It appears an effort to give voters the power to reject a new Orlando arena, performing arts center and a renovated Citrus Bowl is headed for failure.

The petition drive to put the measure on the ballot has fallen short, WESH 2 News reported.

Hotel owner Harris Rosen said that 4,000 signed petitions are aimed at making sure tourist tax dollars aren’t used to build a new arena or overhaul the Citrus Bowl.

But it seems Rosen's estimates were overstated.

The Orange County Elections office has received less than 2,200 petitions and only 1,500 of them were form certified.

Rosen still needs 30,000 more petitions by Nov. 20 to put the referendum on the Jan. 29 ballot and Bill Cowles, the Orange County Elections Supervisor said he isn’t betting on it.

"It doesn't seem to me where we're going to be at the point where we'll make the Jan. 29 election," Cowles said.

Rosen, whose hotels are filled with guests because of the tourist taxes used to build the convention center, wants voters to reject the use of tourist taxes to build sports facilities.

But his Web site said petitions must be in by next Wednesday, leading many to believe his fight is over.

At an Orlando Magic luncheon, featuring owner Rich DeVos, team leaders said they're not surprised the community isn't supporting Rosen's petition.

"Well this facility is definitely in the best interest of this community," Alex Martins with the Orlando Magic said. "It's great for the economic development, it's great for the quality of life and it's great for the rebirth of downtown."

"Certainly Mr. Rosen has every right to participate in that process even though it's a very steep hill to climb and apparently it's a hill too steep to get up," Orange County Mayor Rich Crotty said.

If the petition does fail, groundbreaking for the events center is still set for next summer.

The arena, the new performing arts center and the Citrus Bowl renovations are all part of a plan to redevelop downtown Orlando.

The performing arts center will at the intersection of Orange Avenue and South Street, the Citrus Bowl will remain at its current location between Tampa Avenue and Rio Grande Avenue, and the arena will be nestled in between Church Street and South Street.

The new arena for the Orlando Magic and other entertainment events is scheduled to be open by 2010. Renovations to the Orlando Citrus Bowl are expected to be complete by 2011. And the brand new performing arts center, which isn't a target of the Rosen petition drive, is scheduled to be ready by 2012.

serves the a**hole right, guy charges 150 a night at the omni rosen on I drive which is a supposed 5 star hotel but the crap a** room looks more like a holiday inn, not saying holiday inn is bad but for 150 a night in a supposed high end hotel that is garbage
