OOC: This is basically a thread for all the events in Negative Matter too small to deserve their own threads. Floods Ravage Eastern Negative Matter Streets turned to rivers and activity stalled to a standstill today as heavy rain poured down on areas of eastern Negative Matter. Some areas have received nearly five inches of rain since storms began early Wednesday morning. So far, 3 people have died because of the flooding, all after trying to drive through flooded streets. Interim President Lee has declared a federal state of emergency in Haibian Province, which was hit hardest by the storms. Heavy rain is expected to continue in the area until Sunday. |

The package will include food, temporary housing, medical supplies, medical personnel, aid workers, and money for reconstruction. A fleet of Sarawakhan ships will leave Kuching within the week bearing the supplies. |

Terrorist Cell Broken Up, Attack Prevented In a dramatic raid late this afternoon in the city of Hohhot, authorities broke into a home where several suspected terrorists were meeting. After the terrorist attacks in Ammochostos and Van Demans Land, anti-terror raids have been commonplace. Six men were arrested on terror-related charges, and a truckload of evidence was sent to a crime lab for further study. City police held a press conference this evening, presenting notebooks and floor plans that indicates that the terrorists were planning to plant several bombs in government offices, including the Congress building in Baotou. Currently, authorities are looking for twelve more men and four women who have suspected ties to the six currently held. |

Wildlife Protection Program Instituted Today, the United People's Congress unveiled a plan to preserve endangered species within Negative Matter. The program, called the Wildlife Protection Program, would allocate $250 billion for funding to preserve natural habitats, to help zoos to prepare captive animals for reintroduction to the wild, and for public education about endangered species. In addition, it would promote cloning research for endangered species. One of the first animals to enter the program is the giant panda. The panda, which is found only in the new Hui region of Negative Matter, is one of the most endangered species on the planet. (9/23/05) Space Station "Progress" Begins Construction The Negative Matter Space Agency today announced that construction of the international space station "Progress" has started. Speaking from NMSA headquarters in Chifeng, Secretary of Education Peter Wong hailed the event as "a great beginning to improving international relations." The station is expected to be completed within the next decade, but can start to be used as soon as early next year. All nations are invited to take part in this project. |

Music Festival in Negative Matter Musicians from all over the world are gathering in the city of Jining for the 7th Annual Negative Matter Music Festival. This event, celebrated every year from November 8 to 11, is a gathering for music lovers young and old. Concerts and auditions will be held almost around the clock at the Jining Convention Center (aka the Pyramid). The centerpoint of the festival will be the competition, with categories ranging from classical to rock, and from hip-hop to blues. The top performer in each category has the chance to win up to 3 million negatrons. |

Space Station Launches Into Orbit Today, in a remote base in central Negative Matter, the first part of a new proposed international space station, named "Progress," was sent into orbit. Along with the piece of the space station, six astronauts have also been sent into orbit in order to conduct tests on board the station. President Tom Grace, in his first public appearance in nearly a month, praised the endeavor, calling it "a great step forward for cooperation between all nations." He also made a request to all nations to join Negative Matter in operating the station. |

Dalai Lama Comes to Negative Matter Crowds gathered in the city of Wuhai today, as the Dalai Lama made an appearance, the first one made in Negative Matter since 2003. Although most of Negative Matter's Buddhists are of the Chan variety (also known as Zen), the Dalai Lama is highly revered throughout the nation. He made a speech in front of the largest Buddhist temple in Negative Matter, the Norbulingka Temple. In his speech, he spoke in favor of increased Tibetan autonomy and praised Negative Matter for its efforts in promoting civil freedoms around the world. He also announced that he will be living in Negative Matter now, on an invitation from President Tom Grace, and as since 1959, the Dalai Lama has been exiled by the government of China. He will be living in a simple dwelling outside the city of Wuhai, Negative Matter's only major Buddhist city. |

Economic Reforms in Negative Matter At a session of the United People's Congress today, President Tom Grace unveiled his plans for economic reform, the first part of two or three in his "Great Reform." In his proposed reforms, the state would extend its policy on small local businesses to larger corporations. Before, while small businesses were allowed to function under workers' councils with some government regulations, and were even allowed to compete with each other, larger national companies were effectively controlled by the state. The reforms would release the larger businesses from most government control, and would make them like the smaller companies. Also, the state would relinquish some control over the commanding heights of the economy, such as energy and infrastructure, by splitting up governance of the corporations 50-50 with workers' councils. Supporters, mainly on the center and the right, hailed the reforms as a step forward for Negative Matter's economy, and would lead to Negative Matter's future emergence as a global power. However, more traditional die-hard leftists, including members of President Grace's own Christian Socialist Party, said that the Negative Matterian economy, already the strongest in Asia, did not need any more strenghening, and condemned the reforms as a plot by evil capitalists to take over Negative Matter. In an effort to placate the leftists, Tom Grace included a provision in the reform package that would subject foreign companies to the same regulations faced by domestic corporations. Even without the support of the left, the reforms are expected to easily pass. |

Reforms, Part 2 Today, President Tom Grace unveiled the second part of his three-part reform package for Negative Matter. These reforms dealed mainly with political issues. At the center of this package is a constitutional amendment establishing the office of Chancellor, who is to be elected by the United People's Congress from among the members of Congress members not part of the party or parties of the current government. The Chancellor will serve as one of the co-heads of government along with the President, and will have his/her own Cabinet to advise him/her. Executive decisions will require the consent of both the President and the Chancellor. The President will remain head of state. Other parts of the reform include the further subdivision of Negative Matterian lands. Currently, the smallest political division in Negative Matter is the county. Under the reforms, a new division, the soviet, will be made. Each soviet, modeled on the soviets of the former Soviet Union, and consisting of around 200 families, will be the basic unit of government. County governments will be restructured to accomodate the soviets. Currenty, the Chancellor amendment enjoys widespread support both in the Congress and among the people, and should easily pass the 85% level of support needed for passage. The other reforms are less popular, but are still expected to pass. |

Reforms, Part 3 Today, President Grace unveiled the third and final part of the Great Reform, dealing with culture. First, the Department of Religion and Spirituality is slated to grow 33% bigger, to about 4% of the budget. Increased measures will be implemented to promote religion, especially Christianity, among Negative Matterians, in an attempt to reverse a trend of secularization in Negative Matter. It is estimated that 55% of Negative Matterians attend religious services weekly, and 94% believe in a God, down from 61% and 96% ten years ago, respectively. Also, efforts will be made to promote the use of traditional languages such as Chinese, Mongolian, and Aleut, as opposed to English or German. In other news, in a session of Congress, former Libertarian Party leader Dan Lee was elected Chancellor of Negative Matter, and was sworn in on Saturday. |
