NO LOCKOUT: NBA, Union Close To New CBA; ESPN Official Report

A source close to the NBA negotiating committee and a source close to the union's negotiation committee claim that all of the major issues between the sides have been agreed to in principle, and the purpose of Tuesday's meeting is to work out some of the finer points of the agreement that weren't addressed during a lengthy, breakthrough negotiation session Friday. Both sources asserted that none of the issues left on the table are major sticking points.

Key components of the new deal include: A 19-year-old age limit, contract lengths would shorten a year, raises in contracts would be reduced and their will be an extra option year in rookie contracts.

There are apparently some issues still needed to be worked but nothing that could force a lockout.

this is great. im glad there wont be a lockout. but i am really mad that they are agreeing on the age limit. there have been so many stars come from high school. and we have one on the magic! if people dont want high school kids to "ruin" the nba; then dont f**king draft them! frickin idiots ruining the league. if high school guys want to go to the nba, they they should be allowed to!

Here is the problem, the owners see what the Kids COULD BECOME ala KG, J-Oneil, Kobe.. ex. sure the players could be good/great down the road it's side steping the idea of why the draft is in place... to bring in cheap help NOW, not 4 years down the road when the player becomes the next KG or Kobe.. I agree with you that owners/GMs/scouts shouldnt be so dumb and pick these kids, but what would look more stupid.. drafting a highschool kid/bust or passing on the next Bron? untill the teams have that choice taken away from them they will keep picking players that they think will give them the best return in the longrun not right away like the draft is set in place to do..

SAN ANTONIO -- With a great sense of relief on both sides, the NBA and its players' union announced Tuesday that they have come to terms on a new six-year collective bargaining agreement.

The two sides avoided what likely would have been a costly, image-damaging lockout July 1. In 1998, a lockout led to the loss of 32 games per team.

The NHL lost its entire 2004-05 season to a work stoppage.

The new CBA will require players to be at least 19 years old, stemming the rush of players coming directly from high school; increase drug testing of veteran players; and provide a higher salary cap and a reduced maximum length of contracts.

"This is big because you can't discount the negative impact that a lockout would have had on everyone," said Magic player Pat Garrity, the secretary-treasurer of the players' union. "Both sides wish they could have gotten more in bargaining, but they didn't. No one got trampled. Everyone won."

Both players and owners must ratify the new agreement after lawyers for both sides finalize the language and fine points in the deal. But both sides said Tuesday that all major issues had been resolved.

The previous agreement expires June 30.

"We agreed almost all the way through negotiations that business would suffer greatly from a lockout," NBA Commissioner David Stern said. "And as the deal reflects, half went our way, and half went their way."

Under the terms of the new CBA:

The minimum age for draft eligibility goes from 18 to 19 years old, or at least one year removed from high school. It accomplished Stern's goal of getting NBA scouts and general managers out of high school gymnasiums.

Rookie contracts, which include a sliding scale, will be guaranteed for only two years, instead of the current three years. Teams hold the option for a player's third and fourth years of contracts.

The maximum length of contracts has been reduced by a year. Under the old CBA, contracts could go seven years if a player re-signed with his current team, and six years if he joined a new team. Those have been reduced to six and five years.

The maximum annual raises within a contract have been reduced. The new agreement caps raises at 10.5 percent, a drop from 12.5 percent, if a player re-signs with his current team. If a player joins a new team, his annual raises will be capped at 8 percent, instead of 10 percent.

Veteran players will face four random drug tests each season. Penalties for the use of performance-enhancing drugs have increased, as well.

In return for various concessions, the players also received several economic benefits.

They will be guaranteed to receive 57 percent of basketball-related revenues. It's the same percentage they received the past two seasons, but the first time the total is guaranteed.

The salary cap will climb significantly because now it will be based on 51 percent of the league's basketball-related income instead of the 48 percent figure used previously. The cap this season was $43.8 million, but should increase to $51 million under the new deal.

Other changes will lessen the impact of the luxury tax. The money the players pay into an escrow account will fall from 10 percent of their salaries to 8 percent over the life of the CBA. That money returns to owners if, at the end of the season, the players' salaries exceed 57 percent of revenues.

Under the luxury tax, which requires owners to pay a dollar-for-dollar penalty for exceeding a salary ceiling, that money now will be distributed to all teams, instead of just the teams who stay under the ceiling.

Players in their first two years in the NBA now can be placed on teams in the NBA's developmental league. Teams must carry either 14 or 15 players (with 12 active), and the injured list has been eliminated.

"We'll be extremely well-taken-care of over the next six years," said Billy Hunter, the head of the players' union. "I think this not only works for the players and the owners, it's good for the sport and for the fans, particularly when you look at what's happening in other professional sports. We needed to have this deal."

Minimum salaries and pension benefits, based on years of service, also will rise under the new agreement. Players will have the right to an arbiter's review of rulings on suspensions lasting 12 or more games for on-court misconduct.

"I don't know if we'll satisfy everybody, but we have struck a deal and one that avoids a lockout and significant economic damage, not only to the players but the league," Hunter said.

The minimum age means that rookies will now have at least 1-year of college ball before they enter the NBA. That's what I like most about the new deal. The draft will not be such a crapshoot anymore.

This is another good point on the new CBA: If the rookies are too raw, they can be sent to something like a minor league. And no more "fake injuiries" needed to place a player in the IL.

Wow...that part about the injury list being eliminated is huge. This is going to be great for the league and incoming rookies...now if they're getting no playing time, instead of rotting away on the bench, they can go get some experience playing in the developmental league.

Think about it...if this deal was made two years ago, Darko Milicic could have been playing in the developmental league this whole time, gaining experience while working on his game.

Well think about this...if this CBA was made two years ago, We would have drafted Lebron last year becasue of the age limit :( :( :(
