The Elarian council all began to give a harsh glare at Isaac before whispering quietly amongst themselves.

"Perhaps we should just get to the point before *Isaac* implies anymore unintended insults..." Behar said in frustration at the leaving of the Prototopian delegate.

"Some here seem to insinuate that Baltas is the only star system colonized by humans in the entirety of the Milky way galaxy, and that it is those very humans that pose the greatest threat," Behar began, clearly looking Isaac square in the eye with a severe look before glancing at the other delegates, "But to point out a fact, it is not. As you all well know, Legion, a quaternion star system, has been home to Humans for quite some time.

Our Home world, Auglu Darzh, once shared ample trade with Constantia, the Home world of the colonies in Legion Alpha. But it has been five years since a single ship has come from the system, and all broadcasts we have been able to detect emanating from Legion seems to indicate they have abandoned us due to the simple fact that they have twelve times more resources there, than we do here.

The close proximity between their quaternary star system and the planets that reside there make it far more easier to mine the abundant resources, and in great quantity with expedience. Just a week ago we intercepted a message, not even intended for us, that seems to suggest they are making breakthroughs on Force Shield technologies. Something our own world has fallen back on for the past decade.

Ladies and Gentlemen of the Baltas system, the time has come to put our differences aside. Rather than destroying ourselves and letting our callous neighbor from beyond merely await for that day to come so they can plunder our home world, let us unite, and compete with our true adversaries.

We should not be spend what resources we have on building 'impressive' warships and weapons that kill when we are slowly sliding into decay and stagnation, blinded by pride, arrogance and greed, let us turn our focus to using what resources we have to gain even more resources. It is the only way to remain competitive.

The IDP can continue their observations on how societies develop, the Esternarxians revenues will go up due to extra trade, the Quaonians can build their warships, the Flumesians can use the materials for research, Elaria may rest content that this planet is once again in the competition, and, if Prototopia comes back to the fold, they may benefit and nourish their peaceful society.

This, is the primary reason why I called you all here today. And with Prototopia now *gone*," Behar looking harshly once again at Isaac, "We may have suffered a severe blow in proceeding with this imperative task.

Like it or not, we are falling far behind those in Legion, and if we sit back, squabble and do nothing about it, we WILL be crushed."

OOC: Legion system is almost done, and I already know of a few people with some respectably powerful nations waiting to be plopped down there.

"We see great opportunity in this proposal. A great chance for the economy to further flourish... The Flumesian government pledges to do our best recruiting companies to the cause, but once again we cannot make guarentees, and we would feel much better if multiple nations were involved in this cause."
He paused, and glanced down at his watch.
"It is time that I meet with Paul Paul about our proposal, thank you for your time gentlemen, if I am needed anymore, please contact one of my associates. Good Day."
With that he folded his briefcase, and walked out of the room. Upon leaving the room, he was directed to a room where Mr. Paul Paul sat...
"Hello again Mr. Paul Paul."

Paul Paul's visor cleared. It seemed as if he was just coming out of hybernation, but he answered quickly and assurredly. "Mr. Scrote. Yes, we have unfinished business to discuss.

"When I said there were certain "conditions" I don't want you to think there are strings attached to our deals. No, no. Not at all. There are simply logistical problems. The minerals are from our provence called "The Caves", and there are certain....." there was a pause, "dangers there. We would require your services in helping protect our miners from, ah, local predators. You see, the atmosphere is deadly for us if we are out of our domes or suits, therefore we do not really have the ability to "jungle" fight out in the open, if you get my drift. So, a few armed men familiar with fighting off, ah, wildlife would be all we would need to fulfill your contracts. Does this seem doable to you?"

"South my friends, first south.  Then east against the infidels," he spoke with his divine and melodious voice.  The Domnitor's face and body barely moved as he spoke, but when he did move, every movement was pefectly beautiful and graceful.  His long flowing old robes were ornately deocrated with every color, and they seemed to meld with him and with the surrounding room.  The Domnitor seemed to absorb and encompass everything around him, as if he was truely manifesting the glory of Ristu on Constantia.

He sat on an elevated throne so the council table was at his feet.  Sitting around it sat the Hierophants, the leading clergy of the world.  Each one of these had been chosen by the Domnitor, and they often represented the Faithful of various lands, both those within the Imperium, and those in rebellion.  Together they served the Domnitor, lightly easing his monstrous burden, the rulership of the entire universe.

Hierophant Refosun nodded.  "Yes, gracious lord.  The south is weak.  The easterners will fight but eventually they will break before our glorious Black Legion."

Each Hierophant was dressed in robes black as void of space.  Their table was black too.  It was an astounding contrast between the night of the Hierophant's robes and the gorgeous shining images that decorated the Domnitor and the rest of the Antionia fortress.  Every inch was sublime, the most richly decorated place on Constantia, and possibly in the whole universe.

"The Maul would allow us to protect the waterway into the Citadel" said Hierophant Syrax.

The ingeniousness of the Domnitor's plans were obvious to all in the room.  It certainly was not a question that he might ever be wrong.  That was why he rarely spoke.  He usually heard the Hierophants speak, and then pronounced on the Truth of the matter.

"It is settled," spoke his sonorous voice, "Seven Armies of the Black Legion shall be sent South to secure Maul.  A major force will be sent east, as necessary."

The next day, two transmissions were sent to Calvaar and Novados.  Flashing on the screens were the image of a burned city and the following text:
"Swear fealty to the Domnitor and recognize him as the master of all living things, and accept the Holy Rites, or be evaporated."

"Calvaar will destroy anyone sent near our borders, be warned Dominator, we are not one to be trifled with."
With that, The Calvaar Government issued a warning, and calls were sent to the army, be prepared for war...

A black-robed Hierophant approached the Golden Throne raised one finger and shook his head. The Domnitor's response was barely perceptible but the Hierophant saw and left, ready to prepare the massive, overpowering mobilization on the eastern border. Poor foolish Calvaar...

As the Black Legion amassed on the southern and eastern borders of the Imperium, the soldiers were consecrated for battle. The Black Legion was a holy army, and its holiness was made manifest before every battle. Each unit prayed before battle, led by a priest in prayer just as they would be lead by a tribune in the battle. Only with the blessing of a priest could they go to war.

Each man had been subject to a Holy Rite when he had joined the Black Legion. He had been annointed with the holy oil by a priest and inducted into the Domnitor's sacred army. Each man had been given a weapon, and would fight with that weapon as long as he lived, unless the Domnitor saw fit to replace the armaments. The only time a man ever lost his weapon was when he was killed. Black Legionnaries would rather die than be captured, and the Black Legion never lost.

On each hand, each foot, and on the side of each man was tatooed the Star of Ristu, a sacred emblem marking the sacred soldiers. And thus, the Black Legion entered the Maul Penninsula. The Legion also gathered in the East. The rebels would be next.

Behar smiled and nodded at Yanich, whom began to speak with a deep, stern voice;

"I am pleased to see cooperative engagement in this proposal. Unfortunately, I have a feeling all of our moods will be shifted once you hear exactly what our scientists have proposed."

Yanich waved his hand towards the jeweled golden seal in the center of the table, and before them it was brought to life in a myriad of dancing colors; A hologram model of a star system, certainly not Baltas nor Legion.

"This is Arancione, one of the more rare *A* class stars in our area. The star is 200 times more luminous and 12 times the diameter of our own star, Baltas. In a few days time, it radiates more energy than our star does in over a year. It is also a relatively young star, and is metal rich."

Yanich made obscure hand gestures towards the seal, and the hologram blew up in astonishing size, shooting to the ceiling and taking up the entire width of the table, the Star grew larger. It took no time at all for the delegates to realize that the hologram was demonstrating a Solar system, and indeed, the hologram simulated the planets that orbited the powerful star.

"When our scientists were greeted with the realization that we simply cannot mine the amount of resources required here, in this system, either efficiently or in the quantity needed without doing irreversible damage to the planets and moons.

So, we turned to looking for metal-rich stars that were not inhabited. The only resourceful candidate that is close enough to manipulate, is the Arancione system. We have long known of the two Jovian planets and one smaller rocky body, but since new observations have been launched, we have also discovered moons of significant mass and size to make both good outpost locations and mining sites."

Councilor Kyros spoke next;

"An alternative option would be the Pelican system, but Pelican has much less to offer in terms of resources for only a somewhat shorter travel distance, and would be causing planetary damage a potentially terraformable planet.

Either star we choose, we will need a substantially large, or a substantial number, of cargo ships to carry the goods such long distances. If we go with large vessels, we are talking a scale 50% larger than a Siege Battlevessel, excluding all weapons, maintenance facilities and optimized fully for storage capacity.

To transport that kind of a full cargo load round-trip between either system would require seven times the amount of anti-matter all of Elaria makes in a year. Fortunately, if we are to work together, anti-matter shouldn't be as large a problem for nations with more land mass and facilities to produce it.

Moreover, the Esternarxians have an impressive trade fleet, which could assist in both establishing the outposts and returning the goods back to the Baltas system. They'll certainly want pay, but as so long as it is within reasonable bounds, I see no problem with letting them have their coin.

This project will undoubtedly be one of the most expensive in the history of this planet, that is why we are willing to pay 50% of the expenses for the first year, before we divide up the costs equally afterwards. If Elaria's public coffers, in the unlikely event go under, I will offer my own personal money to fund the project."

A short pause gripped the room, as the hologram shut off. But an Elarian councilor broke the silence with a closing statement;

"If you do not like this proposal, the only two other alternatives is to mine our own planet and moons to their destruction, or pretend this meeting never took place.

If you choose the latter, Elaria will only need to sit back and await for the Armies of Constantia to come to this planet to conquer it to prove her point. But by then, it will be too late.

Make your decisions now, and make the right one. We won't have another chance at this, our window is good as so long as the Empires in Legion do not catch wind of our plan."

“The IDP commends this bold plan. We shall support it.”

"Excellent," Behar said with a confident grin, "It will require a great deal of Anti-matter for fuel, and a great deal of space-faring vessels to transport both enough personnel, supplies, and equipment to begin constructing a permanent outpost in the Arancione star system."

Let it be known that the journey will take several (-Earth-) years, so it is imperative you understand what it is your are getting yourselves into. As a Nation of Merchants, we will be willing to commit half our fleet to the expedition."

Councilor Kaya, a studier of Culture and History, her looks attractive and beautiful in every way, grinned; "The Empires of Legion have arisen, fallen, arose again and again. All of which bore no fruit or rewards, only constant warfare that lingers to this day.

The Empire of Constantia, the strongest and eldest of these Empires, have lost nearly everything in the recent centuries. Their once united planet now stands divided, they have waged wars with their neighbors in an attempt to reclaim it in the past, and undoubtedly shall do so again.

It is within their heritage, their history, their blood to attempt a reunification of the planet. Their leader, known only as a *Domnitor* undoubtedly has grand views of spreading his Empire beyond the confines of the Legion system itself.

History suggests that they may have -- in the distant past -- held territory here, on Baltas. While Constantia rips itself apart with war and bloodshed, Baltas has known a peace long enough for us to become a credible threat to the Domnitor.

For the first time in centuries, there is a credible threat that his Empire may be brought to utter ruin. Divided, he cannot defeat the unified forces of our planet, but united, he could potentially destroy everything we have ever worked for as a people.

The Empire's history has a lineage of the finest warriors in the known Universe, and they carry a legacy of conquest that we, as free people's, cannot overlook. If we are to ensure our independence from whatever may come of Constantia, we must ensure resources closer to home are numerous enough to combat the threat.

I care not if they hate us, so long as they fear what harm we can inflict upon them."

“The IDP is pleased that we are able to come together as a planet to work towards a common goal. While we do not wish to trivialise the importance of this grand project – I believe this matter is settled? Shall we end this meeting and set about our task?”

Almost a trademark of the councilor, Behar nodded once again; "You are right, friend. We have an appointed task ahead of us, and we are all in agreement that it should be followed through."

Behar straightened his posture and affixed his gaze over the attendee's, "Nations of this summit, we have gathered to discuss the colonization, mining and exploitation of the resources or Arancione, we have convened and agreed that this task must be fulfilled to strengthen our economies, military, and social bonds, as well as protect the sovereignty of the Baltas System from the armies of Legion.

We have all agreed, and it has become our duty to make it so. Beginning immediately, we shall supply each party with 200 billion Drakha. A small fund for the tremendous task ahead of us.

Are there any final issues any of you would like to address?"

One day later ... Remote Mountains of Southern Elaria

Night was falling, and the gentle water of Lake Abylsine shimmered quietly in the fading light. It was across this lake that several hover-vehicles, of great size, cruised over its tranquil waters towards their destination; The Abylsine Starport.

The craft approached the shoreline and with a great *boom* they came to rest in the silvery sands that glittered in the sunset. Their ramps fell to the ground, and out of them marched many soldiers, carrying large crates that were simply too heavy to lift as an individual.

"Commander, Sir. The ship is on the launch pad, we are preparing to load up the Antimatter containers now, and we will be ready for liftoff as soon as you are, Sir."

"Excellent. I will be there shortly." he said, as he looked at the sky filled with a dazzling display of lights that are so common this time of the decade as Baltas, the systems star, flared during its twelve year cycle.

Yanich was joyous to finally be headed back into space; What he considered his back yard. After being on Auglu Darzh for over a year, he was going to relish being above everyone else.

Ascending the stairs to the craft that would hurdle into space several times the speed of sound, he could only grin at the thought of being in the thick of the action. The possibly waging war against the Constantian Empire was something he did not take lightly. To avert war, one must be best prepared for it, and what better way than to outgun, outsmart, and overpower your adversary?

Once on board, he realized he was not the only member of the Elarian council hitching a ride...

"Kaya! What the hell are you doing aboard my ship?!" Yanich inquired with a harsh tone.

"I am a studier of cultures, Yanich. What better way to learn of not only my own and how far Elaria has come, but of others as well, by being aboard the vessel which will partake in the Multi-National endeavor," she replied.

"Studying of cultures? Not by being on my Command ship your not!" he exclaimed.

"As a fellow council member it is my right to take part in this expedition. Besides! Your command ship is the 750 meter long Cronus Battlecruiser, not an 80 meter long Frigate." Kaya replied in protest.

"Whatever vessel I am presently on is my command ship." He said bluntly. "If you are going to tag along for the ride," he began, already earning a smile from Kaya, "then you will listen to what I tell you to do, understood?"

"Yes Yanich, I will," she said with a grin stretching from ear to ear.

"Yeah...Yeah..." he replied sarcastically, "As the first order of the day, sit down and fasten your belt."

The crew buckled themselves in for atmospheric ascension and Yanich took to his chair. Within minutes, the pilot activated the elevator arm that pointed the craft straight up into the sky.

"Five."
"Four."
"Three."
"Two."
"One."

With an immense roar, the frigate lifted towards the heavens. Smoke billowed from the bottom of the craft. Rocketing into the sky, higher and higher... Faster and faster...

"High enough to use primary engines, dropping boosters and igniting primaries."

The sound of a horrendous explosion echoed through the ships hull as the primary engines ignited. The force of the thrust nearly blacked Kaya out as they accelerated three times faster than the boosters had provided. The pain from the force was terrible, slowly turning her head to look out the window to take her mind off the extreme nausea, she was awed...

She could see the aurora spiking off of the atmosphere, charged protons and electrons bombarding the planet on which she had lived for twenty years of her life. Her nausea faded as she watched the atmosphere dim until the horizon became a steady black. The sound of the engines could no longer be heard, and the craft no longer shook, she lifted off of her seat, restrained to it only by the harness.

"Turn on the artigrav system," Yanich said to the pilot.

With the flip of a switch, a loud humming that slowly subsided rattled the hull of the vessel as a centrifuge spun around the crew compartment. They began to experience pull towards the floor again, and everyone unfastened themselves.

"Take us to our fleet, Son."

"Yes, sir."

Within minutes, several faint dots appeared on the horizon as a diffuse "cloud," but as they approached, they became brighter, and the shapes of space vessels ranging from minuscule to monstrous dominated the front window.

The Cronus, a behemoth of a vessel, was the largest in the fleet. Not quite a kilometer long, it was a truly fearsome ship when brought to bear against any lesser vessel. Armed with over 120 nuclear missiles, 12 anti-matter warheads, and an incredible 220 cannons of varying shapes and sizes, it was the pride of the Elarian Military.

Yanich smiled at its awe inspiring sight. "Now that, my dear Kaya, is my Command ship..." Yanich said with a chuckle.

From: Elarian Space Command

Our fleet stands on the ready and is now mobilized to commence airlift operations as well as logistics, fuel and supply, and the delivery of antimatter amongst the fleets, as well as other tasks to hasten the development of our multi-national project.

With all of our combined fleets, we will need substantially more antimatter to complete the interstellar journey en masse. We request you pool all reserves that you can spare to the project that we may cut the time line of the project down.

We wish you all luck on your tasks.
