As Zeelar is a landlocked nation, she wishes to connect by land to Sahndaq and allow her ships to moor there. I believe this will be a positive exchange for both nations.

This request is being processed through the ministry of trade and ministry of defence. While it seems this is a perfectly acceptable idea, we must take steps to ensure the national security of the Sultanate. The Minister of Defence is expected to approve this deal, as I have already. However, we will likely require the Zeelar nation to sign a treaty with Sahndaq to ensure proper behavior for trade.

We apologize, but it is Zeelar's policy to recognize a treaty to exist with any country we are not at war with. Therefore, that signing is without difficulty.
