The people of Iberia have long been divided, split off. The Kingdom of Aragon. The Kingdom of Portugal. The Kingdom of Castille. The Exarchate of Spain. Many powerful nations have called, and still call, Iberia their home. But the last few years have been heart-warming for Iberia. The Roman collapse allowed the unification of southern Spain with her northern brothers. The Portgueuse today have unified their peoples, after being apart so long.

But one large division remains, even today. Castille stands apart from Aragon. Andorra and Hispania remain vicious rivals, even enemies. But unification had long been a goal of the Hispanic state, and it was finally a possibility.

It would not be easy, nor would it be bloodless. Many radicals on both sides had long agitated for war, one against the monarchists, others for the nationalists. But wiser winds had prevailed, and war had not yet come. However, times were changing. Andorra was weakened. It's involvement in George had not been beneficial. Her government was more unpopular than ever before. With a large number of her army away, and her government failing, Hispania saw an oppurtunity that had never before been presented.

And so, thousands of troops secretly massed along the border. Spy planes and satellites began looking at the situation of the country. The official line was that the recent loss in stability was a security threat. The unofficial line, hidden underneath every word in the papers, within ever breath taken by Romano, was unification, a day that the Spanish people had been awaiting for centuries.

Conclusions:

Military presence heightened across nation, and along Andorran border. Presence in Georgia has stepped up, and some activity may be a result of that. It is enough to warrant further surveillance, and preperations, but not enough to indicate invasion, necessarily.

Official Statement:

Andorra's recent loss in stability is of grave concern to The Kingdom of Hispania, which will step up its military presence in the region, particularily along populated border zones, to protect the Hispanic people. Andorra had a huge military, and the potential for a security risk is too great to ignore.

Hispania will not enter Andorra without provocation.

It was not long before Çerdoné's military satellites picked up on the troop build up in Hispania. Immediately after the Andorran's government fell into instability, Çerdon satellites saw that troops on the Hispanic-Andorran border were building up to heights like never before. The situation was concerning, to say the least, and the information had already been shared with other Madrid Pact states, such as Canton Rouge and Porcu.

Meanwhile, the Çerdons were preparing for whatever was to come. Forces in Georgia were not ordered to advance, but rather to remain on the coast and hold up any Hispanian forces attempting to leave to the mainland. An invasion would not be recieved well, and would certainly lead into a great war and subsequent chaos. Çerdoné would ensure that the Hispanians did not annex free men. At any cost.

OOC: Compared to your two weeks ago image, yeah it is. Which is what I was referring to.

EDIT: And it still stands that an invasion of Andorra will be met with force.

A Prince Amoung Men-Shoot First and Ask Questions Later
Considering the recent instability in Andorra, the CRQ calls for a peaceful and bilateral solution to the Andorran question. We would hope to see a peaceful annexation of Andorra to Hispania that will keep all parties satisfied, and even strengthen bilateral relations between the Madrid Pact and the Treaty of Konigsberg.

Such a solution can not exist. If the Hispanic state were to move into Andorra aggressively, it would be our biggest falling out with the ToK in history. The only solution that we can think of would be for two separate states to remain just that-separate. That said, we are open to talks.

We hope a peaceful annexation of Hispania to Andorra can occur, however we keep our mouths out of Iberia when things do not call for it. The defense of our ally is in turn the defense of freedom, and we will not see that to falter.

There is no conflict. The recent destabilization of such a large nation causes a great amount of security concerns for Hispania. Andorra was a nuclear capable nation, and should those weapons fall into the wrong hands, it would be Hispania who suffers.

We will not enter Andorra without a casaus belli.

As per the "Hispania Doctrine," the Kingdoms of Sicily, Sardinia, and Africa recognize Hispania's dominion over the entire Iberian penninsula, and recognize Andorra, Portugal, and any other state on the penninsula solely as provinces of the Kingdom of Spain ((i.e. Hispania).

These words are reassuring, but we will still be monitoring the situation to ensure Hispania stays to its word. We have not forgotten that Hispania nearly pulled the world into nuclear holocaust, and we have not forgotten that it is a fascist state without morals.

In the meantime, we feel that some sort of moderated talk should occur between involved parties, to ensure that no war comes out of the collapse of Andorra.

Recent events in Andorra are bigger then the collapse of one overly-zealous nation. Indeed, they once more affirm the principles of government which Germany has long subscribed to. Democratic states illegitimately claim to hold the mandate of the people, and to only function for the betterment of their citizens.

However, the inherent instability of any and all democratic states results in tragedies such as this, with fragile democratic governments collapsing, abandoning their people in a world of danger after pledging to not only protect their own but to also forward democratic principles throughout the world.

I ask, is this truly a service to the masses? No, the actions of this democracy have reflected the intentions of democratic institutions the world over: to become paragons of hypocrisy destined to abandon those people who fall victim to their seduction.

The small Castillian [Andorran] man pried open the large crate, revealing several tan uniforms, the Andorran flag sewn upon them. Some small Castillian arms were in the other crates, all ordered by General Alcazar, the man in charge of the unification operation by Romano. Such an operation did not exist; Alcazar had been a party member for twenty-three years.

"I got these straight from 2nd Battalion myself, from Captain Rivera. Since the anarchy began, no funding for the army exists, and, as you can understand, their kids dont stop needing food cause of political troubles. A couple thousand pesetas, you know. Not cheap. But every man has his price."

"I'll pay 110%."

"Man, that's hardly worth the trip, worth the risk. You gotta give me at least 40% of what I paid, or its the last trip I take."

"130."

"Fine. Done and done. Good job, Lagrullo, on a job well done. You'll be able to get those shipments in easily, with the army uniforms. What are you shipping ---"

Several uniformed soldiers broke into the small room, and grabbed General Alcazar and the dealer. Alcazar quickly reached into his shirt, and pulled out a pistol, dropping it at the feat of the unfortunate lowlife. The soldiers saw it, and immediately shot the smuggler in the head, allowing his body to drop. Alcazar was then let go, and Captain Guillermo approached the General.

"Are these the materials?"

"Yes. Take them and get into Castille. Attack the radio station on this map, when I give the order. There is a safehouse about ten miles north of it, where you will wait until I give the order. We have about forty uniforms. Take thirty or forty men with you. I'll take care of the body-count, when the time comes. Just 'attack' that tower."

"Yes, sir."

"On your way, Captain."

Hungary refuses to recognize Hispania because smilar claims of Hungary are been ever refused by other nations.

If Hispania will move on Andorra Hungary will cut diplomatic relation with it until Hungary too will permit to take its own land back.

As the Iberian question was to have been settled by Iberian states long go and due to other larger concerns of the Russian Empire, the Russian government declares it's neutrality in this situation however, it does extend a request that a peaceful solution be found to any hostilities that may arise during these delicate situation.

Hannibal II paced his room nervously, maintaining a diligent look on his watch, as the hand ticked slowly forward. This was a big day, not just for him, but for history. Unification. He did not deserve this honor. He was not a Spaniard, he was a Roman, and not even of noble birth. He had arisen to his position through sweat and hard work, and married into royalty. He did not deserve to be the first King of Spain in history. He did not deserve to be marked permanetly into the pages of history as such, and he did not deserve to rule over the lands.

His own son was only eight months old. He would not be able to be crowned as the first King, and he simply serve as regent, as he had desired. Besides, Romano had greatly increased the honor of the royalty after decades of ridicule. People cared about the matter now, and they liked him. They would want him as the King of all Spain.

But should he go through with this coronation? No one was in the room out there but the Archbishop of Barcelona, his family, and some reporters. No world leaders here to witness the event that could easily turn into a conflict, like the one in Georgia. Andorra was a member of JAUST and the Madrid Pact. Hispania was a member of the ToK. To claim soviergnty over Andorran territory - it would certainly lead into war. It did not matter who fired the first shot. Millions would be dead, and cities would be ruins by the end of it - if he went through with the whole ordeal in the first place.

O God, why hast thou forsaken me?

He arose from his position before the Orthodox cross, and prepared to enter the Catholic cathedral of Barcelona, a beautiful work of art, and perfect for such a ceremony. He could hear cheering from outside, and Romano looked on from the back pew. They did not notice his anxiety, his reservations. He had a duty to perform, and would do so. Not happily, but loyally, to the man who was in charge, Romano. He had done more for the monarchy that any other individual.

And so, he walked down the aisle slowly, as the Archbishop waited. He sighed, breathing deeply his last breath before the ceremony began. He kneeled before the Catholic man, with the Orthodox priest at the Bishop's right side, and looked down. The Bishop began speaking the coronation rights, and removed Hannibal's crown, raising it up, and placing it on the altar, next to a larger, more majestic crown.

A single tear fell down the face of the man, as the ceremony went ahead, as the war went ahead, as he filled the destiny he had never imagined for himself.

APP Press Release: Hannibal Vlachos, who reigns over Hispania as King Hannibal II has just accepted the title of King of Spain, in a small private ceremony over which no more than fifty people presided. The man is now the recognized King of Hispania and Andorra, by the state. The Republic of Andorra, fervently anti-monarchy, has issued a statement condeming the action as an overt act of aggression, which Hispania quickly denied. Romano has said that he will not begin any attempt to unify the two provinces forcibly, and hopes that peace can be maintained, but that it is the rightful duty of Hannibal II to accept his true title, since no Andorran prince has tried to claim it.

At this time, JAUST or the MP have released no formal statements.

A tongueless servant delivered a sealed message to the King of Spain. After the parcel was deemed safe and its ornate red wax seal was broken, the letter was handed to Hannibal, who carefully imbibed its contents. Like a fine wine, the message was far from a simple thing and every detail of it, from the ink used to write the letter to the style of handwritten Greek script it was penned in, was worthy of admiration. The King read it curiously.

"Worthy Brother in Christ,

It has been many years since we last served together, though my identity is hidden for the time. It suffices to say that I remember you fondly, and I am proud to see your accomplishments in the service of Romanity. The Spaniards have long been among the most eager to advance the Roman name, and the Vlach who reigns does honor to them and they to him.

I cannot congratulate you in person now, but the triumph of a fellow veteran of the Imperial military could not go unremarked, now that I have opened my ears to the world once more. In time we will meet again.

Signed with no name and only a title, the beautiful letters were formed in a luxurious deep black ink, marked with flecks of gold. The paper carried a hint of an eastern fragrance that harkaned back to an age of glorious rule.
