of state-to-state" alliance? Are you proposing we attempt to gain contiguous members? We are nearly there already. Currently, Marslava and Austro-Bayern are the most far flung of our members, and they are only a short while away by another potential ally- the Polish Federation."

Nixon was never one to jump directly into a conversation, preferring to rather sit and analyze the situation and form a response. He completely agreed with what had been said regarding the Andorra situation, democracy was something he was perfectly willing to go to war over. At the same time he was prone to public opinion but since the incorporation of the Swiss-Roman protectorates of West Afrika, Polynesia, and Brasilias his relationship to the people had never been higher. Many Porcuians believed that Nixon had brought Porcu to the world stage and thought he was performing wonderfully.

Taking his queue Nixon spoke briefly, wishing to clearly inform the other leaders without taking up much time.

"Gentlemen, I can safely say that the Swiss-Roman Republic of Porcu is ready to take a stand on behalf of democracy and liberal progressivism alongside her allies. As our humble host has noted, Andorra must be protected and Porcu is willing to make that commitment. While Porcu does not have an extensively large military, a bill is currently being debated in the Senate which would expand both the number of active and reserve men. The Swiss-Roman Security Force is highly trained and equipped and would be honored to fight alongside allies.

Porcu, like her Swiss descendants on the Continent, prides herself on financial and economic prosperity as well as democracy. An advanced manufacturing and industrial sector would be able to match almost any demand asked of it by allied nations, should the need arise of a secondary source of quality military equipment..."

Nixon acknowledged he was finished speaking as he gazed back over to Prime Minister Chevalier...

The Prime Minister was pleased to hear of the wide-spread support for his plans to save Andorra. Now that he was sure that saving Andorra had near unanimous support amongst his democratic colleagues, he had gained satisfaction. He spoke up once again after Nixon was finished delivering his speech.

"Indeed, Mr Nixon, we have some of the largest manufacturing nations in the world, once you account for Çerdoné and Porcu combined- producing resources should not be much of an obstacle in this instance. Our great manufacturing centers will certainly be able to produce massive stride over the factories of the Konigsburg Treaty.

"I take much pleasure in knowing that Porcu is to stand alongside her allies in this struggle. I am pleased about the positive reactions from all of you here today." The Prime Minister paused a moment.

Felipe Gitana, foreign minister of Andorra, spoke little. He was pleased to hear that his allies supported his nation so readily- but, at the same time, he shuddered to think that his country was to be responsible for the deaths of millions.

He spoke up briefly. "My friends, Andorra thanks you. Our country has been set up by the Hispanic government. We did nothing in the way of attacking the Hispanics- cross my heart, swear to god. The Hispanics will stop short of nothing to accomplish their goal of uniting a "Spain." This will be hell. The Hispanics and their allies are ready to destroy the world six times over- but I am confident that in the hands of these fine governments assembled today, freedom shall overcome. We will never be subdued under "Spanish" rule. Castille and Aragon have never been united, and the notion of a united Spain is radical considering the entirely separate political cultures that have developed as a result of the separation." Then he dipped back into the isolation that had characterized him for most of the conference. He would largely speak from thence forth only when addressed.

Then Mr. Chevalier spoke again.

"We are here today ensuring European Democracy- which is noble and grand, and important to us here today- but, it is my belief that democracy must be protected elsewhere, too. All around the world, democratic states have developed- both large and small- and they go largely protected. It was only recently that the noble little nation, and our proud ally, Eleytheria, was overthrown by totalitarian socialists.

"I believe that if democracy is to survive in Europe, it must survive abroad as well. Which is why I think a plan must be devised by us here today- especially those of us with the capabilities to protect freedom abroad- to address this issue. But first, of course, I would love to hear an opinion on the matter."

Diederick Eckbert shifted uncomfortably in his seat.

He had not been authorized to say much; indeed, it wasn't as if he knew much anyway. His instructions were... not necessarily very normal. Hence why he had sitting in silence this whole time, simply watching the other delegates.

But as the silence grew louder and more awkward, and more glances were tossed his way, he knew he couldn't just sit in silence this whole time.

Which was why he was now shifting uncomfortably in his seat.

Finally, when everyone was staring at him, and he could swear he heard a cricket chirping, he stood up.

"Uh, we, ah, thank Cerdone for holding this summit... at this, ah, critical point in, uh, Europe... and, um, such delicious food! Ah, ha, ha, eh... we have, ah, expressed our thoughts on these matters to, ah, various involved, um... thank, thank you!"

And then he sat down.

The silence was now deafening.

" We think that the only solutions is establishing excellent term with the JAUST for America and tryng to influence the instable Middle East : three dictatures, the Knights of Sedulion, Ukabanea and the Ottomans, are currently fighting in Syria, why not interfere and establish a democratic regime in these countries ? "

"The Swiss-Roman Republic will never stand for such hypocrisy!" Nixon extorted from his position. "We would be using the exact same excuses of the totalitarian regimes if we were to suddenly decide what was best for those people."

"Freedom is just and true when it comes from the mouths of the people, not from government bureaucrats or foreign nations. Yes, I believe that democracy is the best choice of government for a people to follow; yet I understand that it would also be unjust for me to pose my principles on another without them first consenting. If I understood the Marslavan delegate correctly, I can infer that he wishes for the Madrid Pact to actively engage in a conflict that was not ours in the first place and then proceed to establish another regime, which may end up being better than the previous, but against the wishes of the native population. If you wish for my input then I would suggest we establish greater economic ties with said nations. History as evidence, free trade economics is eventually followed by democracy. This is a fine line we walk, looking to promote the ideals of human equality, democracy, and liberal progressivism while at the same time looking not to forcefully establish ourselves upon others..."

The Çerdon prime minister couldn't help but feeling awkward for the Austro-Bayern delegation. He looked dreadfully out of place, and it was obvious he did not belong, or that he disagreed with what was being said. He simply ignored his "statement," and carried on.

"Believe me, if simply installing a democratic regime was that easy, it would be considered- but as my counterpart from Porcu has stated, democratic regimes must be home grown. Myself and other Çerdon strategists believe we have comprised a plan for the survival of democratic regimes around the world. If you'd be so kind as to give me a moment, I will explain it."

The prime minister picked up a remote control and a powerpoint presentation sat behind him, solidifying what he said. "As you know, the Madrid Pact itself has had measurable success in securing the freedom of peoples in Europe. We do not wish for this organization to grow to become supra-European, and rest assured this is not what we are proposing. Instead, I think we need to make some small re-arrangements to our treaty, and work to establish more treaties similar to our own around the world.

"I am aware that not all of our countries have the desire or capabilities required to project our democratic ideals around the world. We think, however, that it is possible for some of our members, and my own state is included in this group. I propose a system in the following manner.

Step One- We reach out to democratic governments abroad diplomatically, establish trade deals, begin political friendliness, and support democracy in that region.

Step Two- We work with our willing regional allies to begin establishing democratic treaty organizations to efficiently protect democracy in that region.

Once the treaties are established, and I believe that the Madrid Pact should be reformed to conform to this, we establish a system where each treaty has two types of members- defenders and members. The protectors of each alliance would be obliging itself to defend the members of said treaty as if it were a member itself. The members of the treaty, however, are not necessarily obliged to protect their protectors. In this way, those of us with the will to may get involved in defending democracy abroad, without smaller government feeling obliged to return to us the favor. Full members of each alliance must come from the specified region in each treaty.

Establishing these treaties would be an effective way of efficiently protecting democracy in regions outside of Europe, gaining ourselves diplomatic contacts abroad, and furthering our stance with governments of the outside world."

OOC: Basically, like this:
Back in the cold war there was SEATO, CENTO, and NATO, and the US was a member of all of them- despite not being in all the regions. It would be a way to protect global democracy for those who wish it, and for those who wish to stay local may do so.

And he drifted off into silence again.

The Prime Minister had no option left but to talk to the Austro-Bayern representative directly. "Mr. Eckbert, what exactly about this proposal puts you off-ease? Austro-Bayern, asa small nation, would not have to play any part in this. The organizations would have no official connection. So why is this "unacceptable?" He shot another strange look at the awkward little man who had come to the conference.

"That's very interesting. Could you explain exactly what would be the tasks and advantages of these ... protectors? Because I think nobody would be a protector if he doesn't ern anything in return. Dispite this we like you proposal"

We do not expect a myriad of protectors to come about- as stated, these alliances will be largely local. Çerdoné will sign as a protector, of course, for each of these alliances. Advantages coming to protectors would be, in the least, increased relations (and probably trade), with the alliance's members, as well as diplomatic presence in the specific region.

"We may take a sidebar to discuss the Mircanian enclave, for sure. Now that we are at war with Germany, we shall require them to drop their claim over Mircanian territory upon our imminent victory. We are, needless to say, in support of the Mircanian enclave, and will fight to maintain its sovereignty."
