December 24th, low pressure weather system had taken a position E of Bab-el-Mandab. The cloud cover from this weather system was extensive through the night until 3:45 December 25. This cloud cover emcompassed the epicenter of the weather system all the way into the southernmost portion of the Red Sea.

December 25th, low pressure system had taken a postion E of the Gulf of Aden by 45 kilometers. Continuing cloud cover extended to Bab-el-Mandab...at this particular point cloud cover was breaking and was even expected to clear by 9:00 Christmas morning. From Assab to La Ciudad d'Djibouti, skies were clear...mostly clear to partly cloudy skies. Air traffic reports no delays in any air traffic in or outcoming from Assab International Airport. At 10:45 that moring a bomber squadron approached and attack the city of Assab with napalm, targeting mostly the communities around the churches.

Further investigation is required, pending execution of Executive Order 187 or Sistani cooperation in light of these events...
