Hispania feels that it would be beneficial for the ToK to send a manned mission to the moon, in order to establish ToK's scientific prowess across the world. To put a man on the moon is an achievement like no other, an affirmation of man's capabilities over nature herself. We feel that putting a man on the moon on a ToK rocket would inspire technological unity and scientific connections between ToK members. The goal of this operation will be military in nature. Hispania sees great security value in setting up communication posts on the moon, to monitor signals between satellites from all nationstates. Doing so will give the ToK a strong intelligence superiority over other alliances. |

Russia has no objection to allowing an international team and/or organization composed of TOK member state nationals to use our currently space flight facilities for this venture. Though we have yet to return to the moon, we have been using our space facilities to operate state-of-the-art communication satellites an a small science station that is currently in orbit. Though the war in Georgia has almost eliminated all funds, we see no reason for barring any space venture set up by the TOK from using our facilities so long as TOK members can help with funding, especially during this particular time. |

The Triune Kingdom will support this measure with the stipulation that funds not be earmarked for it until the war in Georgia is over. We are currently switching to a wartime economy and cannot currently spend money on this affair. |

While it is certainly an interesting proposal, the costs of Reconstruction, Pacifation, and Incorporation of Castille with the rest of Hispania will not allow us to pursue such a course at this time. |

Our current conflict with Belgian Brasilias prevents us from actively pursuing a manned ToK mission to the moon at the time as our only two space launch sites are in Rebel hands.. |
