OOC: Me and Andorra have agreed to take this international. THE MADRID PACT PRELUDE The undersigned nations do, in accordance to this contract that they here sign, pledge to commit themselves and their successors to the maintenance of the friendship and brotherhood that exists and will prevail between the nations listed. The undersigned pledge, to the full extent of their power, to ensure that no state of war ever exists between one member state and another undersigned party. Furthermore, they pledge to always be at the ready to defend one another from the onslaught of belligerent powers. By this contract, the peoples of all undersigned nations pledge to come to the other's defense whenever the need is present. Any state of war declared on the one, should be taken as a declaration of war on the other. This agreement is binding until mutual consent to invalidate. I This treaty shall outlast changes in elected governments, and shall remain in place until all members consent to a mutual termination of the treaty. In the interests of promoting relations between member states, diplomatic presence must be maintained by each member state, in each member state. II This treaty is open to all nations in Europe and North Africa that demonstrate measurable use of democratic government, human rights, equal opportunity, and rule of law for all citizens. III This treaty has been established to ensure the sovereignty of each government as it stands. It will not and can not violate decisions passed through established constitutional procedures. This means that member states will not be restricted in their participation in other international organizations, provided they reach criteria to be in this treaty. IV This treaty will work to establish closer trade agreements between member states. It is encouraged, though not required, that tariffs and import taxes are removed or lessened. V Member states will be encouraged to open their military production markets to other parties of this treaty, and this pact should act as a medium for arms trades between allies to take place. The arms trade, however, is not required, and secret military technology may be kept to their host nation. VI This treaty has been primarily established as a means for mutual defense of nations in the face of an attack. Recognizing that republics are outnumbered on the European continent, all the undersigned reaffirm their faith in mutual defense and protection from aggressors. VII The parties undersigned agree to cooperation in criminal justice- this goes to the extent of exporting known criminals wanted in another member state, working to prevent human and drug trafficking when applicable, and working to find wanted criminals. signed, Prime Minister Adolf Galland The Confederation of Austro-Bayern Prime Minister Toussaint Chevalier The Republic of Çerdoné Great Duke Vladislav II The Great Duchy of Marslava President Felix Adar The United States of Mircania Consul Richard M. Nixon The Swiss-Roman Republic of Porcu |

Haha, I guess I never saw this. If any wants to join the treaty, they need only to declare that they are signatory. All Republics are accepted unconditionally. |

Çerdoné would like to call for the first ever Madrid Pact Summit Meeting, to be held in Çerdoville. At the meeting we have various issues to discuss, such as the direction of this alliance and plans for our future as European freedom hits new lows. We are eager to relieve the heads of government, state, or diplomats from our fellow free states. |

OOC: I think all that makes is CR to send a delegate now, as Nor says he's going offline with it (we'll see if he'll attend or not when he sees this, though), Konosha inactive for months, and Harkeburg taken under the wing of myself. IC: Prime Minister Toussaint Chevalier will be pleased to meet Consul Nixon in person. Proper accommodations will be made for the representative head of our great neighbor to the south. |

Marslava is ruled by a duke, that is garant of the constitution, and by a normal elected government, that is elected by the people each five years . The actual ruling party is the socialdemocratic coalition . There is no death penalty in the law code |

OOC- its an alliance of republics more specifically (otherwise Imperial Kasnyia, which had a relatively powerful legislature, would have been a member). |

OOC: Canton Rouge has a Queen. It seems to be more an alliance of nations with democratic structures, not technically Republics. |
