I have long grown tired of Kasnyian arrogance. It seems the Imperial government is no different than Gassel's, and feels that they have the right to interfere with the relations of every nation, regardless of who they are.

If Andorra cares about peace, the demands will be met. If not, then Hispania will act, swiftly, and fully. There is no middle ground.

We do not know if this is the first of a series of many attacks. We do not know if Andorra, at this very moment, is simply buying time to prepare for an attack. We have stalled long enough, and will stall no longer. Perhaps the Kasnyian Empire enjoys lettings its people die as their leaders negotiate with a power that has, since its inception, shown no desire to do so. Hispania will not stand by and allowing our soviergnty to be taken from us.

Hispania will not attend any conference, will not host any conference, will not waste time on any conference, when the Andorrans arms terrorists, and prepare for war. The Andorrans have called for the destruction of all monarchies. They have repeatedly, in the past, attacked us. This current behavior is no different. The Republican hardliner in Andorra may not be as powerful today, but we have no reason, and have been given no reason, to believe otherwise.

Kasnyia can talk itself to death; Hispania is not listening. While Kasnyia's ally prepares to wipe out Kasnyia's enemy, no call for peace from Kasnyia can mean a thing.

We also advise the Kasnyians to sort out their own problems, before attempting to fix everyone else's.

Andorran Response to Hispanic Ultimatum-public

1/2. We agree to allowing Hispanic agents work in conjunction with our own, unimpeded, to find the culprits of this tragedy. We are most sympathetic towards the Hispanic state in their hour of grievance, however I cannot say that Andorra authorized or aided these attacks in any wa, shape, or form.

3.We will lessen our border security, and withdraw back, but only if Hispania does the same, and recognizes that doing so on our part would only increase the Hispanic ability to wage war on us-thus making this a sovereignty issue. As stated, we will comply only if Hispania does as well.

4. If we operate in Anarchy, how could we be authorizing attacks against you? Why would you bother making contact with us? Your state is incredibly unreasonable... we shall not, and will not disarm, and take this point as an insult against our nation.

5. There will be no apology. We demand an apology in turn.

We will only comply this much, however, if Hispania sends representatives to the Kiev conference.

We will attend the Kiev Conference if our agents are promised complete, unrestricted access into Andorra, and the Andorran military access in order to determine for ourselves whether Andorra was responsible for this attack.

We will withdraw all other demands at this time, though expect it all to be resolved at the conference. We will not apologize for an action that may yet be proven to be the work of the Andorran military structure.

Andorra is pleased to hear of the Hispanic agreement to attend a conference, for it is a start towards peace. Hispanic inspectors will be allowed to come and work with our own in order to find the culprits of this attack, if they are indeed hiding within Andorra.

This in turn has turned our attention towards matters of Eastern European affairs and the future therein.

Intelligence Officer Juanjo Estevao arrived in Madrid early that morning, on a Hispanic military plane. He disembarked with several of members of his crew, and walked unto the runway, to meet with the Andorran official sent to meet him.

Within the aircraft were several dozen officials, and millions of dollars worth of expensive equipment. He ordered his men to begin unloading it unto several waiting trucks. The Andorran diplomat met with Estevao.

"Welcome to Madrid. I know you will find your stay here quite comfortable. We have established a house from which you may investigate. The entire Andorran government has been ordered to be fully cooperative. The peace of Iberia must be maintained."

Estevao nodded, but said nothing. Even as they spoke, delegates were gathering in Kiev to work out a lasting peace. However, he knew nothing would come of it. He had been briefed back in Zaragoza, and understood his mission was to fabricate a war, not find proof to avoid it. He buried his hand in his pocket, and felt up the flash drive containing the evidence he needed to plant within the next few days.

"Please, come this way Mr...?"

"Estevao."

"A peculiar name for a Spaniard."

"I'm Portuguese."

"Pardon me, Mr. Estevao. Now, if you'll please follow me."

Estevao was led into a black unmarked car, which drove up behind the trucks, in which the last of the equipment was being placed. His agents were to ride with the equipment, to insure its safety.

Less than an hour and a half later, they arrived at the small apartment block they would be living in. His technicians began setting up the lab in the penthouse, and before long the whirring of computers could be heard through the house. His men orderly worked themselves out, and a few left to get drinks. Estevao looked through the window of his bedroom, a small cubby, but it suited him. Across the street he noticed three Andorran men watching his apartment intently. They were government agents, without a doubt. After ten minutes he noticed that a small blue van was circling the block, not really going anywhere. There was no trust here. Nor, he remembered ironically, should there be.

He plugged himself into his laptop and began to work, reading through the encrypted emails sent to him from Zaragoza. Nothing particularly interesting. He left the room, and met with the technicians building the local network. No difficulties there. This team was the best Hispania could offer. He realized that they didn't really need him. They knew everything that had to be done, without him.

He sighed, and sat down. Tomorrow he would have to go get the access codes for the Andorran electronic transmissions databases. He needed to shift through all military transmissions for the past few months to catch evidence of a plot. He knew he wouldn't find it. He needed the codes to plant the evidence, to speak the truth.

He could simply not do it. A huge, long, and deadly war would be avoided. How could he face God if he did this? But orders were orders. If he didn't do it, someone else would.

"Right this way, sir."

Estevao followed the guard through the corridors of the Andorran National Archive, towards a large, empty room, though he could see the cameras everywhere, watching his every mood.

"I have been instructed to stay here with you, sir."

Estevao looked annoyed, but said nothing. He moved forward towards the computer screen, and looked around for a place to insert his flash drive.

"Where can I put this in?"

"I'm afraid you cannot, sir. You may only look upon the documents here, and only ones relevant to your investigation. I am here to insure that."

"In this drive is a program which filters out the documents I would be interested in. I do not even have to look through your system, the program does it for you. Please, can I use it?"

The soldier spoke into his vest quietly, and waited for confirmation. He stepped up to the screen, and removed a small panel, revealing two tiny USB ports. Estevao stuck the flash drive in one, and the screen started moving rapidly through thousands of documents. It was a good thing they hadn't requested to check the programming. At this time, thousands of military documents were being downloaded into the flash drive, where he would then deliver them to his superiors in Hispania. But data wasn't just being removed - it was also being added. Personnel files, orders, reports - all this was being placed into the system. Within six hours, the very program that had deposited them would then detect their presence, and call his attention to it, along with any other file with certain keywords.

He sat in the chair, and waited.

Estevao rubbed his eyes, and breathed deeply. Sixteen hours of watching this screen. He felt like his eyes were bleeding. The problem with the program is that it would only detect the files at a random time - which he supposed was good - Estevao was no actor, and his annoyance and aggravation at the damn program was no act. But for all he knew, he might spend the next 72 hours sitting here, waiting for the screen to flash red.

He breathed deeply, and went back to work, the screen flickering before him. All the time, thousands of documents were downloaded to the Madrid safe-house, and sent Hispanic High Command. No doubt they were working hard to break the encryption. But if they did... Andorra would fall.

Madrid, Andorra: April 26th, 2008

The constant buzz of the computers had finally drifted into the background, and Estevao rubbed his eyes gently. The program flashed – it was complete, and the files had been “located” on the server. He made copies of them on several discs. There were thousands of files they would have to manually sort through. For appearances of course. It was a job they would have to do. He called up his team members, and ordered them into the large technician room he was in. Forty minutes later, about six of them arrived, the rest remained at base, transferring the last of Andorran military intelligence to waiting techies in Hispania.

He and his team spent several hours quickly sorting through the files. They scanned the documents looking for key words, phrases, anything – but not really reading them. After four hours of tiring menial labor, they had narrowed the search down to the last three hundred files. They would read through these, and within them would lay all the proof Hispania needed to fabricate a war.

Twenty Miles West of Albacete, Hispania: April 27th, 2008

Captain Badajoz led his platoon through the spring night towards the Madrid-Zaragoza railway, one of the few major railways connecting Andorra to Hispania. Their mission was simple – not like Captain Lopez’s. They would cause superficial damage to the tracks – enough to simulate an attack, but easily fixed within a few days. There was no one around. They were well within Hispania’s borders. They placed the explosive on the tracks, and Badajoz ordered his men to bring the package forward. They were to make it look like a premature detonation.
The bag was passed through the platoon, finally reaching Badajoz. He opened it, and dumped the body onto the tracks. It was a man, some thirty-eight years old. He had died a few days earlier in a gang brawl. No one had claimed his body. He had been dressed up in an Andorran uniform, and Badajoz placed a few charges in the man’s hands. He placed some explosives in a container some feet away from the track, with wiring leading to the smaller bunch of explosives on the tracks.

He then ordered his team back, and ordered the explosion. It was a minor one, but not one without notice. He and his platoon moved towards the tracks, and waited ten minutes before radioing in a report – it was a regular patrol, when they heard explosions about five minutes west. They arrived to find the area deserted, with the exception of one body. It was hard to tell, but the uniform appeared Andorran. The explosives appeared to have gone off before expected. There was no sign of any Andorran presence in the area.

Military Camp, Ten miles west of Pamplona, Hispania: April 27th, 2008

It was early morning as Captain Lopez led his platoon, in full Andorran outfit, towards the Hispanic camp along the Andorran border. They approached from the west, and sneaked towards the designated patrol route, and set up a small ambush. They didn’t wait long. They attacked quickly, and aggressively, wiping the patrol from existence, taking minor casualties. They then ran, quickly, lest they be caught in the brunt of the Hispanic advance, and massacred. It would be called a skirmish – an Andorran patrol ran into a Hispanic one. The three dozen Hispanic and Andorran dead would prove that.

Minutes later, the air force bombed the region, hoping to eradicate the Andorran presence. They knew nothing of the mission. They were just responding. Before long, they began to foray into Andorran territory, and bombed several advance positions before retreating back into Hispania. If the Andorrans had sense, they would end it there.

Along the Guadalquivir River, Hispania: April 27th, 2008

This was easily the hardest of the three missions. Major Estevez ordered his artillery forward, hidden in the bushes along the riverbed, facing three major bridges – two for railtracks, one for vehicles. Ten miles up, a secondary team was to attack another minor bridge, while ten miles south, two platoons would stage an attack on a small camp built around a fifth bridge, and blow that up as well. They were all dressed in Andorran uniform, and this battle would certainly mark the beginning of one of the most damaging wars in history. He gave the order, and the three major bridges were quickly destroyed. Seconds later, reports indicate that the fourth bridge fell, and merely three minutes after that, several rocket attacks destroyed the fifth bridge, as gunfire from the north took out one Hispanic patrol of seven men, and tore through the mess hall as the men received their breakfast. By the time the camps had responded, the enemy had disappeared, leaving behind only four pieces of artillery, the kind used in Iberia only by the Andorrans.

Hispania quickly ordered major bombing raids over southern Andorra, striking dozens of villages and known AA sites, using intelligence from Zaragoza. The Andorrans were expecting no attack – it was Sunday morning, and the two powers had been negotiating peace for the past two weeks. As far as the highest order of the armed forces were concerned, these attacks were unprovoked. As documents would reveal in only a few hours, however, not only were these attacks fully provoked by the Andorrans, they had in fact gone on the offensive earlier that day. This was merely the Hispanic reaction.

As southern Andorra finally geared up to respond to the bombing raids, they ended, and millions of infantry, tanks, and planes were geared up back in Hispania. The Iberian War could never have been averted. The Iberian War had begun.

Declaration of War Against Andorra

On April 27th, 2008, several attacks on Hispanic soil were perpetrated by the Andorran Armed Forces. In this attack, several bridges were destroyed, an important railway was damaged, and sixty-four Hispanic men lost their lives against a cowardly foe.

Hispania quickly retaliated with a forty minute bombing run over southern and eastern Andorra, to stave off any additional attacks from the borders.

The Andorran Republic has violated the trust of the Hispanic government. They have called for peace, and used the time to prepare offensive operations unto Hispanic soil. The time for peace has ended. The Andorrans have decided that.

This dangerous government cannot be tolerated any longer. This dangerous government has long ago decided to destroy Hispania, and all she stands for, and is now seizing the oppurtunity, taking advantage of Hispanic trust and desire for peace and kinsmanship, to destroy her.

We will not stand for this. We cannot stand for this.

Documents now reveal, and these documents will be made available to any who wish to view them, that these attacks were organized by the highest rank of military officers in the Andorran armed forces, seemingly without the knowledge of the Andorran government. The Andorran government, for all intents and purposes, no longer exists, and her army now wage war on Hispania. They have lost control of them, and Hispania cannot sit here and let such a dangerous situation continue to fester.

Hispania hereby declares war on the Republic of Andorra, an aggressive state that has no desire but death, and no thought but war.

Hispania appeals to the nations of the world for support in this just enterprise. Hispania was attacked. JAUST cannot get involved. The Madrid Pact cannot get involved. This we ask. Let Hispania cleanse Iberia of anarchy, let Hispania win this just war. There is no need to expand this conflict. Let it remain purely an Iberian one.

Recommendation: Secure the three tertiary targets quickly with ground forces. Secure that position, before attacking secondary targets at Roncesvalles and Olite. Established control over these targets will leave Pamplona surrounded by three sides. Seige of Pamplona will be long - strongly guarded.

Securing Navarra will allow easy access to Bay of Biscay. Artillary should strike Pamplona at all time from Hispania. Bombing raids should be conducted to destroy SAM and artillery regions, to allow for low-flying aircraft and a mechanized force.

Once region is secure, move in infantry. Secure the borders with extensive fortifications. Once land is conquered, do not let it be lost once again.

Requesting approval to proceed with attack.
