After hearing that Zeelar was attempting to make itself well known to the world, and bring itself out of Isolation, the Federal Republic felt that its chance was opportune to make contact with another nation in Nation in Africa. Standard Transmission To: Zeelar From: Eleytheria-Duo We send you greetings from the Federal Republic of Eleytheria-Duo. Taking note of your recent emergence as a nation coming out of isolation, we offer you a proposal of official relations between our two nations. We also welcome the opportunity to discuss possible agreements between our two nations, these include trade, cultural exchanges, and permanent embassies. With your permission, we would send delegates representing Eleytherian interest on this matter. It would be a perfect opportunity for our two nations to enter into dialogue and better understand one another's needs and concerns of any future relationship between our two sovereign territories. Sincerely, The Federal Republic of Eleytheria-Duo |

IN REPLY We shall prepare our delegates at once. We offer our thanks for this opportunity to discuss the future of our two nations. --------------------------------------------------------------------------- John Garrusso and Vincent Degano, two professional diplomats of the Federal Republic of Eleytheria-Duo, headed to Kugaaruk International Airport for a diplomatic trip to the Incorporated States of Zeelar to establish official relations between the two countries. They boarded a small jet and awaited their departure and were soon on their way across the Atlantic ocean to a distant nation, business as usual for them. "So, what do you think it will be like in Zeelar, Vincent?" Garrusso asked, sipping his cup of water. "Oh, I don't know, probably like every other nation," Degano replied, whom was too busy fluffing up his pillow for a nap. "Your going to sleep, Vince?" John asked curiously. Degano merely looked over at his friend for a long minute and replied "Its a sixteen hour flight, John. Your damn right I am going to sleep..." in a deep, gruff voice. The flight almost took an entire 24 hours, nevertheless they arrived in Zeelar on schedule. As they disembarked from their flight, they were awaiting someone to escort them to their destination. |

Two men in brown, desert camoflauge uniforms would come along side the rolling staircase that the delegates were coming down in. Both wore goggles and had tied back pony tails. The one standing on the right began to speak. "On behalf of the people of The Incoporated States of Zeelar, allow me to welcome you. If you would please walk this way..." The two men turned in the other direction, walking off so that the delegates would be guarded as they approached a rail line built across the Savanah reclamation adjacent to the airfield. Idling there was a single locomotive with a British-styled rounded top railcar. The unspoken guard opened the door on said car, allowing the delegates to walk up the stairs before they did, shutting the door behind them. It was furnished for dining, and that they seemed to be invited to do as they were sat at table with a spread of grilled elephant steaks with bowls of dried dates and glasses of red wine. |

Garrusso and Degano were slightly confused, put on a train to eat dinner while traveling to their destination, before meeting the nations President? It was odd compared to Eleytherian customs where delegates and leaders dine with the President himself in Republic Headquarters. Nevertheless, not wanting to insult the customs of the local people, the two delegates merely nodded at each other and began to eat their meal, as to not let the food goto waste, they ate as much as they possibly could. They were eagerly awaiting their arrival at the planned destination. |

The train would finally stop, though at a yellow colored station built in the style of a Roman Provential building. It is strangely of an appealing taste in the area. In front of it, as the delegates exited, was a forested hill with a building on top. The building was built very much in the style of Saint Basil's Cathedral, with resplendent colored onion domes and carved sides. It was to this structure the others had begun to leave them. |

The delegates, with the point of a finger from a Friendly Zeelaran seemed to suggest. They shrugged and proceeded up the hill, not entirely sure what to expect. As they approached, a few men nodded at them and seemed to indicate that they would escort the gentlemen inside, they complied. |

OOC: Zeelaran Those escorting them would lead them into the building's main concourse with tapestries among other things hanging from the wall. A central column in the middle hosted an elevator shaft and to this the delegates were led. They were whisked upwards into one of the towers that were seen outside, and they must have been inside an onion dome after climbing a small set of stairs due to the circular shape of the room. It was the library that President Wire had made his addresses in, and it was he whom in his trademark windbreaker was sitting at the end of the table as the guards leave them, moving down the stairs once more. Three leather chairs were there, and only one was occupied. |

The Garrusso and Degano approached the desk. "President, Wire." they both said at the same time. "You must be John Garrusso and Vincent Degano," the man said; "Please, be seated" Both Garrusso and Degano sat down and cleared their throats. "It is an honor to meet you, Sir," Vincent said with respect. |

Dark brown hair had grown into a "mop top" that was quite on the large side, covering everything above his nose including his eyes. He was wearing a black zipped up windbreaker with the hood resting back on his neck, red nautical stars patterned every which way upon it. He nodded to them with a smile, though his eyes are hidden by his hair. "Likewise. Is there anything that I can get you? Please make yourselves comfortable." |

"Oh, no thank you, Mr. Wire," Degano replied, "We were all well fed on the train," he added with a slight chuckle. Garrusso gave a slight chuckle, "Indeed. I believe we would prefer to proceed with our talks, yes?" |

He smiled, nodding as he tugged gently on his jeans in what might be seen as a nervous gesture. He then sighed a bit, "Where shall we begin? Ah..yes..I have an idea. I have heard conflicting reports and even print resources do so...could you define your government type?" |

"Our Government?" Garrusso replied in curiosity. Degano reached into his briefcase and pulled out a brown folder, he handed it to Devin, whom extended his hand to receive the paperwork, what struck him immediately about it, was the large crest on the front of the envelope. Posted Image It was obvious, he had seen it before, it was the symbol of Eleytheria-Duo, these documents were obviously from the Government itself. As he flipped through it, he noticed descriptions of the electoral procedures, political parties, their support in last elections, Government structure, political leaders, and so on. All public Government information is contained in this one document. "This is a file of our entire Government layout, from electoral processes, the works," said Vincent with a rather plain face. Garrusso began to speak; "Speaking of Government, I would like to apologize on behalf of our President Michael and Vice-president Catherine, they truly do regret not being able to attend this meeting personally. Internal issues in our colony on Australia and of course Administration and JAUST-Related issues in the mainland have truly tied their hands." |

He nodded softly, "Thank you," he said as the papers were handed back. "I simply wanted proof. Forgive me distrust of heresay. One can never trust too much of what one hears. And I apologize about these struggles, I hope that this is not too much of a burden then." He leaned back into the chair, deep thought occuring under the willow tree of hair. "First perhaps I should ask what you require as import. I presume, because of your situation, grain and like materials? Flax perhaps? Cotton?" |

"Oh no, not a burden at all," Vincent said with a smile, "Our enemies would love nothing better than to prevent us from conducting talks with other nations, which they have failed miserably at." Garrusso cleared his throat, "As for what we need, we can do without cotton and miscellaneous goods. What we are more intent on finding is a stable trading partner with abundant edible crops, fruits and vegetables come to mind, fruits especially." Vincent looked at Garrusso as he spoke, and then looked back at Mr. Wire, "Yes, indeed. Our country is not he most suitable place to grow crops, and what little we do manage to grow is of poor nutritional value compared the world average. We rely heavily on the breeding of Caribou, Fishing industries and the like for food. All of which provides plenty of meat. We are one of only a few countries in the world left that the disease scurvy is common in, mainly due to a lack of a steady income of fruits. Although there have been very few deaths to the disease, thanks to a developed health care system, we are in desperate need to correct this problem." Garrusso once more continued on; "And we have much to offer in return, if your people value Caribou meat, we can supply it in abundance. We also have oil, gold, silver and more to choose from. Raw materials, excluding constructional woods, is one of our strong points." |

President Wire, despite having his eyes covered, would look awed for a moment, "A scurvy problem? Right away then. As soon as we are done, fruits of a variety of types shall begin their voyage, as well as assortments of other edible crops. You will find we are in abundance of such things. Furthermore, if you need construction wood...well, we cannot help you. That is a weak point of ours. However, rattan has been found to serve in many of the same purposes, as well as using a clay like substance similar to Egyptian construction methods of many years ago. Perhaps these can be of help." He thought for a moment, "We are trying to wean ourselves away from oil due to the depletion of it in this area. However, we still require it and mix it with other items to reduce emissions and make it last longer. We would ask for shipments to begin of oil. Gold and silver also look to be promising. What other markets do you have?" |

"We have Iron and Coal, the latter being much more rare in the northern parts of our country. However if those are of no interest, other industries include textiles, electronics, machinery, all three of which are becoming very strong markets in Eleytheria, electronics especially." Garrusso replied. "And we also have weapons of war, along with advanced aircraft electronics as well as aircraft themselves. However, you'll need a license from our Government directly to purchase such weapons, due to the Eleytherian policy on preventing weapons proliferation." Degano added. Garrusso nodded, after hearing Degano speak. President Wire now immediately knew that he would have a hard time acquiring weapons from the Eleytherians should that ever become an interest. |

President Wire chuckled gently, shaking his head. "No no, coal is too dirty a fuel for us. Eco-Anarchism focuses on the self-determination of life and what not. Armament is a chief industry here. However iron is something that is in great demand here, again being a depleted resource. Also, electronics and machinery fit well into the current Zeelaran business plan. We plan on acquiring parts of what we need in individual, construct what we can here, and thus finish the product with what we have acquired. Also, having a textile industry would mean that you have a thriving chemical industry, no? We would be interested in importing dyes and inks if you have any to sell our businesses." Wire would then walk over to a desk and pick up a telephone handset. He spoke softly into it, nodding a bit before walking back over to his chair. "I gave the information to the exporters so that we could rush the agricultural products as much as we can." |

Garrusso nodded and smiled, "It was merely a suggestion, in the event you did have any use for coal." "As for chemicals, most of such items are imported directly from our neighbor and colony of our ally, Kasnyian Pacifica. However we do have ink in abundance, other minerals and elements that may be of use is of course Potash, Zinc, Molybdenum, Lead and Natural gases," Vincent said plainly. "That almost covers all of our major exports," Garrusso added. |

He nods, "Do you manufacture this ink? I do not wish to take what you cannot renew. Potash, Zinc, Molybdenum, and lead however are commodities that we wish to import from you. Are there any other agreements that we must speak of while we are here?" |

Garrusso nodded, confirming that the Ink is produced in Eleytheria-Duo. "You know, these are a lot of goods you are requesting for us to export, you would be paying a fortune for abundant quantities of these goods," Vincent said, "Are you really sure you wish to import all of these goods to Zeelar?" |

He shook his head, "First off, I would not be paying it. Corporations and businesses would. Trade is exceedingly out of government hands here. We simply sign agreements. Most of these things would be a one time import more or less. Our aggregate market could take over after that. Our finalized plan would be as followed." He presented them with a sheet. It demonstrated that the permanent goods would be fruits and grains from Zeelar, with Molybdenum and Lead being permanent imports from Eleytheria. |

Garrusso stood in firm defense of Vincent; "You, as President of Zeelar, represent your country when negotiating with foreign lands. In a way, you embody the will of your country, as we embody ours as representatives of the Republic. That is all Vincent meant by the comment." "In any case," Vincent began, "These terms are acceptable, and we shall strive to ensure shipments arrive on time. However as war has broken out in Europe, there will be occasional delays and longer travel times between our two nations, especially now that the Straits of Gibraltar are no longer an option." |
