Well other factors such as tax and government budget make differences. For instance, I have a higher budget than a nation with half a billion more people than me, a green economy, and high spending because they only have 2% income tax compared to my 55%.

But why would you be comparing in the first place? What do you gain from that? It's kind of pointless.
