The Democratic Republic of Baltuvia officially announces a space flight program, including the development of an own launch system, rocket, satellites and maybe a manned spaceflight within the next ten or twenty years. As Baltuvia itself is not able to commit every needed resource like technology or know-how, we propsoe an international congress of the Science Ministries of the Middle East nations (that wish to participate) and discuss the possible patchwork between nations to achieve the goal having a stable space program of the Middle East. Furthermore could this congress initiate an international spaceflight agency under the name MSA (Middle East Space Agency). We invite the delegations of all interested Nations to our capital to this congress. A date is not yet settled and depends on the wishes of the participating nations. Press release: Baltuvia officially started its program to build a rocket that could carry a satellite into an orbit. The outcome is scheduled for about seven years to have the first raw model of the rocket. The first construction point would be to develop an engine. |

OCC: This is the first charta I wrote for an international agency, so be merciful. ;-) IC: This is the Charta of the Middle East Space Agency as worked out first by the Baltuvian Science Ministry and the Ministry for Foreign Affairs. If there are points to be added or Articles to be changed, please do so. This Charta is posted, so that a more open debate can take place. Charta of the Middle East Space Agency MSA Article 1 The MSA has been founded to promote a multilateral civillian space program with the final goal to send a man into space and bring him back. Article 2 The MSA will be lead by a joint council including two delegates of all member nations. An additional advisory board that supported by the scientific delegations is established to provide further specific informations to the leading body of the Middle East Space Agency. Article 3 The delegation members are to be chosen by either the Science or Education Ministries of the MSA nations. The military can suggest people to the Science or Education Ministry, but not send own delegation members. Article 4 The outcomes of this project are not to be used for military purposes unless all member states of the Middle East Space Agency agree with a military use. Dual-use technology that might be developed throughout the research work is not allowed to be used as weapons against any nation. Article 5 Every research, technologic outcome and scientific knowledge concerning the work of the MSA is to be made available to any MSA member to guarantee a steady joint work of the member nations. Article 6 Every member state has to pay the same percetual funding to the MSA regarding the national income per year. A percentage is not yet decided and can be changed. Article 7 The MSA is also meant to promote peaceful development through multilateral research. Members of the MSA that radically disregarded basic Human Rights, the Rights of the Child, the UN charta, the Geneva Convention of Warfare or the Weapons in Space protocoll will be compromized in their work by the leading MSA council. Nag Ehgoeg will not support the dropping of Article 7. However in the interests of scientific co-operation and recognising the contributions TC programs have made to the world we acknowledge that Article 7 is in need for reworking so as not to alienate such bastons of knowledge as the TC. |

"While Civil Rights have little to do with space, they have everything to do with peaceful co-operation. This is a civilian endevour which aims to exploit the peaceful applications of a space program. The violation of basic human rights and weapons laws run counter productive to the basic principles of peaceful co-operation. Thus Nag Ehgoeg suggests this modification to Article 7: Article 7 While the MSA respects the rights of governments to rule as they deem just, and while it endorses self determination, the MSA is meant to promote peaceful development through multilateral research. Members of the MSA will be held to basic Human Rights, the Rights of the Child, the UN charta, the Geneva Convention of Warfare and the Weapons in Space protocoll when directly co-operating with the council in any and all joint ventures and/or conferences. Nations compromized in their work by not adhering to these tenants as a matter of course will be monitered by the council to ensure that any discoveries or applications resulting from the MSA are not used to violate the afore mentioned Rights, Chartas and Treaties. |

We appreciate your help, Quaon, but are you a nation that has its main holdings in the middle east? (No offense, just wondering!) Then, the offer of already developed STS technology like shuttles or parts of it would be risky for the program, since the developments weren't completly made by us and I think this is another larger goal of the MSA: A space agency and a space flight program that is completly independent from any other space agency. This however does not mean, that we totally reject your offer. |

We have recently established a colony in the middle east and want to extend the long arm of peace in the Middle East. Would you find this deal acceptable? S.T.A.R. craft are well designed and have made an unmanned voyage to Jupiter's Moon in the past. |
