OOC: NRE recommended I start a thread to get an arms deal, so here goes... Revolutionary Armed Forces HQ, Santa Marta "Presidente, considering the latest developments in foreign affairs, I must recommend a continued increase in the size of the military. Surely you have noted the hostility of the Catholics from Europe and the south, and Colombia could pose a military risk in the future." "Hm...well, I've been considering an expansion of the Popular Revolutionary Militias and the police forces. As of now, I feel that we should focus entirely on defense and crushing the last of the contra-revolucionarios." "Undoubtedly, Presidente. But to defend ourselves, we're going to need more than a few thousand ground troops and old jeeps. I must insist upon development of better weaponry and an air force with actual capabilities." "True, true. Any invasion could essentially gain air superiority within a few hours." "And if I may, our troops are poorly-organized and -armed. Moscow, Russia...... It was another chilly night in the capital of the Federation. Almost the entire city was asleep except for the midnight shift and Premier Kozintsev. It had been another busy day for the Russians and the Premier still have several reports to read before retiring for the evening. As he sat there in his residential office, behind a beautifully crafted desk with only the surface of it lit by a small desk lamp he heard a knock at the door. "Enter" he said in perfect Russia with a slight annoyance in his tone. He was after all already slammed with work and a knock at the door could only mean another distraction to keep him up. The door opened an a female Russian entered the room. She walked up to the Premier's desk and handed him a piece of paper. She was the Premier's personal residential secretary. "I am sorry to disturb you sir, but I just received that message from central communications. It is address to you and it appears to be from a South American country." The Premier picked up the paper and read the message. "The Republic of Costa Tropical to be exact" he said. "Seems that they're in need of some assistance and as socialists they are looking to us first for such help" "Shall I dictate a message to be sent back sir?" "Yes, get a pen and paper..." :::Encrpyted Message::: To: President Alberto Viega Sanchez From: Premier Nicholas Kozintsev Dear Mr. President, I have just received word from you on your most dire situation. It is truly a shame that our political ideas must come with such stereotypes that bring about suspicion and fear when it comes with foreign relations. I all to well understand how difficult it is to rule a nation under the great system of socialism while also having to deal with foreign interference. Let me first say that you are not alone in this world. You have my word that you shall always have friends in Russia. As for your specific requests, I will begin to assemble a delegation to be sent to Costa Tropical by morning. All I require is a simply location to finalize such a meeting. Trust me when I say we are full prepared to support you and your government if it means eternal peace through socialism for you people. |

OOC: A-hm, I'll take note of that. Irregular Warfare Training Camp, Costa Tropical Jungle: Capitan Alvarez stood alongside the short landing strip of his jungle base as a jeep filled with troops rumbled past. He glanced at his watch and lit a cigarette, waiting for the plane of Russian military delegates to arrive. In the distance, a short burst of automatic weapons fire rattled through the jungle and a blast of grenades could be heard. The frontline of the battle against counter-revolution was only a few miles away; Alvarez's camp was the center of FRN guerrilla warfare in the region. If the Russians would be able to provide help, his men would be the first to benefit from it. |

Posted Image Their trip had been a seemingly smooth flight as they made their way halfway around the world. The delegates had chosen the cargo plane instead of the conventional diplomatic aircraft for two reasons. One, they were entering into a nation known for civil unrest and Two because with them they had decided to bring an offer of peace. A cargo of over five thousand AK-74 assault riffles, neatly packaged in creates sat securely within the main cargo hold of the aircraft while Generals Dimitri Fedorovich, Nikolai Khabibulin, Vladimir Vladimirovich (all General's from Russia's defense council), and Minister of Foreign Affairs Andrei Gromyko sat in their respective seats. Minister Gromyko's job was fairly easy in this matter. As an ambassador to Russia his mission was simply to work out the politician and diplomatic measures for which Russia would secure a trade deal with Costa Tropical. It was General Fedorovich and his staff of two that had the real problem had. They were assigned to assess the situation in Costa Tropical and then offer advice as well as determine the amount of military hardware the nation would require from Russia. They would also have to devise ways of better training the socialist army to ensure victory for their side. This would, in effect be a daunting tasks for the General and his staff since they themselves had very little training themselves. Though the General Fedorovich had attended a military academy within the old administration, he flunked out early on in his career. Luckily however he did have the experience of the Russian Revolution under his belt and hopefully that would be enough to see these fellow socialist to victory. Though a bit bump, the plane finally landed at the specified base within Costa Tropical. As the Russians began to file out of the aircraft they were greeted by a Tropicalian captain by the name of Alvarez. "Thank you for such a warm welcome" said Minister Gromyko "as an ambassador of the Federation and the Russian people may I be the first to say that it is an honor to be welcomes here in Costa Tropical. We will hope you will take out gift of some five thousand AK-74 assault riffles as a gift of peace and prosperity between our people. I cannot express enough how eager my nation is to help you and your cause." |

The captain beamed as his men rushed to help carry the equipment to the safety of his base. "A thousand thanks, sir. My commanders will be pleasantly surprised, to say the least. They shall be arriving shortly. Until then, I have been asked to carry on with any decisions pertaining to military trade." He saluted the officers warmly and continued. "Please, come with me and we will discuss the issue in detail." Alvarez led the generals to his office, a large but unpleasantly warm building in the base's central hub. A small fan was all that could be provided to cool the representatives. "Ah, now that we're settled...allow me to officially welcome you to my country, seņores. We have been very excited about diplomatic and military exchange with Russia, as you can well imagine. Now, what we are really after is enough hardware to defend our country from outside threats. Although we are currently fighting a small conflict within our borders," he gestured outside, where a group of soldiers were marching past, "Costa Tropical is more worried by imperialist powers nearby. We would be honored to arrange for the procurement of rotary- and fixed-wing aircraft, artillery, and perhaps some light vehicles to properly mechanize our infantry. In exchange, we would naturally be willing to grant certain trade preferences to our socialist brothers." He lit another cigarette, gesturing to the guests to offer them some. Despite his battered, almost cynical appearance, the Captain was a loyal communist and pro-Russian, and had tremendous hope in the coming talks. |

Minister Andrei Gromyko motion a "no thank you" to the Captain's offer though the Generals gladly accepted the cigarettes. "Well, Russia is more than happy to finance and equip a socialist nation whenever possible" said the Minister "however as we both know this takes time and money to be down on the part of Russia. Do not misunderstand me Captian, we want to see Costa Tropical thrive as a powerful socialist state in what we hope will become a bastion of Socialism (South America) but Russia must also look to see benefits in all it's ventures. What exactly can Costa Tropical offer us?" After lighting his cigarette and loosening the collar of his uniform the General spoke up. "If I may suggest for your government's consideration" said General Dimitri Fedorovich "Me and my associates here have been looking over the information we currently have and it seems that if your government would be willing to allow us to operate military installations within your borders this would be most beneficial for not only ourselves but also your people as well. If would be the perfect sites for training your personnel as well as looking out for our own interests in this area. Our presence in your nation would of course only strengthen your side in this civil unrest, insuring victory." Though the minister hadn't been briefed on the idea of military installations he wasn't a fool, and quickly realized the economic and military benefits of such a venture. "Yes, now that would be most beneficial to our government, of course only if yours is willing to cooperate. As compensation Russia would be willing to offer a considerable amount of Kamov Ka-50 attack Helicopters, Mikoyan MiG-29 fighters, BTR-90 Infantry Fighting Vehicle, 122-mm howitzer D-30 artillery, BM-21 Grad vehicle multiple-launch rocket system, and enough side arms to ensure your side complete victory both internally and externally should such events occur. Of course is would only be the first of many transations between our two countries once a settlement over trade is reached between us." |

The captain took a few notes, smiling with excitement from the prospect of such powerful weaponry. "Well, in the economic arena we can offer significant produce, especially in the form of coffee, bananas, and pineapples. However, what may interest your people more is the amount of mining possible here. Costa Tropical has great reserves of gold, nickel, and tin, and we have fairly significant - and almost untapped - oil wells. I assume your country would be interested in this, especially if you would be willing to help refine the petroleum." Alvarez paused for a moment, taking a few puffs. "As for the idea of a troop presence, I can't say anything certain. But I'm sure my superiors would accept the proposition of an installation somewhere away from the major cities...naturally, we couldn't have thousands of Russian troops walking around in the streets of Santa Marta." He laughed, but was cut off by the ringing of a phone. "Ah, this will be the Minister of Defence." He picked up the telephone, and after a brief conversation in thickly-accented Spanish, he hung up. "Well, the Minister informs me a base could be constructed to hold up to a few thousand troops in the countryside, under the condition that Russia help develop our mineral and oil reserves - with the first shipments earmarked to you, of course." |

Minister Gromyko smile a bit ... "But of course, as you may or may not no Russia herself as a fine deposit of oil and have been has been drilling and refining it for several months now. We would be more than willing to help your country begin to develop this natural resource as well the other mining prospects for a price of a small cut in the product itself. Most importantly we would like a good stake in your oil reserve and as a trade off we are prepared to offer you Ethanol. Those still fairly new as a fuel source, the prospects for which Ethanol represents are endless. If your country were willing to make a trade off, and become a more Ethanol depend nation we would be willing to not only sell Ethanol to you and a drastically reduced price, with the oil making up the difference, but also introduce technology within your local manufactures so that can begin producing pro-Ethanol products such as automobiles." The Minister paused for a moment and turned to the Generals who gave a slight nod and then continued. "As for your government being so gracious as to allow for a Russia Military installation, we greatly accept your terms and understand completely the reasoning behind the conditions. Your people would no more want Russians storming around in Santa Marta no more than we want Tropicalian forces marching around Moscow, though I if that were the case I would surely suggest you pack your coats" At that the minister, the Generals, and the captain laughed and carried on this laughter for a few moments before the Minister continued. "But seriously we completely understand that this military facility will have to been in a remote location as to ensure your nation's own security and we would expect no less." General Fedorovich after puffed on his cigarette and then added "Perhaps our two countries can come to some sort of agreement under a Mutual Defense and Benefits pack. A treaty of sorts which will outline certain advantages both sides will be guaranteed during the long life of our two country's friendships. ' |

OOC: Fine by me, just slap an expiration date on it so that in the future if we want to change anything when can just do it when we go to renew it. Just say something like "This treaty will needed to be renewed every 4 years" and beside that put a real life date like (RL:2 months) or however long you feel it should last. I"ll wait for your next "IC" response to continue my part in this RP. |

After a short period of discussion between the Tropican officer and the Russian delegates, the telephone rang again. "That was the Minister of Defense. He'll be arriving shortly with some ideas for a treaty." After some more conversation and another cigarette, there was a knock on the office door. The Minister of Defense, Apolinar Regelio, entered in uniform; the Captain immediately stood up and offered a swift salute. He briefly introduced the Russians to the Minister and got to business. "So, senor Minister, I am told you have a draft for the future treaty?" "Indeed I do. I was hoping our Russian comrades would honor us with signing it as soon as possible. Naturally, we will accept any alterations." The Minister pushed a few pieces of paper onto the desk and directed the delegates to it. OOC: So yeah, basically all we have to do is agree to the treaty and we'll get to the parade of the new equipment. ;) |

Minister Gromyko looked over the treaty one last time and then put down his signature on behalf of the Federation and then smiled. "Gentlemen, on behalf of the Russian Federation let me be the first to say that we hope to spend a long and prosperous future with you and your people. We look forward to the economic gains both of our nations will enjoy as well as helping one another defend ourselves against all aggressor which seek to destroy to socialist paradise we intend to create." |
