Not that I'm aware of. Pretty much your Red-Yellow-Green. All of which was listed. I think.

I may be wrong. I havent had a chance to do much military/post wise.

Unfortunately, your wrong. I distinctly remember that you need to know your Military spending percentile to precisely measure where your military stands. If I recall, over 40% is a high military budget, 20 - 40% is normal, and below 20% is considered low.

In fact, I just peeked at Nags "How to make a military" guide, he specifically mentions XML stats, coincidentally NSTracker is the very XML System that he mentions as being an example.

Unfortunately, you're wrong. We don't need to use tracker or any other system. They're purely cosmetic.

XML feed. Straight from nationstates.

Tracker uses the stats straight from NS.
Feel free to use Tracker... personally... I'm using stats straight from NS.
(Defence is the 6th percentage along if you didn't know.)

So... if you want to use a middle man... use tracker.
Or, you know, if you don't want to then don't.

Plus... guide. I think you know roughly what percentage you spend on your own military without even looking at the XML stats.
