The Constitution of the Region Known as Middle East
This Constitution applies to Middle East and its members.

Constitutionnal rights
Article 1: Although Islam is the most populous religion of the Middle East, each nation of the region is free to choose its own state religion, or choose no official state religion at all.
Article 2: Each nation of the region is free to choose its official state language, although for gameplay purposes English should be used for communication on both NationStates and InvisionFree forums.
Article 3: Spamming and/or unethical comments may not be tolerated on both forums.
Article 4: "Godmoding" and "easy warfare" (i.e. use of nukes) are forbidden for all regional members. "Godmoding" is layed out in detail here.

Administration definitions
Article 5: The regional administration is to be divided in three branches: the Legislative, the Executive and the Judicial.
Article 6: The Legislative branch contains all UN members (also called Legislative members), and is represented by the UN delegate, whom is also called the Head of Executive.
Article 7: The Executive branch is represented by the founder and is subjected to the Head of Executive (UN delegate). It has a veto on all regional defence/security related issues.
Article 8: The Judicial branch contains 3 judges (old regional members) and exists to counter any possible Legislative / Executive conflicts. They are nominated by the Executive branch and appointed by the Legislative branch by a 50%+1 vote. They can retire volontarily from the Judicial branch anytime they want, but must be replaced when it happens.

Branches powers
Article 9: The constitutionnal powers of all Legislative members (UN members):
a. They can vote on UN resolutions, each member has 1 vote;
b. They can support or not the Head of Executive (UN delegate) and/or any other Legislative member, but they can't support themselves;
c. They can become Head of Executive by acquiring a simple plurality of Legislative members supports;
d. They can vote on any issues brought on the table by the Head of Executive whom should listen to the majority but is not obligated to;
e. They appoint the 3 judges of the Judicial branch nominated by the Executive branch (founder) by a 50%+1 vote.

Article 10: The constitutionnal powers of the Head of Executive:
a. It has all the constitutionnal powers of a Legislative member;
b. Its vote on UN resolutions worths all its Legislative members supports;
c. It can support or not UN proposals;
d. It can change the World Entry Factbook by asking the Executive branch;
e. It represents the region at the inter-regional level;
f. It can ban any nation of the region by asking the Executive branch. Note that the Executive branch can use its veto here;
g. It has a veto on the Executive branch power of banning except for cases of spamming, unethical comments and/or massive foreign invasion;
h. It can bring on the table any issues to be voted by the Legislative members;
i. It can ask for a judgement of the Judicial branch in case of conflict with the Executive branch.

Article 11: The constitutionnal powers of the Executive branch:
a. It can ban without Legislative advice any nation whom is spamming, saying unethical comments and/or invading the region. Note that for the invasion, there must be clear evidences of it;
b. It has a veto on the Legislative power of banning;
c. It must change the World Entry Factbook when asked by Head of Executive;
d. It represents the region at the inter-regional level in absence of the Head of Executive;
e. It nominates the 3 judges of the Judicial branch to be appointed by the Legislative members by a 50%+1 vote. The main criterias are: seniority, participation and trust.

Article 12: The constitutionnal powers of the Judicial branch:
a. Its main purpose is to settle conflicts between the Legislative and Executive branches by emitting judgements which are decided by a majority vote of the 3 judges;
b. It is the absolute interpreter of the constitution;
c. It can be consulted anytime on any issues by the Legislative and Executive branches. The consultations must seriously be taken in consideration.

Procedure for constitutionnal amendments
Article 13: A constitutionnal amendment can be brought by any member of the region but must be approven by:
a. a 2/3 majority vote of the Legislative members;
b. the Head of Executive;
c. the Executive Branch;
d. a unanimous decision of the Judicial branch.
