The name “Gaius Tullia Avitus” was not a name often heard within Nag Ehgoeg (or, indeed, outside of it either). But today Gaius Tullia (known to a few as Father Avitus) was and would be known. Gaius was not a ranking diplomat. Nor was he head of security or a military official. Gaius was, rather, a janitor. For years his family had been responsible for the maintenance of the building that held the conference. And because he grew up knowing every nook and cranny of the building, he had been involved intimately in the planning of the conference. He knew all of the dozens of security guards and attending staff by name, he’d hobnobbed with Nag Ehgoeg’s rich and powerful when they surveyed the building and he’d escorted the military personal now guarding the building to their positions and helped set up their equipment. The personnel now dragging away the Amish delegate. Perhaps a military official should have countered the men: but the military officials weren’t concerned with one trouble maker. Perhaps the security staff should have taken care of the matter: but the security staff were all inside the building and the soldiers had refused to consult them. Perhaps a Nagian diplomat should have spoken up and insisted the man was on the guestlist: but the diplomats were busy selling Nag Ehgoeg’s nuclear services and information technology. And so, it fell to the janitor (not a King, President or General: just a simple man) to stub out his cigarette, cut his break short and say: “Hold! I’ll vouch for this man. He’s the Amish delegate.” The two soldiers dragging the Elder away stopped and turned to face Gaius. “He’s a troublemaker and he’s intruding. We have our orders.” Gaius was unperturbed. The fact that they’d stopped when he’d asked them to (and were taking the time to argue rather than just drag him away) meant he’d already won. “I’ve seen his picture on the security list and here he is driving a buggy. You can drag him away and throw him in a cell if you want. Then after the conference is done, and the bigwigs aren’t busy someone will realise you made a mistake and heads will roll. Or you can search him for weapons, take ten seconds to check if he is on the guest list and save yourself some trouble…” Gaius paused, “Come on guys. You know me. Would I really want to make more work for myself by interfering with your job? All I want is a nice smoke and for the rich and powerful in there not to mess up my building too much. I’m not making trouble for no reason. I’m stopping you because I don’t want a damned three month investigation clogging up my building because you guys screwed up and put a delegate in jail.” The special forces soldiers shifted uncomfortably from side to side before propping Elder Chester Prowajkiwitz up and dusting him off. “Fine. You vouch for this guy. You take him in.” Came the reply from the first guard as the other two walked off back to there positions. “I’m sorry for the inconvenience, sir.” He added to the Elder as he and the janitor walked into the building and were hand-waved by security. The internal staff warmly welcomed the Elder and showed him to his seat at the conference table as Lord Vizx Hikaal finished making his “speech”. Gaius simply slipped back out to finish his smoke break and was gone before the bewildered Amish leader could even make sense of what had just happened, let alone thank the man or learn his name. Maybe the name of “Gaius Tullia Avitus” would continue to be unknown. Maybe that was for the best. **** Lyia Malfisto forced a smile at the late arriver. Unaware (and frankly, uncaring) about the arduousness of the long journey the Elder had faced and the trials he had endured in simply trying to enter the conference, she curtly invited him to take the floor and explain what it was his people had to offer and what they desired. So far the conference had been an ordered affair. Perhaps too ordered and maybe this little disturbance would be beneficial. **** Major General Reinhold of Kasynia grimaced to himself. This trading conference was undoubtedly the worse civilian assignment Gassel had sent him on. Still, at least he was surrounded by friendly faces, and this was as good a place as any to assess the economic strengths and weakness of the Dominion states and work out trade agreements that would benefit the new soon to be formed super-state and so he patiently waited his turn to speak. |

Elder Chester Prowajkiwitz stood, mumbled a few things under his breath in Polish, and then addressed the other delegates: Thank you for your kind introduction and reception. I have never felt more welcome in my life, I assure you. I come from an insignificant part of Central Europe representing a peaceful and quiet people. We do not have the lofty goals of other nations and generally prefer to be left alone. But we realise today is an age of globalization. Wars can begin in seconds, and be over in days. Men can now travel faster than ever before, though the fastest I have ever traveled equals the speed of Julius Caesar; man can communicate instantaneously around the world, though the fastest I have ever communicated with someone out of the range of my voice is by a letter sent through the mail. It is for this reason I come here today - not to form a grand national allience nor to dally away idle time with the rich and famous - I come to make sure the world does not leave us behind, and therefore destroy us through forgetfulness. I am going to see that a communications center is built within the nation of the Amish Children. One building with one link to each of the great alliences of the world. With this center we can keep abrest of the news and the happenings globally. We can begin to understand our neighbors. We can develop friendships, and partnerships. You can communicate with us, and we can communicate with you. We have raw materials to provide - coal, iron, sulphur - we have agricultural products to sell - livestock, fruits, vegetables, grains. We would be interested to hear from any that might be interested in developing trade arrangements. As for the commumications center - we seek a commitment from each world allience, not, heaven's forbid, from each nation, we could not handle that, but from each allience, to provide for a dedicated phone line into our communications center so that the world can shrink, ever so slightly, for us. Thank you for hearing me, and giving me time to talk, and God bless you all. |

Daedalus mused over the idea of "each alliance" rather than each nation contributing to the Amish's project. If only this conference had taken place after the Dominion went public. Still, so long as only one Dominion state jumped at the chance to "help" the Amish then everything would work out well. **** Lyia hurriedly moved the proceedings along. Perhaps it would have been better to encourage productive debate and ranting after each side presented what it had to offer, but with so many “no-nonsense” military states present, she still considered it wiser for everyone to lay out what they had to offer and for interested parties to pursue the matter afterwards lest everyone simply tire of the conference. **** With the Amish proposal on the table for everyone to consider, Reinhold stood to make the case for Kasynia. “The Military Republic of Kasynia has a manufacturing surplus of both heavy and light industry, and a food surplus. We are most interested in raw materials – metal ores and crude oil. We would be happy to lend our vast production capacity to any state willing to supply use with resources.” He gave a curt nod and sat back down, handing the floor to whoever else wanted to state their aims of attendance. |

Ostankov finished jotting something down, then stood up, straightening his tie. He looked around at the faces of the delegates at the conference. Major General Reinhold, the woman clearly related to Archimedes Malfisto, Lord Hikaal; he knew them well. There were some new faces, though, including the delegate from Al Qalaa. Indeed, it had been some time since the Arabs had gotten their heads out of the sand and took an interest in world affairs. "Ahem. As you know, the Syndicat has been eager to gain trading partners since our emergence as a sovereign nation. Our manufacturing capabilities are growing by the day, and our mines are easily capable of producing more iron, copper, and other rare earth elements than we can utilize at this time. These will be made available, at a reasonable price, of course, to any interested nation. That is all." As he sat back down, Ostankov discreetly passed the card to an aide, who hurried to deliver it to the Al Qalaan delegation. Its message was brief and to the point: "The Syndicat is interested in purchasing sizeable quantities of petroleum from Al Qalaa. In return, we can offer raw materials for your factories, or more complete goods, should you desire them." |

Ambassador Shahrazad read the note to himself, nodded quietly, then started scribbling a reply. 'We would be most willing to supply the Syndicat's oil needs, in return for raw materials and manufactured high tech goods, gps systems, computers etc., and we would once again offer to lease a district of Samira City for commercial use.' He then wrote another note to Kasnyia 'Al Qalaa Petrocorp would be willing to open up operations in Kasnyia in exchange for food supplies.' |

Elena Kafelnikov was considered the unofficial head of the Commerce delegation was formed to represent Russian businesses in the Trade Conference. Personally, she was the main representative of oZ Corp. Investments. When other delegates had said their peace, she stood up, looking striking in her tailored business suit with her lovely (in not natural) blonde hair neatly fixed in a bun on the back of her head. "oZ Corp. Investments is all too prepared to finalize the Gaza Ports transition, transferring our 30% holdings to the Nagian government and closing the final chapter on our old copyright title of oZ Corp. Enterprises. With that said, oZ would like to make another offer to the Nagian government in regards tot he Gaza port. Since it is the child of oZ construction and oZ personnel have overseen its maintain as well as kept it running all these years we would like a chance to continue our services. Recently oZ Corp. Investments have found a rather superb Russian shipping in which to invest in. They are certainly a premier company to do business with in Russia and if the Nagian government were willing, we'd like to settle for a contract to allow them to operate to ports and shipping that's done there. If the Nagian government will remember, the current oZ agreement was a 70% to 30% deal. With the port given in full to the Nagian government, you would pocket the full 100% profit of the port while having to pay a substantially smaller portion to this shipping company for the continue maintenance of the port as well as shipping for your nation as well as other companies you all to run the port. This would eliminate the need for government spending for it's own trade fleet as well as private business having to invest in such a daunting enterprise. " Elena Kafelnikov paused a moment to look back at the other members of the delegation, reminding her of their needs as well. "Of course, Russia would also like to make available to representatives here that she has a wide variety of booming companies such as hardware and software technology, pharmaceutical, weapons, aircraft, energy, and banking companies, just to name a few that would be eager to offer their services." After the Russian representative sat down, Minister Lado Chavchavadze of the Ministry of Commerce/Labor of the Kartli principality took the opportunity to address the conference. "My name is Lado Chavchavadze, I am the Minister of Commerce and Labor for the Kartli principality. For those who are not familiar with us, we are the fledgling nation born out of former Northern Georgia. The war cost us much but with the gracious help of the Nagian's peace keeping forces we have rebuilt much of our nation and the reconstruction effort continues on strong. We have salvaged much of the industries which flourished in our Northern borders that included: Machine tools, electrical appliances, and0 mining of manganese and copper. This is of course not enough to sustain our people. My government would like to attract big businesses to our nation to help boost our economy. We'd like to find strong trading partners with booming agricultural sectors as well as other necessities our people need." |

'To the oZ Corp., Would your company want to invest in our new trade development, Samira? Tariffs don't exist through that port, which would increase profit margin significantly. oZ would pay for land and construction costs, of course, but trade with the international community through the city would pay off those costs quickly.' ----- 'To the Kartli Principality the planned Qalaa'i-Ottoman rail line could extend into Georgia, thus giving Georgian goods access to the Gulf and Qalaa'i goods to the Black Sea. |

Elena Kafelnikov turned to Ali ibn Shahrazad after his request. "I am sure that the company would be more than willing to invest in this new city, particularly in the construction and maintenance of it's ports. Though the oZ that existed during the Gaza port construction is no longer what I represent, the new oZ still employs many of the veterans of that monumental construction and would be more than willing to buy the sea coast and send a Russian construction company with these veterans to Samira for the ports construction. The company may even be willing to strike a similar deal with your government as they did in Gaza, where as the profits of the port would be split 70-30, enriching the overall wealth of your nation." When Ali ibn Shahrazad directed an offer to Lado Chavchavadze, he turned and replied. "A rail line entering into our country would certainly be profitable and give us access to many important goods, however we see very little ways to get a rail line into our country without first passing through Kolchis territory. I cannot speak for the Sultanate although I know that their government harbors ill will against my own for obvious reasons and such an agreement may prove impossible. However, since both our countries reside near the ocean, perhaps sea trading could prove to be a better venture if your government is willing." |

It seemed everyone willing to advertise what they had on offer, had done so. What remained now was to give each of the delegates time to mill about and arrange the exact details of trade and quantities between themselves. “Thank you, one and all for your presentations,” Lyia began, “I invite you all to finalise the details of trade between yourselves, and enjoy the many facilities and amenities we have provided for you.” Daedulas stood, “I ask that our VIP guests join me in Conference Room B for a private presentation once they have finalised agreements with the other representatives present.” He stated simply but elusively before heading for the bar and ordering himself half a dozen drinks and a half rack of ribs to snack on before going to the conference room himself. **** As the guests mingled and discussed the finer details of trade Lyia approached the other delegates: accepting oZ’s wise proposal; offering Nagian telecommunications for the Amish project and trade for coal and iron; and otherwise accepting and re-affirming existing offers of trade. Of course, many of those present hadn’t been willing to stand up and announce what they had to offer, but it was hoped that they would approach those who had, and perhaps offer trade agreements to the other delegates on a more discrete level. |

Walter Mabuza was a thin black man with his hair dreaded back in corn rows. He wore a plain black suite with a Genesian cross pinned on his lapel. On the breast pocket of his coat was the mysterious "VIP" pin. He hadn't said much, and really there were few he could say anything too. His government didn't deal with heretics and almost every nation present bore that label as far as the Neo-Macedonian state was concerned. Still there was Nag Ehgoeg and the Catholic Europe representative, the Neo-Macedonia was still weary over Antonio Christofo. He wasn't of the blood Royal that had ruled Catholic Europe for generations. It seem sacrilege to believe in a new power in Catholic Europe but in a age with the church was almost extinct, the people of Neo-Macedonia were prepared to follow almost anyone in Catholic Europe the professed true devotion of the faith. When the time came for the VIPs to exit the main hall and go the private conference room Mabuza rose silently and made his way towards the door. He said nothing as he exited the main hall and enter the conference room to take his seat there. |

Daedalous waited until all the VIPs were seated around the round table in the centre of the room before he began. “A new age is dawning my friends. And in it, Nag Ehgoeg intends to take a leading role in shaping the world. They say that knowledge is power.” Daedalous paused and nodded. “Nag Ehgoeg desires power. And so, for the betterment of all mankind, we intend to found an international scientific foundation to further the world’s knowledge. All nations – regardless of politics and their relationship with Nag Ehgoeg – will be invited to participate in this grand endeavour and the findings of this co-operative venture will be shared will all involved. The projects we intend to pursue include: unified genetics work, bringing together the scattered research of many nations into a central database of knowledge; a world space program, that we might better understand the universe we live in; and research into alternative fuels. “Every nation in the world will be invited to send their scientists and their research to Turkmenbashy to participate in these international research projects. And it is the hope of Nag Ehgoeg that by working together, mankind can come to better understand the wonders of the universe.” Daedalous pauses again and turns to Walter Mabuza, “But power is a dangerous thing, in the wrong hands. As such, Nag Ehgoeg recognises the need for someone just and moral to oversee the research and make sure the foundation works for the betterment of mankind not its detriment. As such invitations will be sent for moral nations to send ethical advisors to help regulate the research. Nag Ehgoeg realises that many moral states do not associate with those they consider to be heretics, infidels or barbarians, but it is our hope that they will be willing to be as missionaries to this scientific venture.” Daedalous turned back to address the assembled delegates at large, “You are here because your nations are all different – yet we of Nag Ehgoeg feel we can trust you. And it is the hope of Nag Ehgoeg that you will all participate in this international science foundation when the time comes. Until then, Nag Ehgoeg wishes to offer you all a gift.” Daedalous stood, his thunderous bulk rippling as he did so and walked to one side of the room, revealing a large television screen. He flicked it on. “There is a resource every nation in the world uses. A resource that is highly desirable and profitable. This is, of course, power – energy. The world’s oil market is one of the most profitable ventures that exist.” Daedalous gives a nod to the Qalaa’i and Scythirian delegates. “And there is a resource every nation in the world produces, and yet no-one wants. Waste. Refuse. Garbage.” Daedalous smiled, “An arc reactor converts waste into fuel: more efficient as simply burning the refuse; better for the environment; and capable of running off any waste – wet, radioactive, even gaseous. In the past there were questions as to how effective arc reactors were – and rightly so, because in the past they were inefficient and polluting. Andreas Malfisto, ERA, however believed that Nag Ehgoeg needed to abolish its use of nuclear power and saw to it that the technology was refined. And thus, Arc-Corp was born. After years of research, Arc-Corp has developed a nigh perfect arc reactor design. “One reactor will reduce 300,000 tonnes of house hold waste a year into just five hundred tonnes of slag – vastly reducing the strain on landfill sites. If nuclear waste is fed into the reactor, its reactivity will be reduced by fifty percent as part of the power generation process. One reactor will also generate a net of one-hundred mega-joules of energy per second. “The plants themselves are... expensive. Costing over eight million dollars each – eight times the amount for a conventional oil plant of that size. But they are cheap to run. Each plant can be practically fully automated for additional cost, or staffed by humans to create jobs and reduce costs. And for the oil producing states, less oil being used by your nation means more black gold for you to export. “As this technology was developed out of respect for the Catholic faith, Nag Ehgoeg is willing to share the technology with all Genesian states as a gesture of good will and continuing friendship. We plan to build an arc reactor in Al Qalaa, to provide waste management and power generation for our trading facility to be commissioned there if the Qalaa’i government wishes to purchase further units, we would be happy to provide them. We also plan to build a plant to help serve the needs of Genesis City as part of our rebuilding efforts. “Arc-Corp owns the patents to this technology, and Arc-Corp is owned fifty percent by ACO Ltd and fifty percent by the Nagian Government. However, the Nagian Government believes that competition encourages progress and wishes to sell twenty five percent of Arc-Corp to Goreprime, granting them full access to re-produce and improve upon the arc reactor design.” |

Jason Canthrisus grinned at the generous offer. He adjusted his tie and chuckled, leaning back in his seat. He didn't even need to check in with the Finance Department that he headed, as he already knew that Goreprime Enterprises possessed enough finances to purchase the entirety of Arc-Corp. several times over if it wanted. "We'll take your offer," he said without a moment of hesitation. Ed Thanton, realizing that the Head Financer was agreeing, nodded rapidly in agreement. Jason went on, "In fact, I'm pretty certain of it, although I'd have to check with Dr. Cornelius and Kraallak," he paused here, wondering for a moment if he said to much—no one outside the Executive Board had ever seen Kraallak in person or knew what his position in charge of Foreign & External Affairs had to do with anything technological—but continued nevertheless, "but I believe Goreprime Enterprises does already possess sufficient technologies to improve on your Arc Reactor designs. Such a share in Arc-Corp will allow for great business opportunities for each of us." He smirked, thinking of the sorts of fantastic technologies that were already powering more than fifty percent of the United States of America as they spoke. No one here would even believe him if he was ever allowed to tell them. |

Walter Mabuza sat for a moment, his right hand covered his mouth and then slowly he brought it down as if to stroke some imaginary beard or goatee. Traditionally science bordered a fine line which could easily lead to excommunication. However, unknown by any nation and only known to the upper most member of the party, the Hegemony had been working on projects which some nations would rightfully deem "unethical." The State, however had a different idea of ethics and so long as heretics were the only ones harmed, scientific progress went on. "This Universal science project of yours is certainly a adventurous one." Walter scanned the room, looking at all the delegates faces before continuing. "Regardless of what many may think, the Hegemony is far from the stone-age of development that many may feel nation's such as ourselves are at when it comes to science and our spiritual beliefs. On the contrary, we've found that spirituality and scientific research can find a common ground. Dr.Hugo Rivero, a ordained priest as well as a leading professional in many medical fields could be a fine candidate as head to this ethics committee. Having both a mind for science as well as the scripture, he has in our state been able to keep within the laws of ethics while also making several breakthroughs in medical research." Again he scanned the room. "I highly doubt there is any more qualified man or woman for the job." |

Daedulas smiled. The formation of the Dominion was mere weeks away, and no-doubt Nag Ehgoeg openly allying with some of the most heretical states on Earth would harm their master plan to restore Catholic Europe and unite the Genesian Catholics once more. But if the Hegemony (and other Catholic states) could be conviced to forge stronger ties to Nag Ehgoeg then perhaps the transition would go smoothly. Certainly, the Hegemony's interest in the science project bade well - if they could be convinced, surely other states would be willing to join together in co-operation with Nag Ehgoeg. Inviting Goreprime to buy into Arc-Corp had been a formality. Daedulas knew the US juggernaut could easily afford the purchase and would leap at the chance at furthering an ACO Ltd technology. "Excellent. Most excellent." Daedulas said, knowing underlings were drawing up the details of the sales and plans being made. |

Ambassador Shahrazad stood to address the Nagian party. "Indeed, this looks to be a wonderful new piece of technology. I have consulted with my advisers, and we have decided that Al Qalaa would like to buy an arc reactor for our nuclear facility in Samarra, to burn the waste produced there." |
