It takes great courage to face an enemy when on the verge of defeat, but it takes even greater courage to ask your old friends for shelter after that defeat. But what else is there to do? With nearly all of Kasnyia in disarray, and the Federal remnants in even worse condition, the first to make contact with old friends were Patrick Edarmi and Aliyana Nukilikatka.

They were ordered to retreat to Çerdoné, and they did indeed escape -- but only just. While Aliyana was virtually unknown to them, Edarmi was known to just about everyone. He made the Socialists lives an absolute hell, and they had placed a staggering one million Phi reward on his head.

Luckily for Patrick, he was able to hold on to his head -- for now...

"So, any bright ideas?" Patrick asked his companion.

"Well, seeing as we have no way to relay a message to the Çerdon government on our own accord, and I sincerely doubt we'll just be able to waltz into the Capital building and say 'Hello, dear Chevalier, we're looking for a place to stay,' we will need to 'borrow' a means, Patrick."

"Borrow?" he raised his eyebrows in confusion.

"Indeed, my finely tuned soldier man. I didn't make it to the head of counter-intelligence by sitting on my laurels, Patrick. Follow me..."

Patrick was even further confused when he found himself standing outside of an Internet Cafe, and even more alarmed thinking back on Aliyana's statement of "borrowing" a means to contact the Çerdon Government.

"An internet cafe? Really Aliyana...?"

She smiled, and led him inside. "You see ... every network of electronics is connected in some form or another, either by land line, or by invisible waves. The same is true for most Government infrastructure, they need a way to send and receive, and it is possible to tap into that; If you know how," she explained, checking into the facility.

"From a public computer? Its illegal, and I don't want to spend my life in a Çerdon prison in a failed attempt."

"You really don't know much about me, do you?" she said, already putting her fingers to work. Within minutes, she had suppressed the safeguards on the computer, and began to draft a crude message, but it would serve its purpose.

She held down several keys, and pushed enter. The message was sent, complete with a verification code that the Federal Government had used many times over. There would be no mistaking who sent the message.

"Done," she said plainly, shutting down the computer and walking to the front door.

"What, exactly, did you say?" he inquired.

"Just wait, they know where we are," she replied.

"Great, lets just hope we're not thrown in prison for disrupting vital infrastructure."

Aliyana was fully confident her message arrived at the Capital building, the two waited for the authorities to arrive, either to greet them or throw them in prison...

It wasn't long before police had picked up on the message. Sergeant Papiel of the Çerdoville Police Department hurriedly had men get on the case. Four officers were sent to the internet cafe where the potential Eleytherians had just sent their message.

In the meantime, Papiel had higher-level authorities contacted. If this were real, it would be important that the Prime Minister himself was aware of it. If it were a fraud, intelligence services would track the culprits, and prosecute them for up to 10 years in a national prison.

----------------------------

The four officers that had been sent to apprehend the visitors proceeded with caution. Chances are they were just busting some hacker punks, but there was also a quite real chance that they may be retrieving the lost government of an ally, and the last thing that the officers would want to do is offend a foreign head of state.

They parked in the café lot, and then entered the single room of the business. They walked up to the owners of the café, who were obviously concerned about the police presence. They exchanged a few quiet whispers and then one of the officers approached Patrick and Aliyana. "Bonjour," the officer began. "Je suis officier Niceon, du département de police de Çerdoville." Once it was obvious that the pair wasn't fluent in French, it was clear they were of foreign origin.

With an accent, officer Niceon asked politely, "Please, come with me." Niceon hardly spoke any English.

The two were escorted to the back of a police car. They could not hear as Officer Niceon spoke with intelligence services officers. After about 5 minutes, the police car began to move. The car passed the Police Department Headquarters, however. It proceeded straight to the capital building. The car stopped, and the officers let their prisoners out. They escorted them to the buildings interior, and an awkward silence accompanied them.

The officers stood at the door, and motioned for the pair to proceed. They were met by a quick security screening, until finally the Prime Minister entered their holding room. "Good evening, my friends," he said. He recognized Patrick Edarmi immediately. "Your my guests from Eleytheria, I presume? Its quite shameful what has happened to your country. I wish there was more we could have done to help the situation." The Prime Minister halted for a moment.

"But aye, let us look to the future, shall we? You no doubt have an amazing story to tell, and I'm assuming you want something from our government. Tell me everything you have to say. In the meantime, I'll get us some wine..." The Prime Minister pushed a small button on his chair, and then looked intently at his guests. Within a moment, a beautiful young secretary brought in 6 glasses of wine.

"Merci, Madame Péreons," The Prime Minister said politely, and the woman left. "You have my full attention now," Chevalier stated humbly.

"I would like to thank you for having us, it has been a rough journey from the America's, as well as a somber one," said Patrick, "Everyone whom managed to escape the occupation is now without a home. But there is no time for mourning,"

"Without a doubt we are not the only ones who managed to cross the borders, but we have no means to contact our fellow comrades, nor do we have a place to rally and reorganize. That is why we've come seeking your help, we need a location to serve as a meeting point for our ... exiled ... personnel."

"We were hoping, with your support, that you would permit the eventual construction of a Federal Installation on Çerdon soil. Most of our forces, as well as our heads of state, fled to Pacifica, which is still friendly to the Federal Government."

"I apologize if you feel that we are rushing into things, but our first priority is to salvage what is left of our manpower and resources. Mr. Prime minister, I am no diplomat, I am a soldier, but I need to know your with us before we proceed."

"From what I understand, your country has recently been under pressure from a myriad of sources spanning a great number of issues, and as we will be undoubtedly hounded to the ends of the Earth, we do not wish to be a further burden to an ally."

"So you wish to use Çerdoné as a rallying point against evil? Eleytheria, our democratic allies, didn't even need to ask. But of course you may. My nations resources are your own. Send whatever officials or forces you want here, to Çerdoville, and I'll be sure that they are quartered for and provided for."

"Its a terrible thing that has happened to your country- I feel it to be our responsibility to help our friends in need. You may go ahead and build your compound, though I ask that it be kept as secret as possible at the present time."

Patrick grinned, "When Catherine said we could continue to count on Çerdoné, I must admit some of us had our reservations-- But clearly, she knew you far better than any of us. As a President should, I suppose."

Mr. Chevalier had a slightly worried look on his face when Patrick mentioned the Eleytherian President, why was she not the one here? He got the full story as Patrick continued...

"... Unfortunately, Catherine refused to leave the Capital, overseeing command operations to distract the enemy while we, and many others, managed to escape. If she wouldn't have stalled as long as she did, we may not be standing before you today."

"Aliyana and I read a newspaper here in Çerdoville of Kugaaruk's fall, she was still there when we left, I -- I don't think she managed to flee ... I don't even know if she is dead or alive. All I do know for certain, she wouldn't have had time to escape."

"She risked sacrificing herself to save countless thousands, so that our great country would not die without a fight; and with the determination that helped us win the first Civil war, as well as friends like yourself that we can look to, we will liberate our people's from tyranny once more."

"But I must take my leave, Mr. Prime Minister, as I said most of our forces are evacuating to Pacifica, that is where I am headed to contact whomever I can, and let them know of recent developments. I believe Aliyana wishes to have a word with you. I bid you farewell."

As Patrick nodded and left the room, Aliyana stood in silence for a moment before she took a step forward and began to speak;

"Mr. Prime Minister, I must thank you for not throwing me in prison for my little charade at the Internet Cafe, I apologize for any damage I caused, but we had no other means of contacting you at the time."

"Patrick is right, none of us have time to waste so I shall be as brief as I can. The Federal Government is fractured, and without leadership. Catherine could be dead, captured, or alone deep in enemy territory, none of us know for sure."

Aliyana paused for a moment as she bowed her head. She sighed deeply and took another step forward, as she raised her head, though the look was not as friendly as before.

"Catherine wanted you to have this," Aliyana said, extending her hand with an electronic device resting in the palm of her hand, "Inside this drive is a collection of technological advancements our people made as a Sovereign entity."

"Civilian achievements such as the Advanced Hydroponic system, medicines for treating upper respiratory infections, and skin cancer. As well as the fruits of our military endeavors, the AMTS Missile System, the FS-4 Talon, the yet-to-be completed Missile Defense Project, and the LRBM-2500 'Black Star' Intercontinental Ballistic Missile."

"All of our high priority research data, functional hardware, and more is all on this one drive. Its what made our seemingly insignificant Nation a mighty one. In your hands, it will make you a power to be feared, not just respected."

"With the resources at your disposal, you could produce this state of the art technology on a level few can. Çerdoné will be capable of wrestling air control away from even the most dauntless of their enemies, defend their populated regions from ICBM attacks, and, with a dozen MIRV's, level over a hundred cities anywhere in the world."

Her facial features stiffened,

"If I may speak frankly, however, I do not yet trust Çerdoné with such power. I spent most of my career preventing foreign regimes from gathering intelligence such as this, and now I am merely handing it over as if it is a bargaining chip. I want to trust the future leadership of your country, believe me I do."

"But there have been plenty before you that fell to oppression, tyranny, and authoritarianism. Novistrana, the Assassins, the Kasnyians, and the same thing is happening to my own country as we speak. I believe you are a good man, Mr. Chevalier, but what of your successors? Not even Çerdoné is immune to falling into the clutches of tyranny, especially if the erosions of time have anything to do with it."

"If a man like Andrey can find it within him to align himself with Gassel, I fear the free world will not be free for long if we do not put our petty squabbles aside and unite against our common foes."

"It is truly a sad day when men of evil find it within themselves to unite before honorable ones. and while I do not yet trust Çerdoné as a whole, I do trust you as an individual, Mr. Prime Minister. As such, I hope that the technology provided will serve the cause of freedom and preserve the freedom of the Nation who utilizes it."

She extended her hand, and offered all of Eleytheria's technological secrets, some of which were never used as they were deemed too destructive or inhumane, to the Çerdon Government. As Prime Minister Chevalier approached closer, she awaited his reaction...

Chevalier was flabbergasted. So many human achievements made in Eleytheria, now at his disposal. Çerdoné already had many advanced aspects to its society and military- still, this Eleytherian compliment would only work to increase the output of Çerdoné, and only serve to better the country. The FS-1, for example, was one of the finest military aircraft ever engineered.

He was a bit taken aback by Aliyana's comments. She didn't trust Çerdoné? Chevalier didn't particularly care, but the statement was a bit insulting nevertheless. He decided it didn't matter to much- after all, she was still giving him the drive, after all. He cautiously took the gift, and then stated calmly, "Çerdon political culture is incompatible with authoritarianism. We cannot stress this enough. No matter whom my successor is- be he a CdC, or MdL, I can assure you that democracy in Çerdoné will not fall. Our nation is one of patriotism and pride, and also one of freedom and equality. We have the strength to protect ourselves from near any single threat. So long as Çerdons inhabit Çerdoné, our land will be free."

At this, an aid entered the room. He whispered something in Chevalier's ear, and handed him a manila folder. The contents of the folder were highly disturbing. The aid's message was highly disturbing. After letting the information sink in for a second, the prime minister spoke. "Excuse me," he said, reaching for a remote. He turned on the television that sat in his office.

Speaking on the television was Ganz Gassel- the notorious criminal. He spoke solemnly, charismatically, and his message horrified all in the room.

Quote:

AH-TEN-HUT! Today a new nation – the first Super Nation of our time – is born into the world, and with it, the promise of a new world order. A golden age. An age of true prosperity! An age where respect is earned and not inherited, where a man can be honoured for serving his country! An age where the disciplined govern, with absolutely no tolerance for pompous politicians!

Silence overtook the room.

Quote:

“Today, The World Military Dominion officially enters the world stage. A nation run by the military for the good of all mankind. From the union of nine of the greatest military powers of the world!”

Still, nobody dared utter a word.

Quote:

“The Assassination Empire, Caronicilla, the Eastern Empire, Eleytheria, Greater Sakha, Lower Quebec, Nag Ehgoeg, Scythirus and Kasnyia stand united as the Founding Territories of this new nation. United together to bring prosperity, order, respect to the world. To protect this world from barbarians and swindlers, liberal and anarchist charlatans masquerading as the defenders of freedom!

The television continued to play. By the time all had finished, everyone in the room was left with shock. The world's dictators had not just aligned, as feared- they united. Even the caliphate of Paradise could not hold a candle to this new evil of unspeakable power. Fear gripped the room, and all remained quiet.
