It was a beautiful fall evening, the orange skies glittering against the magnificent and gargantuan buildings of the great metropolis of Casinstadt, the capital of the Kingdom of Casinia.

However, the mood was not reflected by the beauty of the cityscape. Within the city, the feeling and atmosphere was all but grim. Though ignored by the upper and middle classes, a religious feud had erupted between the poverty-striken low classes in the appropriately lowest streets of the metropolis.

Every street was a miniature battlefield, every street corner an outpost for the religiously affiliated gangs that roamed the streets at night....

The only one who seemed to care was their King...and yet he struggled for a solution to this problem. Involving the Royal Army would do nothing but infuriate them both against him...and yet something had to be done...he just knew it....

Prince Stephan was "busy" with one of his "secretaries" at his office in the Intelligence and Special Forces Headquarters Building when the report came in that a full scale riot was erupting all over the poorer districts of the city. For fear of angering him, the aides waited a considerable amount of time before he was done to inform him. By then, he was ready to go home and in no mood to send out troops. No Spec Ops soldiers would be present to quell the uprisings, leaving the job to the police...

It was brutal.

The police (long since entrapped by the religious violence themselves) had had enough. It was bad enough that some of the police units fought alongside some of the gangs if it fitted in with their religious philosophy, but now that outright war had broken out within two of the pooerer districts: Raehmsburg, which was Genesian Catholic, and Veddnerheim, which was Kasnyian Orthodoxy, the police (by written order of the City Mayor) were to put down resistance. Brutally, if possible.

As such, water cannon equiped tanks were rolled in, along with an army of Casinian Royal Constablry in riot gear. In turn, the gangs came out with retrofitted steam cars, self-made weapons, and the like...

No one even needed to wonder why their was such a slaughter...on both sides.

Within three days, the riot had been put down, but not before a great deal of innocents and police (along with gangsters themselves) were killed in droves.

The newspapers were probably the only ones who had gained anything out of this...a story to tell.

A man in a long black cloak slithered between the shadows of one of the poorer ghettos in the Genesisian Catholic district. He took great care until he came upon a non-descript building with a tattered oaken door. He tapped three times quickly with the head of his cane, paused, and one more additional rap. The signal had been recognized, and the door opened a crack.

"Who is it?" said the voice behind the door in raspy, smokey tones.

"Open up, you fool!" said the visitor.

He entered the room, bare and stark, and imediately pushed back the little door-keeper and moved to a heavy back door. It pushed it open, and came in upon a group of men, who imediately reached for their weapons.

The visitor threw back his cape, and, being recognized, sat accross from the armed men, now setting their guns back down.

"My dear Bishop Luther Hamm. You gave us a scare."

"Oh shut up, Paul," said Hamm, in his eiriely Paul Lynde-like voice. "Why have the riots ended?"

"Your people, Hamm," said the one known as Paul. "They keep stopping it, and trying to kill us."

"Didn't I pay you enough? You need to mix it up more, not less. I want these damn Orthdoxy bastards blamed for every bit of violence. What do you need?"

"More money,' said Paul.

'More money. More money. Why is it always more money and never even a club or a gun. You don't crack heads with money."

"Got to pay the blokes to have them play."

"All right, I'll send over another $100,000, but you keep the heat on."

"I can go back to your home and pick it up."

"No. You must never come into my home. My neighborhood too. You stay away. I'll have the money delivered, like I said."

A Prince Amoung Men-Shoot First and Ask Questions Later
Prince Ottamer was not in a good mood. A potential mistress had recently refused him, and he was not used to being refused. He forgot the maiden's name by now: however, that did not matter. He had been refused. Who could dare refuse an Xavier of Bouze?

He sat in his bed, cursing the little bitch who refused him. He was angry. He poured himself a glass of vintage wine he had stored in his room as his personal servant, Sir Vahnt of Crossburg, a Knight brought over from Chirondom, entered the room.

"My liege, I have news from the city," Vahnt said. "There are riots in Casinstadt."

Ottamer shook. In the Royal Palace of the Kingdom, he was safe. But there was such chaos so near...that was disturbing to the Prince of Bouze. He liked things in their order. "Over what?" the Prince asked, trying to appear casual, downing his glass of wine.

"Religion," the Knight said. "The Raehmsburg district and the Veddnerheim district are fighting each other: it is all out war."

The Prince was slightly confused. He did not know where these districts were. He did not concern hismelf with the common rabble. "You expect me to know who these people are, Vahnt?"

"I apologize, sire. The Raehmsburgians are Catholic, annd the Veddnerheimans are Orthodox."

"Orthodox?" the Prince asked. The Orthodox were a leading political power in the Kingdom-it was very possible that a political rival was funding these heretic bastards. "Hmph...if I had control of the army, I'd have those heretic bastards kill. But it is of no concern. Now leave me. Also, arrange an Escort from the service, if you will. If she's available, I'd like Carla to be my "escort."

Prince Stephan, even when he heard of the rioting, was not keen to get involved in the dispute. The immediate necessity was to quell the tension, but he really didn't want to tarnish SpecOps's spotless record if a massive insurrection started. He would have to use other sources. Unbeknownst to even his own family, Stephan was at the reins of pretty much all vice and graft within Casinstadt. He had contacts all over the underworld, and they all feared him. Fear was power.

He got on the phone with Dietrich Veldt, his top underworld agent.

Stephan: Dietrich. I need you to contact Erich Kleissenger.

Dietrich: The Drug Lord?

Stephan: Indeed. Tell him to get Veddnerheim under control. Now. Authorize him to use any means necessary.

Dietrich: And if he should inquire after payment?

Stephan: Tell him Prince Stephan never pays until a job is done.

Dietrich: Aye, commander. But what about Raehmsburg?

Stephan: We need a Papist at the helm in that quarter.

Dietrich: Hmmm. Isn't Prince Ottamer of Bouze at the Palace?

Stephan: I suppose so.

Dietrich: He's a Papist, isn't he?

Stephan: Now that I think of it, those people are Papists, aren't they? Contact Madame Reiger at the Escort Service. See which rent-a-whore he picked out tonight and have her get the little bitch to tell Ottamer I'm looking to talk with him.

Dietrich: Aye, commander.

Stephan: Very good. See that you don't fuck this one up.

Dietrich: Trust me, Commander...

The sunlight filtered brightly between the half-opened curtains of the 30 foot tall windows that took up an entire side of King Aleksander IV's cavernous study. It was empty save for the King himself.

And he was worried.

He paced tensely along the intricate cashmere carpeting, deep in his thoughts.

He had been like this since the riots in his city had begun. The very idea of two inner city districts fighting each other as though they were seperate nations nauseated the sovereign ruler.

He had known for some time that his sons had been dallying about in religious politics, save for Boris. It was a sad fact that he lived with in secret, knowing full well that hios boys would cover up their tracks if they suspected that he knew. Instead of confronting them, he would watch from afar and give them leeway is certain things...though whenever they got too ambitious, he would secretly do some manuvering of his own and thwart their plans, for the sake of balance.

He knew it wouldn't work for too much longer though. He was nearing his 81st birthday, and he knew that once he died, chaos would reign.

For months now, he kept thinking about what he should do that would nullify (or atleast delay immensely) the sure-to-come nation wide religious strife.

As he pondered, he kept looking at the wall covered in Christian idolatry. HE studied each face in each painting, as though asking them for advice.

And then suddenly..after hours of looking at their faces and pacing feverishly...he had an idea. With that he went to his desk.

"There is work to be done."

Out in the Palace compound, near the gardens, Crown Prince Boris of Ribbenzofph was walking alongside his wife as they fed the Palace's personal flock of peacocks.

Unlike his other siblings, who had been raised to nurse from the riches and rights of Royalty, Boris was far more serious, far more duty-bound....and far more seriously obsessed with his hatred of the Papists than his brothers were....

He had caught news of the Veddnerheim-Raehmsberg Riots earlier this morning. It had angered him how many police and Othodox denizens of Veddnerheim were killed by Papist barbarians. He stilled wondered (sometimes openly) why his father didn't just eliminate them all...or force conversion atleast. It boggled his mind. He knew that, once he was king, the Genesian Papists would be kept in line...even if it killed them.

He contemplated and daydreamed a bit more before he resumed his feeding of the peafowl.

The door burst open, sprung from its hinges, three large crates were tossed inside, followed by the imposing form of Bishop Hamm.

"Get up, you louts!" he shouted, and grabbed a crow bar from the floor. As he was prying open the first crate, the men started gathering around him.

"Here is a little gift from the Holy mother Church." When the crate opened, fully automatic weapons spilled onto the floor. "We need to escellate this little affair, and clense the street of the heritics. I want everyone who is not Genesisian scared to death to walk the streets. That includes the army, the police, and any orthodox protestors. That should keep the king's peace and keep them out of our affairs."

The men started grabbing weapons and ammo, and shortly automatic weapons fire could be heard all over the district.

No one knew what was going on. It had been all so sudden. Three days ago, King Aleksander IV made a nationwide announcement that he was to hold a speech over the recent religious violence that had been surging throughout the months, ans especially last few weeks.

In the political background, the entire aristocracy was boing beserk, trying to figure out what the king was upto, for he was the one person who had not involved himself in some way in the religious proxy war that had been going on n Kasnyia, and also the one man who could turn it one way or another..or even stop it all together.

Needless to say, that worried them.

Nevertheless, the agreed to wait for his speech, for there was also the (more likely) chance that he would merely berate everyone for letting it go out of control. That they could take care of more easily.

The population too wanted to know what their benevolent king would do about this upsurge in hatred and strife thaty plagued their land, and thus they waited patiently for that day.

All of that had been figured into the Kings's plan, which he kept to himself, for he knew of the gossip that travelled so easily within the nobility. He smiled to himself, the first time he had done so in many years.

He and Kasnyia would have the last laugh at the nobility's expense.

Boris had grown impatient with his fathers meandering way of dealing with the rioters. Three days was a long time to wait. In the time it had taken his father to prepare this speech of his, Boris reckoned he could have rounded up every traitor to the church and…

But there was something to be said for tact.

Boris disagreed with the way his father had handled the situation, but while his father was King, Boris would abide with what he regarded as the foolishness of his father’s age. For now.

It had not escaped his notice, either, that Stephan, had become… “touchy” in court matters regarding the rioters. Boris had his suspicions that Stephan was playing his own game. Something that had caused more than minor irritation when he had been informed the Prince had a prior engagement…

Boris trusted Stephan (as far as one noble can trust another) but with the political tensions running high, Boris needed to extend his base of influence for when he was to succeed his father and restore order.

Given the blood on the streets, Boris did not want to associate himself with the Bouze, and thus had started to search for allies against the Catholic threat.

His pressing need, however, was to talk to his father about this speech he had planned…

While being "escorted" to the bed by the whore, Ottamer heard a knock on his door's room. He sighed. Always just when it's getting good he thought. He walked over and opened the door, not bothering to hide his state of undress or his prostitute: his wild sexual life was well known throughout the palace.

A tall, skinny messenger awaited him. "What the Hell do you want?" Ottamer asked.

"Sire, Prince Stephen wishes to talk to you," the messenger replied nervously.

"What about?"

"Um...he did not tell me. I am to ask you to call him."

"Fine, I will. Now get out of my room, you stupid commoner."

The messenger rushed out and Ottamer turned around. "Well, love," he said, addressing the whore. "Looks like our buisness will have to wait. Now keep your mouth shut." He approached his phone and called Stephen. "What the hell do you want?"

Prince Stephan was unfazed. He was completely alone in the vastness of his comfortable office, rain pattering on the executive plate-glass windows outside, lighting illuminating the darkened room when it flashed. He was in his element here.

"Ahhh, Bouze. So good to here from you." Stephan said coldly, smoothly. He could feel Ottamer's impatience.

"Look, I'm kinda busy here, so I'd appreciate it if you got down to the God-damned point." The prince of Bouze replied, obviously flustered.

"Oh, I know just how busy you are, Bouze." Stephan said in an acid tone "I know everything that goes on in Casinstadt. And you know what I noticed? You're correligionists are stirring up some trouble. I'm gonna have to order you to do something about that."

"Order me?" Came the indignant reply.

"Well, I am Prince Stephan, aren't I?"

"What the Hell am I suppposed to do about it?"

"You better think of something, Bouze."

Prince Stephan hung up the phone lightly, and calmly left his office...

"Fuck." Ottamer was pissed off. He didn't need to be ordered by anyone, much less Stephen.

"What's wrong honey?" the whore asked him. "Nothing I can't make all better, I hope," she said suggestivly.

"Be quiet," Ottamer said impatientely, sitting on his bed.

"C'mon honey, I can help-"

Ottamer yelled. "GET THE FUCK OUT OF HERE, YOU STUPID WHORE!" he shouted, hitting her across the face so hard her nose broke. "GET THE FUCK OUT OR I'LL HAVE YOU KILLED, YOU BITCH!"

The whore hurried out the room. "God damn it," Ottamer muttered. "There goes my thirty opi." He cursed, wondering what he could do to control the rioting Catholics. An idea popped into his mind. If anyone ever learned it was he who orchestrated it, he would surely be excommunicated, but that need not be.

He sent a message to all priests and Bishops in the city from his laptop. He wired it to appear as if it was coming from the Pope. It read "I have decided that all who continue the fighting in the streets of your city will be excommunicated. I demand that you immediately tell all of this. I have plans for Kasynia, but this is hurting them for than helping."

"Loyal subjects of Kasnyia, Hear me! For today I have come to speak against this infantile violence that has become a noose for our people! I come to you to say that I have studied the problem, that I have looked at all the angles, that I have spoken to both sides! Know that I am not pleased. Not at all. You have all dissappointed me by lifting your hand against a fellow subject! All in the name of Christ! I will tell you now, that the Lord does not look kindly upon violence, that Jesus would not allow for such punishment of thy neighbor!"

"I also know that much of this has to do with the fact that my family, who has watched over you all for so many years, is Orthodox. To my Catholic subjects, you believe your Orthodox brothers start conflict with you because I am the King. To my Orthodox bretheren and subjects, you believe you do Kasnyia and the crown a great service by ridding this nation of Catholics. Notice that both of you have taken excuse to come to arms due to me."

And now was to come the crux of his speech.

"Thus I have made a desicion. I no longer will submit myself to the will of the Orthodox Chruch. No longer will it be the sole religion of the state, for you will both learn to live together. I hereby proclaim the Catholic Church a co-religion of the state. However, my Orthodox subjects, you need no worry about me joining the Catholics. I will join neither of you. I will become a Calvinist."

As soon as he had finished, he could hear the murmurs. The general population seemed to have embraced the idea, but the nobility (of both faiths) were snarling at the King for his proclaimation. But he was not finished yet.

"The Orthodox Church and the Catholic Church are now equals in the eyes of the Crown, and of myself. As your King I will rule neutrally as a Calvanist. Also, crimes against either side for religious reasons will be met with SEVERE punishment, regardless of who you are."

With that he eyed the nobility, including his sons.

"Kasnyia is the greatest of all nations, and she will not be brought down by meaningless strife, she will not be brought down by petty feuds! May God save Kasnyia!"

With that the general crowd once again cheered and showed their support for the King, chanting "Long Live the King". The nobility on the other hand kept deadly quiet, swearing under their breath.

Prince Stephan was in utter disbelief. He caught his father in the Hall as he walked back to the Royal Quarters. The younger man made no visible effort to restrain his anger.

"THAT was your great solution?" Stephan asked furiously. "You're gonna fix this problem by becoming a f**king heretic!!?"

Ottamer shook his head, and seeked to retrieve some document to stop this insanity. He knew Calvanism had been illegalised and was punishable by death, and without a proper repeal, the King would be violating the law. "Aha," he said, sorting through his drawer of legal papers. "You signed it yourself, you stupid bastard." The document read: Royal Act XXXXVI: On Calvinism, which clearly stated "Calvanism shall be illegalised and punishable by life in prison or death." He forwarded a copy of the law to all the nobility in Casinia, laughing.

King Aleksander did not answer him immediately. Then he said this:

"You will speak with respect. I am you father and your King. In anycase if I must become a heretic in order to pacify this mob mentality you idiots have sown, then I will do it for the Good of Kasnyia!"

Prince Stephan was shcoked to know that he had had a hand in it. He always figured his father to be out of touch with reality....

"Father, I...I had nothing to" He tried to say, attempting to discredit the notion. To no avail however.

"Oh, Father now is it? Well...atleast you are speaking properly. Sometimes I wonder if you are picking up too many bad habits by the company you keep." Replied King Aleksander smoothly, " I am not a man to be hoodwinked. You have been attempting to sow the violence to destroy a good deal of my subjects. So stop lying."

And he was about to turn before he stopepd and wheeled to his son.

"and remember to distribute this new decree to the rest of your friends. They might need it, or they might serve time in jail."

-By Order of the King, All sects of Christianity are hereby recognized by the Kasnyian State. All violence against any religious facility or man of faith or for reasons of conflict of faith, shall be punished to the extreme.-
