With delegates from all over the orthodox world and some from worlds beyond, observing the customs of the Orthodox people, the delegates were escorted to the grand ballroom where they were all seated. There were no real enemies among the delegates gathered so it could be said that all were seated around friends. Each guest was offered refreshments, water given the religious text of the event.

After everyone and everything was settled, Tsar Paul walked up the few steps to the stage. He came to a stop behind a podium, the symbol of Orthodoxy was mounted to the front of the podium and flags from every orthodox nation in attendance were placed behind. The Tsar, as he stood in perfect posture, cleared his throat before speaking to the gathered few.

"Friends, Romans, I thank you for seeing me this day. We come here as not only fellow members of the most holy of Churches, but I like to believe we come here today as true friends and statesmen. Never before has the church needed true unity as it does today, this years, during our lifetime. My heart still grieves for the Roman Empire, that glorious empire that held the fabric of Orthodoxy together.

The Romans will never be forgotten, can never be forgotten for in each way we carry on their legacy through our continued faith it her church. Do not mistake my actions my dear countrymen. Never once did I ever believe before or after my decree that I could ever replace the Roman Emperor or his Empire. They are a mark on our history that can never and shall never be forgotten and cannot so easily be replaced.

Instead know that I asserted myself as regent, a caretaker for what is left of the Empire not because I wish to have it all for my own, but because I wish like all good Christians do, to protect my faith and my decree was the only way I knew how to truly protect those Christians left to the wilds of the world after the fall of the Empire. My power as caretaker, as protector comes only through you, the great people of Orthodoxy. It is only through your continued support can I hope to continue my work to bring stability to the fractured Empire.

I am only Emperor to those who assert me as such. For God gives me the power to rule but it is only through your devotion can I express this power given to me. We must stand strong together and show the world that we will not fall as the Genesian Catholics do even now, as their fallen Empire continues to crumble away. For we are the true children of God, and we shall stand strong against our enemies as we do even now, fighting in Georgia. My heart is overwhelmed with joy to see the support you have given me there. I pray daily that this support can continue and that we will succeed over the evils that try to destroy us.

We are mighty, and together under the banner of the one true faith, with the spirit of the Roman Empire embedded into our souls, we CAN overcome ALL"

A thunderous applauds followed the mighty end of the Tsar's speech. It lasted for several minutes, with many getting up from their seats as a sign of respect to the Emperor of Russia. After a few moments of taking in the support that was so obviously being paid to him, the Tsar motioned for his guests to calm themselves and then spoke again.

"I would now like to ask, as this event is truly their orchestration, for George Palaeologus, King of Sicily, Sardinia and Africa and Constantine Monomachus, King of Cyprus to join me here on stage and speak your minds on the current situation and your aspirations for the future of the faith, and the kingdoms that are bound by it."

OOC: I guess I'll give it up to you Q, since RD is on his little vacation from us. I personally not sure what he wanted to accomplish here. If you're not either we can hold off til his return or until one of us can contact him.

A King amongst Anarchists, Devin Wire stood before the great palace that had been a symbol of his 'power,' or more accurately, what little he did really possess. Truly, he was now a monarch, to whatever little means came with this title.

There had been a period of horrible civil war that shook the foundations of what land now lie as his Autocracy. However, Devin Wire had seen the light of the one true Christ and had defeated his advisaries over the mighty steppes of Africa that he had so valiantly fought to maintain.

Arthur Susskind, once the Vice President of Zeelar, was the first player in this bloody game. He had fallen to total secularists, and in fact, a form of socialism. Through his nomadic preaching, he had spoke out against the natural communalism that had so long occurred in the nation of Zeelar and rather wished to replace it with economic communism. All forms of socialism were of course condemned by the Anarchist government, and Susskind was wise to gather those miscontented with this. Due to the immense amount of freedom felt under these reigns, there was little thought of this. However, angry voters had soon called for his censor and subsequent removal from office. In the recall election held posthaste, these constituents voted to remove the office of Vice President for the time being.

Lebna Zagwe, the once speaker of congress, was at this time leading his own forces. Condemning the actions of then President Wire, of the people, and of Susskind, he barefacedly went to those whom were among the youngest and oldest of people in Zeelar. Utilizing his methods of seduction, he syphoned off those who would be easily brainwashed into forces through rousing speeches and the propagation of propaganda. There was to be great animosity therefore, between him and the other two groups. In fact, his rapid amarment in a country where culturally there is little wrong seen with firearms caused little stir. However, his rhetoric did. With the elderly joining to him, and the less impressionable youth signing to Wire, the stage was set.

When conflict finally broke out, there was a division of the nation that was quite clear geographically. Those who were trapped at sea in a merchant force that docks outside the nation were without a place to call home, as well as those who lived abroad for the time being. Those that lived in the south of the nation, as well as those who dwelled on the plains resting outside the physical borders of Zeelar, were quick to ally themselves with the classical leader Wire. There too rested the transportation and mechanical resources of the nation. Susskind was in the north of the nation, where almost the whole of the traditional type airplane resources lied for fighting a war. Trapped in the center, Zagwe had only the vast agricultural resources of his piece to defend. Being so reliant on dirgibles, all three corners had ready access to them.

As can be expected, such a brother against brother conflict was swift and brutal. The night before the first battle, resting in the streets of the capitol city, Wire was reported to have a vision. In the manner of Constantine, he spoke the next day to his supporters who were all too ready to reject the religion of heathens that rested against them. They spoke of how their cause was divinely inspired and how they were brought solice in this time.

That day, Zagwe's forces entered in a stirring cause, albeit largely on foot. Those who were so lucky had Zepplein transport to the city and were dropped in a manner to make themselves fall directly before the capitol buildings. Relying largely on grenades dropped from their floating fortresses, the beautiful Persian-esque spires were reduced to rubble as flames burst out from each corner of the superheated rock. Amidst this fire and brimstone, however, the machines of the Zeelaran Proper pushed on against Zagwe's forces. Great cannonade blasts were fired as artillery shells fell along each of their supporters. As the sun set over Vad Bodok, Wire's forces were triumphant. At that moment, Wire was said to have delivered a stirring speech regarding how he could not ask their sacrifice to be greater, and yet they would have to press on. He promised to fight alongside them, and this was most literal.

Through the night and the daylight hours of the next solar cycle, they pushed on. Rather than being the hiding general, Devin Wire and his associates led their troops into battle and were the first to take wounds. Great marches were made while the classical standing fight was made - Zagwe's troops continued their relentless march on the Zeelarans, whose victory here was seeming increasingly failed. However, at the end of the day, the black and green flag of Ecological-Anarchy was planted into the central soil. Zagwe surrendered in person. Subsequently, he was hanged.

The next week was dammned to be harsh for them however. Susskind's forces in the skies ripped through the mighty airships of Zeelar as though they were made of paper. Fighters tore through villages and cities, firing between buildings and spires. There seemed to be no end to the near science-fiction battle that was occuring. The casualties were simply appaling.

One thing was to be the savior of the Zeelarns - that burning force of Anarchy coupled with their newfound religious fervor was described by one of Susskind's Liberation Army personnel as 'the ability to fight like an akle-biter on coccaine.'

Utilizing little more than low caliber firearms mounted crookedly on staves to form poor-men's anti-aircraft guns, the Zeelarns took their first blood. Susskind had taken Wire's image however, and walked in his footsteps - he had become a pilot and that first blood was his. The fighting became even worse as the Liberation Army took him as a matyr. However, through a total war of attrition, they had finally run out of resources - and were forced to surrender.

In the ensuing chaos afterwards, Wire and his wife regained control of the government by popular vote. Zeelar, not stepping away from its own convictions, remained it's sense of lack of governance. However, for his heoric deeds and mighty religious conviction, Devin Wire was declared proudly before the damaged palace as Negus Devin the Valiant, Autocrat of Zeelar by the command of God.

Though it was not necessarily particularly powerful to be the monarch of a country whose government was largely non-existant by choice, the conversion was complete and Zeelar stood ready to make good on their promise to the Roman Emperor - they were in Orthodoxy and were ready to contact them in their time of triumph. A new age of enlightenment was coming over Africa.

King George stood first and took the stage. Constantine followed him. The young boy seemed a bit overshadowed by the elder statesmen, who controlled vaster holdings then he, yet Constantine had a sort of charisma about him that indicated to the world at large some great future ahead of him.

George turned to face the crowd. His face was jaded with the many long hardships of his life, yet at the same time was mildly jubilant. Constantine followed suit. He was quiet, allowing George to speak. Nonetheless, his face showed a natural wit about him, a natural charm, a natural cunning. He smiled a his better began:

“Thank you, Your Majesty. It is an honor to be here today.” Constantine repeated the sentiment, and George continued. “My fellow monarchs. We are assembled here for a great purpose. This is a day that will go down in history as the day in which order was restored to the Orthodox world.

“We do not come here today as beggars. Truly, each of our nations could survive on its own. Each of our nations is great in its own regard, and I do not hesitate to say that there has never been a meeting of rulers of such combined caliber before in all modern history.

“As I have said, we are all great monarchs. King Tobias is the rightful ruler of the great Kasnyian Empire. Hannibal is the greatest monarch in Iberia. Lord Maximalian represents the man who united the French. No sane man who makes himself an enemy of the Cossacks can help but fear the blades of Chief Yermak’s men. King Wire controls Nubia. Tsar Paul is the most respected man in all of Orthodoxy, King Constantine controls a powerful island Kingdom, and I rule perhaps the greatest naval power in Euorpe. No, we have not come together for protection.

“Rather, we have come together because we realize that might is not enough to guide a nation worthy of respect. Rather, the great Orthodox Church and its institutions are what ought to guide us. We have come together to see the greatest unifying institution in the history of the world restored.” He stopped abruptly, leaving the stage to Constantine. Constantine cautiously began.

“We propose a commonwealth in which our states will join in to once again form the Empire of the Romans. We will join once again in a union that will unite the Romans as well as the Orthodox. All the Orthodox world will join together in a union of equals, in which the Emperor of the Romans, His Majesty the Tsar, will be first amongst equals.

“We will band together for our future. We will bring freedom to Georgia. We will bring justice to the old lands of the Romans once again. What say you?”

The following is the document that I had drafted. Consider it a working document. Quaon and I have discussed this a bit and we know some areas require discussion on how they should work, including whether or not secession should be allowed (Quaon does not think so), what membership requirements should be (the current ones might be too strict, and I fear that they may exclude some people who should not be excluded), the particular balance of power between the Empire and the members, and I was also thinking about whether the war power should be changed from the Senate to the Emperor. So we can discuss what changes need to be made to finalize this, and then we can decide IC whether our nations will join or not.







Constitution of the Roman Commonwealth

Preamble:

In the Name of the Father, the Son, and the Holy Spirit, we, the Roman and Orthodox people and the sovereign representatives thereof, in order to promote good governance and right order on the Earth, to work for the Salvation of the people, and to protect and defend the Orthodox Christian Faith, do hereby establish this Commonwealth and Empire.


Article I: Membership

Section 1: The Empire of the Romans
The lands of all realms and states that endorse this Constitution and join this Commonwealth will together form one Roman Empire. All citizens and subjects of Commonwealth realms and states are citizens of the Empire, but are bound by the laws of the member state they reside in at any given time.

Section 2: Conditions
Any realm or state that desires to enter the Commonwealth and join the Empire of the Romans must have Orthodox Christianity as its official or co-official religion, or alternatively, must have Orthodox Christianity as its majority religion. Its monarch or head of state must be a baptized member of the Orthodox Christian Church.

Section 3: Admission Procedure
All realms and states that ratify this Constitution according to their laws at the founding convention are members of the Roman Commonwealth and constituent states of the Roman Empire. Any other realm or state that satisfies the conditions laid out in Article I, Section 2, may send an application for membership to the Roman Senate. The Roman Senate will then vote on the application. If the Roman Senate votes in favor of the application, it will be handed to the Roman Emperor for his signature. If the Roman Emperor signs the application and marks it with the Great Seal of the Romans, the applying realm or state becomes a full member of the Commonwealth and constituent state of the Empire, equal to the other members. If an application is rejected by the Roman Senate or the Roman Emperor, its rejection must be accompanied by a list of conditions. The conditions must be satisfied before another application may be submitted.

Section 4: Expulsion
Any realm or state that ceases to satisfy the criteria outlined in Section 1 of this Article may be expelled by an Act of the Roman Senate. Otherwise, no realm or state shall be expelled for any reason. Any state that is expelled will have the right to appeal to the Civil Court of the Roman Commonwealth.

Section 5: Secession
Should any realm or state judge that this Commonwealth no longer promotes the goals laid out in the Preamble of this Constitution, that realm or state may secede from the Empire by submitting a notice of secession to the Roman Emperor and giving one month's notice for any Roman military or civilian presence to be withdrawn from the seceding state.

Section 6: Constituent States of the Empire
Every constituent state of the Empire will respect the judicial and legislative processes of the other constituent states, and will not hide from justice any fugitive from another constituent state. No new state may be created from the boundaries of a constituent state without the full agreement of that constituent state, as articulated through its own legislative processes.


Article II: The Legislative Power

Section 1: The Roman Senate
The Legislative functions of the Roman Commonwealth will be vested in the Roman Senate.

Section 2: Membership
The Roman Senate will include a number of members from each constituent state of the Empire, apportioned according to population. The initial numbers of members will be decided at the founding convention, and the Roman Senate will be responsible for reapportioning membership at regular intervals set by the Roman Emperor. Each constituent state of the Roman Empire will decide using its own methods how its Senators will be selected. A Senator can only be removed by the authority of the Roman Emperor, by the authority of his constituent state, or upon conviction of a major offense by the Civil or Ecclesiastical Courts of the Roman Commonwealth.

Section 3: Meeting
The Roman Senate will assemble when summoned to do so by the Roman Emperor and at no other time.

Section 4: Procedures
The Roman Senate will pass Acts of the Senate by majority vote. Any Act of the Senate must, after its passing, be signed and sealed by the Roman Emperor in order to pass into Roman Law. Any Act of the Senate that is passed but not signed is void. All other procedures relating to the operation of the Roman Senate will be defined by the Roman Senate.

Section 5: Powers of the Roman Senate
The Roman Senate will fully exercise the power to pass Acts relating to borrowing of money, currency, foreign policy, commerce between constituent states and with foreign powers, and relating to the national defense, including the declaration of war. These powers may not be exercised by constituent states. No other power may be exercised by the Roman Senate unless expressly granted to it by three-fourths of the constituent states, in which case it is automatically revoked as soon as fewer than three-fourths of the consituent states endorse the additional power.

Section 6: Powers of the Constituent States
All legislative functions not listed in Article II, Section 5 continue to belong to the constituent states and may never be exercised by the Roman Senate, except as stipulated in Section 5. Every constituent state of the Roman Empire will continue to govern itself according to its own laws and customs.

Section 7: Support
All operations of the Roman Empire will be supported economically by its constituent states. The Roman Senate will be authorized to apportion the costs of this support according to the economic strength of the various constituent states thorugh an Act of the Senate.


Article III: The Executive Power

Section 1: The Roman Emperor
The Executive Power shall be vested in the Roman Emperor, who is the supreme sovereign and fount of law in the Roman Empire.

Section 2: Election
From the founding convention, Tsar of Russia will bear the office of the Roman Emperor signified by the Title of Emperor and Autocrat of the Romans. Each Roman Emperor will serve in his office for life. Upon the death of one Emperor, a new Emperor will be elected from the Orthodox monarchs and heads of state of the constituent states. The Election of the Emperor will be performed by the Civil and Ecclesiastical Courts of the Roman Commonwealth.

Section 3: Assistance
The Roman Emperor may authorize any person, office, or apparatus necessary to assist him in his functions.

Section 4: The Roman Emperor and the Roman Senate
The Roman Emperor will have the authorized to summon the Roman Senate and decide when it will meet. Additionally, the Roman Emperor may remove from office any Roman Senator. Finally, any Act of the Roman Senate must be signed by the Emperor and sealed with the Great Seal of the Romans, in order to have legal effect.

Section 5: The Roman Emperor and the High Courts
The Roman Emperor has the right to send any case to the High Courts. He has the right to grant an appeal to the High Courts to any Senator. The Roman Emperor sits on both the Civil Court of the Roman Commonwealth and the Ecclesiastical Court of the Roman Commonwealth, and has final authority over which court hears any given case. He has the authority to decide when the High Courts meet.

Section 6: Foreign Affairs
The Roman Emperor will represent the entire Commonwealth to foreign states, though individual monarchs and heads of state may continue to represent their constituent states. The Emperor will be the Commander in Chief of the Roman Imperial Military, which shall consist of the militaries of all constituent states when summoned by the Roman Emperor.

Section 7: Imperial Edicts
As the Living Law of the Roman and Orthodox people, the Emperor is authorized to pass Imperial Edicts that are binding on all constituent states of the Roman Empire unless specifically rejected by a constituent state.


Article IV: The Judicial Power

Section 1: The Civil and Ecclesiastical Courts of the Roman Commonwealth
The Judicial Power shall be vested in two High Courts, the Civil Court of the Roman Commonwealth and the Ecclesiastical Court of the Roman Commonwealth.

Section 2: Jurisdiction
The Civil and Ecclesiastical Courts of the Roman Commonwealth will have jurisdiction between all disputes between constituent states, all disputes between a constituent state and the Commonwealth, all disputes between a constituent state and a foreign power, all disputes arising from an Act of Senate, and any other contraversies deemed significant by the Roman Emperor. Additionally, any constituent state being expelled from the Commonwealth has the right to appeal to the Civil Court. Any Senator may appeal to the High Courts at the will of the Roman Emperor. Cases before the High Courts will be divided by content into Civil and Ecclesiastical Cases and heard by the appropriate Court. The Roman Emperor has final say over whether a given case is heard by the Civil Court, the Ecclesiastical Court, or by a combined tribunal of both High Courts.

Section 3: Meeting
The High Courts will be convened by the Roman Emperor at times of his discretion to hear pending cases.

Section 4: Judges
The Civil Court of the Roman Commonwealth shall be judged by the Roman Emperor and the monarch or head of state of every constituent state of the Roman Empire. The Ecclesiastical Court of the Roman Commonwealth shall be judged by the Roman Emperor and the most senior Orthodox Church bishop of ever constituent state of the Roman Empire.

Section 5: Elections
The High Courts have the sole authority to elect the Roman Emperor. After the death of a Roman Emperor, the remaining members of the Civil and Ecclesiastical Courts of the Roman Commonwealth will meet in a timely fashion to elect one of the monarchs or heads of state as the succeeding Roman Emperor.


Article V: Amendment

This Constitution may be amended only with the consent of every constituent state of the Roman Empire, or by the unanimous decision of the Roman Senate and the Roman Emperor.


Article VI: Ratification

This Constitution will go into effect when agreed to by the Russian Empire and three other qualifying realms or states.

The Tsar rose from his seat and began to clap. The result was that the room exploded in applause for what King George and King Constantine had proposed. It lasted for several minutes as other monarchs and heads of state joined the Tsar in the standing ovation. When the room was settled again, the Tsar joined in brothers of faith at the podium.

"I for one fully support this idea for the Commonwealth and Empire of Romans. We must be the uniting factor that saves the citizens of the former Roman Empire from despair. This Commonwealth will show the world that Orthodox Christianity is not on the way out, much like other Catholic religions are, but is instead coming to upon it's second great age!

We together this day embody the true spirit and might of the Roman Empire. I can see no fitting tribute, no better way of honoring the spirit of the Roman Empire then by joining arm in arm together and rebuilding that which we have lost. Third Rome will be our creation, a true testament to our faith and our honor as Christians. We shall let no other state put asunder what we create here today.

However, should any person here hold objection to what we want to accomplish here today, let them speak now or stand united with myself and my brothers King George and Constantine."

OOC: If you want we can begin a "drafting" phase of this conference following this period of allowing for objections. During the draft we can discuss that constitution "IC" and make changes to it as we see fit if that's fine with ya'll ^_^

King Hannibal II rose, and cleared his throat, prepared to speak.

"I am afraid I may find some issues that must be resolved immediantly.

The first is simply a small matter. Hispania's populace is approximately 60% Genesian, and 40% Orthodox. I myself am Orthodox, but as a courtesy to my Genesian wife, and my adopted country, I will, in all probability, raise my child as a Genesian. In terms of politics, the Hispanic government remains secular, in theory, and thus has no official religion. I might be able to convince Ronaldinho to pass a few laws making the Genesian and Orthodox churches the official Hispanic churches, but the issue of the monarch remains.

However, Hispania remains a strongly Roman country. We identified with the Roman people, even before its desolution, and if anyone remembers the Aurum Treaty, Hispania has long advocated ties amongst the Roman people. The former Exarchate of Spain, a province of Rome, is a part of Hispania, and I myself am the old Exarch of the Isles, know the Western Kingdom. I have sworn fealty to the new Roman Emperor, the Tsar, and all in all, Hispania identifies more closely with the Roman people and culture than any other. The matter then, must be resolved.

The second is not so much a problem with the treaty, but with Konigsberg. The ToK holds that no member state may be a member of a second organization. As I look around I see a multitude of states that are also members of the ToK. Thus the question is presented - will we abandon the ToK, despite their help in Georgia, or work to amend the ToK to allow membership within the Roman Commonwealth as well? Or thirdly, will the Roman Commonwealth be the recognized member of the ToK, of which we are all members? I do believe this is covered under Section V, but that only raises further issues.

Hispania must be prepared to act at a moment's notice within Iberia. We cannot wait for the Roman Senate to endorse actiosn that require immediate attention. Will the Roman Senate then, be able to recognize certain spheres of influence, within which nations may act without endorsement of the Senate, to insure quicker response? For example, Russia-Russia, Hispania-Iberia, Pascoag-France/Norway, WRK, Pascoag, North Africa, etc?"

King Hannibal II sat down, listening to the murmering amongst the delegates.

King George stood up to respond to King Hannibal's concerns,

"I fully support the recognition that Hispania is a Roman nation, despite the fact that the Orthodox faith does not play as strong a role in that realm as in others. I would be willing to support changing the requirements before the ratification so that states like Hispania with strong Roman culture can be admitted into the Commonwealth.

"I will also address your third concern. I think that the Roman Senate could recognize spheres of influence in an Act of the Senate authorizing constituent states to act as necessary in those areas without Senate approval. However, if a concern, we could even agree on those spheres at this convention itself, and thus circumvent the issue.

"The issue of the Treaty of Konigsberg is an issue I have not given consideration to. I do not want to abandon the other nations there who would not be members of this organization. I wonder if an exception to that Treaty's rules could be made for this organization. I will wait to hear others' thoughts before speaking further on the issue.

"Does the King of Hispania or any other attendant have a suggested re-draft for the Article I Section 2 membership conditions?"

King Hannibal stood up and read of the piece of paper his advisor had marked up.

Any realm or state that desires to enter the Commonwealth and join the Empire of the Romans must have Orthodox Christianity as its official or co-official religion, or alternatively, must have Orthodox Christianity as its majority religion. Its monarch or head of state must be a baptized member of the Orthodox Christian Church.

The Roman Senate may vote to bypass Section 2 for any candidate which can not fufill the above qualifications, but is otherwise identified as a strong Roman state. 75% approval is required for this. Furthermore, should any nation grow out of these conditions, but as a member of the Roman Commonwealth, it will be permitted to keep its membership within the Roman Commonwealth.

As to the issue of the ToK, I feel the Roman Commonwealth should be recognized as one entity within the ToK, and the Commonwealth itself regarded more as a federation than an alliance. This would bypass the ToK treaty restrictions, while still maintaining them. "

Alexanderhaven is wary of the idea of federation. A strong central authority must exist, under the absolute control of the Emperor, so that the Second Empire may rise in place of the First Empire. Federation would dilute such authority.

"My peers, I am new to the business of statecraft, but I believe that I must speak up. The Roman Empire being unified into a single state, with the mighty Emperor of the Romans being the absolute ruler of such a state, would be ideal. Ideally, that state would span the entire globe, from the Isles of Hercules to the Indies and back again. Ideally, the world would be united under the Roman banner, and the word of the Orthodox Church would reach every corner of this Earth.

"Ideally, there would be no need for a federation. But, in this age, this age of...reconstruction, aye, reconstruction, things are not ideal. It would not reasonable to expect our geographically diverse states to be united under one central authority without any local authority. The armies of the Empire of the Romans would be stretched to the breaking point, and dissent would be common, specifically in the mainly Genesian parts of the Empire, such as Hispania.

"A union of equal states who recognize the Emperor of the Romans as the Supreme Authority on Earth, the Vicegerent of God, will serve for the time being. It is not a perfect union; but then, neither was the first Empire of the Romans, or my father's armies would not be defeated and the Empire cast into chaos and anarchy for years. "Now, to the specifics of the constitution. I remain adamant that no state ought to be allowed to secede from the Commonwealth. The Empire of the Romans did not allow seccession, and nor shall we. Such a seccession would be just as bad as the schism that the evil Ukabeanean "Church" perpertrates.

"As to the Treaty of Konigsberg, I would think that the other states of the Treaty would be happy to allow an exception for the Roman Commonwealth."

Alexanderhaven is against it. If we keep this system of elected rule in place, there may be a chance that tthe rule falls to someone whom we disagree with, we should not have to suffer their rule.
