First of all, some required listening.

Gangster's Paradise

It's the year 1979. Jimmy Carter is President, the Cold War is in full swing, and, in Bay City, California, four gangs dominate the streets in an unstable truce. But how long will it last? How long, before even the rich patrons of San Marcos are forced from their homes by the violence? How long before the brutal Bay City Police crack down on the thugs operating in its commercial center? How long before the slums of the Quays succumb completely to gang rule? And how long before the factories of San Rafael are driven out by increased vandalism and protection costs?

The Neighborhoods:
Bay City - The Downtown area of Bay City is the comercial center of the West Coast. However, that hasn't stopped the gangs from moving in and setting up shop. From muggers on the streets to racketeers renting out the high-rises, Bay City is up to its neck in lawbreakers, but rumor has it that the hard-line Chief of Police is ready to crack down and evict them once and for all.

The Quays - The Quays are the lowest of the low-class residential areas in Bay City. The whole area has been paved over, and seems to be composed entirely of liquor stores, vacant lots, and concrete housing projects. Some of the more popular hangouts, for members, at least, are the old spillways near the river and the woodsy city park in the center of the area.

San Rafael - San Rafael is to industry what Downtown is to commerce. The entire district hangs under a permanent cloud of smoke from its factories, which loom high on both sides of every street. The area is wholly gang-dominated, and factory owners pay whatever price is asked of them, knowing that the consequences of resisting are substantially worse than a smaller profit margin. Scum reside mostly in the number of vacant warehouses to be found throughout the area.

San Marcos - San Marcos, on the North side of the bay, is where the wealthy call home, seemingly safe from the problems of the city at large. However, look closer, and it is apparent that the wealthy know who lives among them. Bodyguards are a common sight in the houses of the rich, and even more so in the houses of the gangsters who wait to prey on Bay City's softest citizens.

The Gangs:
The Santos - The "Saints of Bay City," or more commonly just the Santos, are a hispanic gang led by Jorge Santos. Well armed, they are responsible for the domination of the San Rafael neighborhood. Previous turf wars against the Santos have led to disaster for the aggressors. The gang is, as would be expected, composed almost entirely of hispanics. Jorge has always had a consistent flow of new troops, as border-jumpers coming into the country make their way to the metropolitan areas to seek work. He is only too happy to oblige.

Recently, Jorge has made a jump into the drug market after obtaining South American contacts from another gang that he "absorbed" into the Santos. This has required the use of an abandoned airfield on the edge of the Quays, leading to a tentative expansion into the area. Those privvy to the workings of the gang also know that Jorge has had his sights set on a house in the San Marcos neighborhood for some time now.

The Bay City Police Department - The bloated and bureaucratic BCPD has developed into an institution that is more interested in protecting itself than in protecting the public it swears to serve. Even though police officers are frequently rumored to be involved in witness manipulation, false evidence planting, drug dealing, and other illegal activities, active stonewalling by the police commissioner's office obfuscates the course of justice.

Police commissioner Kenneth "Kenny" Hafner appears to run his department with a sense of being above the law. Brutality, excessive force, and corruption seem to be the protocol of operation in his police force. His heavyhanded style has resulted in some good results, such as the steep decline in petty crime that has won Hafner public support, but the increased sense of safety comes at a heavy cost: the police itself now contributes to the moral degradation of the city, and the police is rumored to be in active cooperation with organized crime, in a sort of a nefarious criminal balance of power that maintains a facade of public safety while distracting attention from gangland activities such as embezzlement, smuggling, and mass-scale drug distribution.

The D'Agustino Family - Having been in the United States for a little over a century, the D'Agustino Family had bussinesses in Las Vegas, Miami, New York, and of course their native Chicago. Several high ranking D'Agustino soldiers and associates and their allies however had managed to escape the carnage, and fled the city by every means available, until they arrived in Bay City, where they stayed, under aliases, at the Arbuckle Hotel in San Marco's.

In 1970, after three years of keeping a low profile, Don D'Agustino contacted them, informing them of the death of the trecherous capo, on his orders, telling them that the operations in LA were going to proceed, but in a far more cautious pace. Within a week of that call, more D'Agustino soldiers arrived in Bay City, along with a very adept legal firm to keep them out of trouble; Anelli, Davis, Lomax, and Rabb. The highest ranked surviving member of the original team, Luigi "Louie" Palermo, was placed in charge. For the decade since, their reach in Bay City, as they slowly prepared for the move to Los Angeles, became substantial, holding various powerful assets in Downtown and controlling nearly all of San Marco's, and the westside edge of San Raphael.

The Brotherhood - The Brotherhood was first conceived in the late 1960s, as crime rates within the Quay steadily rose while businesses steadily left. Named for a drinking society which existed in the community during its heyday, the Brotherhood recruits openly at schools and grocery stores, beckoning to all young men to join their ranks in hopes of a better tomorrow, a future in which they might hold the ever elusive element of prosperity.

Involved heavily in drug trafficking, the Brotherhood has remained relatively untouched by the hand of the law due to the general hostility of the Quays inhabitants towards such involvement. The Brotherhood uses its unique position along a previously abandoned wharf and set of docks in order to import massive amounts of product, along with many weapons and other exotic necessities. Additionally, it has come to operate or extort money from nearly every business still within the Quay, providing an ample amount of fronts for money laundering of all types.

However, for all the negative connotations which currently exist alongside the word "gang", the Brotherhood has maintained a number of positive attributes and organizations, thus remaining in the good graces of the community. Operating a number of youth centers and sporting leagues as well as other "clean" establishments, it has had a positive and steadying influence on so unstable an area as this, policing the streets in the absence of actual police. Criminals not affiliated with the gang are rounded up and shot, and they have been known to lend money to mothers and sons in need.

Gang members can easily be seen when flying their gang's color, a deep shade of purple. Many remain posted up on every corner and street, careful to maintain watch over the entire Quay municipal community. Any attempt at breaking the gang by law enforcement has been easily repulsed, as this organization encompasses not only a select group of miscreants but is instead comprised of an entire community.

The RP:
So, I'm looking for three more players, preferably experienced RP'ers, to lead the other three major gangs. Also, if someone wants to play the Cops, that would be awesome. I'm hoping to get some good enthusiasm here, so anyone else that wants to come in can join the faction of their choice. As territories expand and change hands, I'll be marking them on the map.

Excellent, glad to see the interest. Kas, I'm guessing that the Italian style is best suited to San Marcos or Downtown, but it's up to you.

And both Kas and TdC, a little blurb for me to put in the OP would be helpful to have, just for a quick reference.

The Quays. A place of desolation. A place of ghosts and memories of a brighter yesteryear.

The Quays. A place of lawlessness. A place of larceny and robbery, remnants of a once vibrant bay side community which finds itself on its knees, crippled by years of economic stagnation and bitter backstabbing of community officials by members of the so called "good" side, namely the police.

Here in the Quays there is but one shining light, one structure around which stable social bonds can be built, and lasting economic ties created. There is the Brotherhood.

The Brotherhood

The Brotherhood was first conceived in the late 1960s, as crime rates within the Quay steadily rose while businesses steadily left. How about we get an unlimited number of participants. Some could play as enforcers or small gangs, rather than a strict one person : one huge and organized gang ratio.

Right, that was the idea, that each of the firs few get to be the big cheese, and tell their crowd what to do, and anyone coming in afterwards gets to be another character within one of the factions.

Can I be an Augustino wiseguy? I would like to tramp down the sidewalk with a tommy gun hidden in a violin case, or sit at a dimly lit bar with whiskey fumes in the nostrils, so to speak, rather than coordinate a large organization.

I would of course not play as the PD in that case.
