They represent the proletarian life.

Hammer represents proletariat; sickle represents the peasantry. Originally there was supposed to be a third emblem to represent the third pillar of the revolution: the soliders. However, Lenin didn't think Communists should fight foreign wars, so he didn't want to glorify the military.
