The Emperor has the sovereign and divine right to abbrogate or redefine any treaty or treaty provision. It is the perogative of the Roman Emperor to alter the Treaty of Konigsburg to better suit our needs."

We know the other non-Orthodox would never allow it out of base pride for themselves. There is no point wasting our time with them. Should the emire form, all orthodox nations should forsake the Treaty of Konigsberg and use their time and effort for the betterment of the Empire internally.

And it should be said that no servant of the Emperor should have equal or even near-equal authority to the Emperor himself.

Archbishop Epiphonias was tired of hearing the Royal Kasnyian spout on about his rubbish views. He glared at the man, and at last burst out: "The delegation from Royal Kasnyia has done nothing in this conversation save insist upon their absurd views and be incredibly uncooperative. The Archbishop would be best served by allowing the temporal rulers to make temporal decisions, rather than making rash judgements about matters of state which he is apparently ignorant of."

Archbishop Michael glared back,

"I am no foolish youth nor am I naive of the ways of the world. In fact, I would suggest that I have more experience than you," he replied scathingly, "so mind your tongue, churl."

"I am speaking on behalf of Empire and God, where as many of you speak only for yourselves, trying to create loopholes in order to hoodwink ones way out of responsibility to the Church and to the Emperor! This mutant democracy that is being labeled as Empire is far too much of an absurdity for me to keep silent in the name of keeping everyone happy."

"The Empire before was a perfect state. Its failure was not due to its own devices. It should be resusicated and kept to its original form as closely as possible."

The elderly Archbishop of Cyprus stood up, fuming. Who was this foolish Kasnyian to preach to him in the ways of the Empire? Michael hadn't even been a Roman citizen!

"DO NOT DARE LECTURE ME!" the Archbishop raged. "A CHURL, YOU DARE CALL ME, YOU INSOLENT CHILD? I HAVE SEEN THE EMPIRE IN ALL ITS GREATNESS, AND I REMEMBER IT, UNLIKE YOU, 'ARCHBISHOP!

"I have served as Archbishop of Cyprus since before the Second Melkite War! I have helped my king Constante MONOMACHUS restore order to our grand nation! I have suffered with my people under the rule of Muhammadans and other heathens! And Cyprus has prevailed!

"Do not tell me of the Empire. You never lived in the Empire. You lived in a state that existed only because of the Emperor's goodwill. You are barely old enough to remember the Second Melkite War, and you seek to tell me about the Empire?

"You wish to restore the Empire. We all wish to restore the Empire. However, you REFUSE to deal in a respectful manner with the rest of the Orthodox world, rather incessently prattling on with your nonsense. Let me tell you something, sir. Let me tell you that this is a new era; a worse era, than the previous Empire existed in. I damn this era, but it is reality. Who rules Damascus? Not the Romans, but rather a damned Muhammadan! The old Empire is ruled by Jews, Latins, Muhammadans, and anarchist heathens, and you continue to prattle on about your useless ideas of 'perfection'. We do not live in a perfect era; our era is imperfect. Your useless ideas will only increase infighting, making this world even more imperfect. Show some respect to yourself, your peers, and the Emperor and be silent."

Michael yawned.

"I do not care who you served or for how long. You have lived a gilded life, and thus know nothing of the real world. You are a man who knows his way around a palce, but hardly one who knows his way around a city or a country. I on the other hand have been with my Orthodox brothers, the ones who fight your wars, the ones who are your loyal subjects, and I have heard their fears and their hopes and know of them like my own family. So spare me your vitriol old man."

"As for the imperfections of this era, the solution is simple: make it again perfect. I have already voiced this idea, only to be ignored. Restore the birthright of the Empire, under whichever way possible, rather than listen to those who do not have the Empire's best interests at heart, who are not even in true power, who bow before the secular governments and the Latinist heathens. We must sweep it away like one would remove grime from a masterpiece."

The Archbishop started shaking. He had never been so angry in his life; not even after the fall of Damascus or even the fall of the Roman Empire. "You have no shame!" he shouted, preparing to launch into another tirade. However, an aide placed a hand on his shoulder and whsispered to him.

"Your Holiness, mind your heart," he said.

The Archbishop almost began yelling again, but then became quiet, and muttered "to hell with you."

As he listened to those around him, George felt tired again. He felt decades older, as if the weariness of his travels had returned to him. Had he been too proud, too arrogant, when he had dared to hope for a revival of the Empire to whom his life had been devoted in service? Silently, he resigned himself to the will of God. If the Age of Constantine were to be revived, God would accomplish it. And if not, then all could return to the catacombs...

Suddenly, he was back in focus.

"Lords," he addressed the combatting Archbishops of Cyprus and Alexanderhaven, "My Lords, please. There is not need for such sharp tongues here. We are brothers in Christ. Let us speak in peace, or, or He will not recognize us."

The man had been robust merely minutes earlier, but now the great weariness weighed down upon him, and it had become difficult to speak. Satan attacked him, tried to keep him silent, but he had resigned himself to all things, and God granted him the power to speak.

"The Empire, she was never perfect. Surely we all remember that? She was imperfect, a fallen creature who would assist fallen man. Had we been perfect, we would have lived directly in the Reign of Christ. And we strive for that in the Church. But fallen man requires an Empire as well as a Church, and God gave us that, and told us to 'Give to Caesar what is Caesar's.' So let us not worry about perfection at this junction. Let us plant a seed of perfection. Any unity, no matter how imperfect, is superior to the current scattering. Our seed will grow and develop, and in time, if God blesses it, it will blossom into a splendid tree. And then we will have our Empire, and she will strive more and more for perfection."

"I merely spoke of perfection relative to the other states of fallen man. Only the closest to god could be closest to perfection, such was our state."

"This current scattering is anathema, and it is for this reason I beseech such principles that would keep us independant, for it only weakens the stitches that would bind us under Empire."

Negus Wire, trying to relieve himself of any outrage that came forth from this horrible outrage about him, exhaled softly. "My brethern, lay and ordained, perhaps it best for us to recall again why we are here. You have recognized my words of it, but have not truly sought it."

Bowing his head with folded hands, he cleared his throat. Then, he began to softly sing out the words of a hymn that is communal to churches both Occidental and Oriental.

"Perhaps it would be best to vote on one of the existing documents? The Imperial Senate and the Emperor may always begin working on fixing any shortfalls that may present themselves, or we may find that we are bickering for no reason and that for all practical purposes, the current document is more than enough to ensure the Roman Empire's effectiveness?"

Ronaldinho Romano walked quietly into the room as the King finished his speech. His presence now authorized all Hispanic involvement in the treaty.

"'No reason'?" Michael sneered, "This matter is not to be taken lightly, and as such every point must be discussed rather than ignored for someone else to take care of. Forcing a treaty through to be validated as it stands with its many loopholes and lack of explanations is foolish at best. On behalf of the King, Tobias III, Alexanderhaven will abstain from this forced vote."

The Bickering had gone on for several minutes and with everyone's attention directed at this specticle, few if any had realized that the Tsar had left the conference. Brought a message of urgency, he left at once to find a more seriousness mess now on his hands. Tikhon II, Patriarch of Moscow and All the Russias was told by the Emperor himself, that he was to represent the Emperor and his wishes for the remainder of the conference.

"By lords" said Tikhon II bring every one's attention back to where the Emperor had been seating, with everyone know recognizing his absence. "I will apologize now on behalf of his excellency, the Tsar. Matter of the Russian Empire have now taken his attention and I assure you that if they weren't of grave concern for the welling being of the Empire he would have remained."

"With that said, I am his representative for the remainder of this conference so long as he is absent. I understand both sides of this fueled argument. I think we can all agree that above all we wish to create an Empire that speaks wonders to the glory of old Rome. If anything, I should think our heat and anger is only out of the fact that we all know that what we create here today will be a direct reflection of our ideas and memories of Rome of old. Anything less than perfection would blur and pervert these images we have of the once glorious Empire."

"Whether old Rome was the model of perfection or scared with her own imperfection is a matter best debated by scholars years from now. What we are here today is to join in brotherhood and built out of unity a new Empire to join all Christians together in harmony and peace, to protect them from all evil, and see to the eternal glory of God. To do this I think, we must all recognize that concession must be made from all. I ask that for the greater good of all Orthodox nations, we set aside our differences in ideas of Empire and instead embrace the fundamental ideas of this conference and of the Empire presented to us today."

"With that said, I would like to echo the request of the Hispanic delegation and call for a vote. Before however I would like to open the floor for anymore revisions for request."

The King of Hispania turned to Michael, his patience now absolutely gone, but still speaking in a polite, quiet, and dignified manner to the man he had grown to hate.

"Shut up, you perfect idiot. If there are so many loopholes, so many errors, so many issues... fix it. Present us with the perfect treaty, free of all problems. If not, then kindly shut your mouth. Your diatrabe is unnecessary, downright stupid, and ultimately unwanted.

Your delusions of grandeur, your subtle hints at genocide, and your xenophobia surely place you among a unique class of profound morons who have somehow found their way into positions of power. You would do best to kindly shut your mouth, and allow the adults here to continue working, without your childish commentry."

He sat down, obviously cross, staring heatedly at the document in front him, scratched timeless times with pens of all colors from himself and his associates who had modifed article after article, revision after revision. He then calmed and looked over to the man who had replaced the Tsar.

"Hispania's revisions remain our advice. Our main concerns are with establishing zones of influences within which each member of the Roman Commonwealth may work, as well as the modification to allow Hispania's membership within the Roman Commonwealth. We, however, endorse immediate ratification, and an immediate session of the Imperial Senate to finetune the document privately with the Emperor, in an atmosphere of cooperation, and intelligence." With the last work he motioned towards Michael, once again showing his antagonism to the man.

Michael laughed at the man's foolishness,

"I do not need to listen to a false king, who takes orders from another apart from God or Emperor who leads a secular government. If you wish for a viable state, YOU shoulf ix the very errors that come from YOUR plans. I have given my solutions, all very viable, all very possible, and all which would take care of any problems."

"You on the other hand, speak in the name of this...Romano..." he said as he looked at Ronaldinho squarely in the eye, "and wish to hijack this union for Hispania's own needs, for it is the only reason you would not want a powerful Emperor. So I do not need to listen to the words of a borderline heretic spouting the words of his master like a mangy cur."

He turned to the Patriarch of Moscow, changing his tone to a more respectful and kinder one at once,

"Your Eminence, forgive me, but Alexanderhaven simply cannot support a vote in support when the issues have yet to be taken care of. Even if there is still room open for discussion, the moment the vote ends, it will not matter either way. If one empire cannot be forged from this due to differing opinions, then I suggest that two empires are formed...one for those who wish for a weak emperor, a pwoerful senate, and where the nations have more say than the union itself and whom do not even defend their bretheren when they come under attack....and those who wish for a powerful emepror, where the provinces will keep in line with the official word of His Holy Majesty, and which there is little to know interference from a "senate"."

"Even if Alexanderhaven ends up alone on wishing back for the latter, on behalf of my King, I would easily accept it, for it would be more honorable than to be apart of what is effectively Hispania's diplomatic armor, at the expense of all other Christian states."

You are alone in your opinion. The Western Romans have criticized you, the Cypriots have criticized you, any and all who were once a part of the Roman Empire has turned away from you, Michael, and you would do well to simply shut your mouth. If you truly cared for seeing a unified Rome, then the best solution, the best thing you can possibly do in your otherwise meaningless and trite existance, Michael, is clearly obvious." King Hannibal II points towards the door, fire behind his otherwise calm voice.

Need I remind you that all are guests in the palace, the home of the Tsar of Russia. As such I would request that that fact alone be remember and respect paid. This bickering has gone on far far enough for one conference to handle."

"To the delegation of Alexanderhaven, I believe we all now understand the extent of your disapproval of the constitution as it stands. However, I cannot see how fruitful the suggestion of a schism in the Orthodox world could be. If anything I can see it only hurting all the Orthodox nations. Did not the first Roman Empire fall after the great schism? What could be gained by having two Empires, is there to be two churches as well? If you truly wish to serve the Orthodox faith and help the Orthodox world to prosper I ask you not to continue with the objection you have so fiercely defended but instead produce productive suggestions for change. Surely there is compromise somewhere in this dialogue, we simply must work to find it."

"To the rest of the room I once again open the floor to any productive criticism to the proposed constitution that was revised by the Hispanic delegation. Is there no other points to be cleared up?"

Constantine spoke up. "The only thing I disagree with in the Hispanic proposal is the idea that all states will delegate their foreign affairs to the Roman Empire. If that is struck from the constitution Cyprus will support it wholeheartedly.

The Patriarch then turned to Michael"An I am in agreement" said the Patriarch "That is why I have opened the floor for suggestions and productive criticism to the proposed constitution. If you wish to see something changed, then suggest it. If your problems span more than one simple section, then so be it. We shall as a civilized group, sit here and discuss each point at length until we have, to the best of our ability, satisfied all parties involved."
