The largest city in the Communist Republic of Quaon, Kiev, was normally bustling with activity. Today was no different. The average Quaonion went about their business, barely registering the fact that peace in Iberia, and perhaps Europe, hung in the balance. State-run media casually mentioned the fact, but it didn't make a great deal of it. Boryspil International Airport, nonetheless, had heightened security. It would not do well for one of the arriving dignitaries from across Europe to be harmed. Something like that happening would embarrass Quaon greatly, and perhaps set off another war. Visiting dignitaries were led into limousines, which took them from the airport to the House With Chimeras. They were led into the grand building. Posted Image |

Foreign Minister Gitana of Andorra and Prime Minister Toussaint Chevalier of Çerdoné greeted the Kasnyian Prime Minister and Quaonian hosts and then made their way to the delegations chambers. |

Foriegn Minister Manolo Morales arrived at Kiev early that afternoon, accompanied by nearly a dozen aides. Despite impressive looks, he doubted this conference would go anywhere. The Third Iberian Summit - why would it succeed when the previous two had failed? Peace in Iberia would be an impossibility until the Spaniards were united under one banner, and unable to fight each other. |

Rather than dispatching aides, or the regular group of diplomats who had failed him in the past, the Grand Duke himself arrived in Kiev early in the afternoon. He was escorted by a small cadre of thirty royal guard and a handful of nearly two dozen aides. To him the conference was at mosat only going to delay the inevitable, but Draxis needed to have its voice represented for ince in European affairs. |

The Grand Duke cleared his throat, "I must agree with the Roman demand of a plebiscite, as it seems the only course of action that would ensure peace in Iberia would be unification. "Of course JAUST is against this as Andorra, is a memberstate and its union with Hispania would, at least in the eyes of JAUST rob them of a fairly powerful and formerly active member. With that there has always seemed to be active mistrust of Hispania within JAUST from the time it first arose as the dominant power in the Iberian. "Even we were at first wary of Hispanic dominance in the region, at the time siding with our allies in JAUST. But now, having seen Hispania act as a stable, forthright, and respectable regime in world affairs against the instability of Andorra recently. Including their strange silence in world affairs directly relating to them. "As such the plebiscite would be the most favorable outcome as of now. If it ensures the peaceful union of the Iberian then we have achieved a peaceful ends to this crisis. If it fails and the two states remain separate, then we shall see." |

The joint Çerdon-Andorran delegation team began to issue a statement, with the Andorran Foreign Minister Gitana taking the lead. "We can assure you that the Andorran people have nothing but contempt for Hispania and its King. We can run a referendum any time- but the results will undoubtedly end in two states, with Hispania continuing to act aggressively. Why does Hispania not hold a referendum on joining the Andorran Republic? We are, after all, just as Spanish as you are. And all you delegates are hypocritical. The referendum should not go one way. Why should we risk it all, while our adversaries in Hispania risk nothing? We do not have strong trade bonds, and we have entirely separate and opposite political cultures. The idea of one Spain is backwards, barbarous, and stupid." |

The Prince nodded, "As I expected, the Andorrans are eager to evade such a plebicite. I am not surprised. I only suggested it because the Andorrans have made such a furor in the past about their supposed democratic sentiments. I thought that if such things were to be taken at face value that the Andorrans would leap at the chance to demonstrate their political virtues. "There is nothing hypocritical about expecting a republic to ask for the will of its people. But it is hypocritical to tout one's political system as superior to others but ignore the actual principles that underlie it. And as for the statement that one Spain is 'backward, barbarous, and stupid,' I can only wonder at how such divisive and belligerent statements could possibly be thought to help the process of peace. "I propose upholding stability and reducing instability. That is what unification under the Spanish Crown means." |
