Are unit-specific upgrades stronger than general upgrades?; Possibly stupid question

I mean I'm not talking about pure stats upgrades like "X unit is much faster and stronger" as opposed to "All troops are now faster and stronger" because obviously the specific one is stronger in that case due to affecting less units. However, do we have any actual rule on specific > general for non-stat upgrades? For a biased example, let's say Steve's army pumps Invisibility up to a 100 day ability for stealth on his whole army. Now, right now my Scarlet Hunter units - one specific type of troop - have a 50 day upgrade in projects to detect invisibility, but let's say I bump it up to 100 days in response.

Now usually our way of going about this is shield beats sword, I believe. The defensive upgrade wins, otherwise a 100 day offense would be more or less unbeatable by anything but a combo of different somehow-overlapping upgrades. However, from what I've seen this has only ever been an issue (two 100 day abilities which are directly at odds with one another) when dealing with Heroes since Heroes are, by nature, specific when upgraded. The biggest one I can remember is when Steve had his army with Bowser, and he had that End Boss Immunity ability to cancel out status effects and whatever, whereas someone else (I wanna say it was Makuta but I don't know) had a 100 day ability that caused a status effect. I think there we ruled that it would be half as effective as an exception for 100 day abilities only to the shield > sword rule. But half measures don't really work on stuff like stealth detection or the like: either it works or it doesn't.

I guess this isn't really a QUESTION thread so much as it is a SUGGESTION thread. I suggest we have it be officially ruled that if you have an upgrade specific to one type of troop it should be stronger than a general upgrade applied to an entire army. If it wasn't so already and I'm just stupid and missed it, that is.

Let me in on something I've learned from experience. No matter how much you insult people, your dick is still going to be small.

Yeah I think that's been the general idea, we just never came across a situation where it's been brought up. Usually when it comes to the shield beats sword thing, we're dealing with two universal upgrades. So yes, in this case I'd say your dudes would be able to detect the ghosts if both had 100 Day upgrades.
Ah, yes, the Negotiator: General Kenobi
