The forum in which Treaty policy and practice may be debated. Generally members only, but observers can ask questions every once in a while. |

As an observer member, am I bound by the no other alliance constraint? |

I believe that is up to debate. Perhaps you can state your case IC, and we'll have our first debate as a treaty organization. |

OOC- Yeah, that'd be interesting to see, because if observer nations can be apart of other organizations, then Kasnyia might sign up as well. IfHispania ever asks for diplomatic backup IC, Kasnyia shall provide it. :P |

An observer member is not a true member of an organization, but it is rather a stance to indicate that they want to foster friendly relations with the organization, and its members. Since it is will not benefit from the treaty, why should it be penalized? Observer members must still partially be in Europe, but should be able to be members of other organizations. |

But an observer nation is allowed to view treaty proceedings, and their presence may indirectly influence the outcome of a debate. An observer who also was a member of JAUST for instance, might observe a treaty meeting and relay the minutes to the JAUST security council, which could then mobilize to meet a Treaty attack with already prepared defenses. Conflict of interest must be avoided at all costs. Still, I see what you mean and certainly am open to changing that. |

OOC: That problem could be resolved by stripping observers of their privileges during periods of hostility. It would be insane, if in the case that the Konigsberg group was at war with the JAUST, if JAUST member were allowed to view proceedings, but it would be plausible during periods of good relations. |

I agree with RD (is this an OOC debate?) and go further to say that along the lines of Hispania's argument, since observers aren't really apart of the alliance then as members of the alliance we can "classify" whatever material we want without having to provide a reason. |

Yeah, it was an IC debate. I posted OOC as a commentary on their debate without actually debating, because I haven't been accepted as an observer yet. |

Well now that we have had a ruling, I think I'll go and ask for observer status in the other thread. Cheers. ^_^ |
