Nov. 16 Emperor Jacob announces plan for South Africa's rebuilding Having come back from Catholic Europe, with the Catholic Church healed and restored in South Africa, Emperor Jacob announce several economic and political measures to speed up the recovery of the nation from civil war. The Emperor and his advisors propose to rebuild the economy following the plans used by Germany and Japan in their successful rejuvenation after WWII. Austerity measures have been imposed on the South African civilians to encourage savings and production, while several large development aid loans have been secured form the world Bank and Int'l Monteary Fund. The rebuilding process will be the focus of the entire South African nation for years to come, and the people and govenrment are united to ensure that the nation achieve and surpass its pre-war levels of prosperity. Catholic Church administrative adjustments, in line with national goals From a list of candidates chosen by Emperor Jacob, Pope Emmanuel II elected the South African bishop Joseph Anbo to be the new Cardinl-Patriarch of Adowa, to manage the Catholic Church in South Africa. Cardinal Anbo, a highly competent administrator, will help coordinate church efforts for the spiritual and economic recovery of this war torn nation. The Catholic Church is actively participating in community revival programs, with initiatives such as microloans for entrepreneurs. Together the church and government will encourage national soliidarity and economic nationalism. Containing plague outbreaks Plague has been identified in Durban, where an Egyrian businessman died of the disease. The doctors and nurses handling him, in addition to several thousand suspected cases, have been quarantined. It is believed that the Egyrian spread the plague to people on his airplane and to other people he came into contact with. Currently, all international trips have been suspended, in order to prevent further outbreaks. |

New economic policies for South Africa: ultra-capitalist reforms Emperor Jacob I is unsatisfied with the rate of economic recovery and has decided to implement radical new economic reforms, with the collaboration of foreign investors, banks, and corporate interessts. Instead of focusing on entrepreneurship South Africa will allow large multinational corporations to invest in the nation and take advantage of the plentiful labor supply and low production costs. Minimum wage laws have been abolished, environmental regulations weakened, and labor movement in general has been weakened. However, the maximum ownership of South African ventures by multinational coporations is 49%, to ensure that ultimately South African citizens or South African government will be able to access these profits of the businesses. Critics are blasting the programe as "robber baron capitalism" and predict that massive exploitation of the workesr will result. Rich-poor income diparity is certain to increase; Lowly paid workers will be extremly alienated from the ultrawealthy capitalists that take advantage from their labor. Jacob defends these charges saying that after these critical and sometimes painful times, there will be much more even spread of wealth as productivity and consumerism increase. Already, there have been labor strikes protesting the new policies, although the army and police have successsfuly subdued the strikes. |

Plague outbreak in Lesotho Several thousands of people have been struck with the plague in the Lesotho highlands; police have quarantined the entire district and are carrying out an investigation as to the ultimate origin of how the disease spread here. The only people allowed into the cordoned-off area are priests and monks who will administer last rites to the dying. Citizens within the quarantine area who are still healthy, but may be exposed to the plague, will be let out only when the last plague victim dies in Lesotho, and all plague tainted materials incinerated. The SOuth African government reaffirms its ban on foreign travel, although shortage of manpower and vast distances still mean there is frequent illegal border crossings near Neo-Macedonia and Syawla. Industrial strikes and confrontations in the cities The urban proletarians across South Africa have beeen recently agitating for greater labor rights, in response to the new commerce deregulations and ultra-capitalist economic policies that have led to social polarization and brutal exploitation of lower class laborers. Although the incidents thus far are strictly localized; no systematic riots or organized uprsiings have occurred, the police and military have been called in to contain the situation. Already more than 250,000 strikers and rioters were detained or exiled to the countryside. |

Unemployment is down from a post war high of 60% (due to refugee displacement) to a far more manageable 20%. Foreign investors are returning to invest in the natural resources and industrial potentiol, aided by pro-business legislation and plentiful commercial tax incentives. Mineral extraction, a key South African econmic sector, in the eastern Cape and inland has increased nearly 200,000% since the annihilation of mining infrastructres during the war. It is believed a few more years of persistent economic growth will allow the nation to recover its prewar prosperity. |

The Imperial government has also recently purchased 70,000 tanks, 5,000,000 infantry SMGs, several thousands of infantry vehicles, 4 cruisers, and 3 destroyers from the Paradisan government arms dealers. Further deals are being finalized. Many civilians in South Africa strongly criticize these lavish military expenditures which leading economists claim are taking away from the economic and social development of the nation. |

New national initiatives The Imperial Court has announced ttwo national initiatives to promote national unity and social rebuildign. The "Speak English" campaign aims to spread the English language amongst all South Africans; minority languages such as Dutch, Malaysian, and the tribal African languages are strongly discouraged, and a large tax is being levied on all domestic non-English publications. The "Healthy Families" initiative will promote population growth and rebuild the population; South Afric has barely 60% of its pre=war population, and parents giving birth to more than 2 children will be paid a tax incentive. |
